Fragile States: Defining Difficult Environments for Poverty Reduction

This paper adopts a definition of 'difficult environments' grounded in the role of the state in development effectiveness. Difficult environments are defined as those areas where the state is unable or unwilling to harness domestic and international resources effectively for poverty reduction. This approach is intended to complement other analytical approaches to fragile states, including the work of the UK Prime Minister's Strategy Unit project on Countries At Risk of Instability.

More Than 8.6 million Afghans Registered as Voters - Over 91 Percent Of Estimated Afghan Voter Population

Just over 91 percent of the estimated voters in Afghanistan have now registered to vote. As of 29 July voter registration figures reached 8,659,772. Of that total 5,107,230 (59 percent) of registrants are men and 3,552,542 (41 percent) are women. As we continue to reiterate these figures updated to 28 July are incomplete because the figures from more remote areas take longer to reach Kabul.

Sub-Saharan Africa: Mineral resources and political instability (as of July 2004)

Africa, south of Sahara, is a region with plenty of valuable mineral resources - metals, oil and diamonds. Foreign investments lead the extraction and exploration in many of these places to supply the world markets. This region is also the site of several open conflicts, recent and trying peace and political instability. Foreign armed forces are present in military bases and peace keeping forces.

Increased tensions regarding south Ossetia were the most important concern for the month of July. Despite various statements made by high officials and international community on peaceful resolution of the conflict and no use of military force, there were several cases of detention of peacekeepers, unauthorized movement of arms, detention of "illegal fighters" and accusation between sides. Fresh opportunities for conflict continue to surface.

FLOODS IN DPRK
The official KCNA news agency reported that torrential rains in July displaced 1000 families and destroyed some 100,000 hectares of paddy farmland, the equivalent of 4 per cent of the country's total arable land. This resulted in an estimated drop of 30 per cent of the harvest output. Floods are an annual hazard during North Korea's summer monsoon season, damaging crops and adding to the country's economic difficulties.

USAID Field Report Angola Jul 2004

Program Description

The OTI program in Angola was initiated in February 2003 to support the renewed opportunity for a lasting peace and increased democracy following the end of forty years of violent conflict. OTI is providing support in three areas: strengthening civil society advocacy capacity; strengthening media; and increasing local level engagement between citizens and authorities in order to address community problems. OTI's primary implementing partner is Creative Associates, International (CAII) and the FY 2004 budget is approximately $2.8 million.

UNDP, in collaboration with the rest of the UN Country Team facilitated the travel of four Somali youth to Real Madrid Football Club Summer Camp for two weeks in July 2004. Floods in Assam have affected all the 27 districts of the state. These districts are Tinsukia, Dibrugarh, Shivsagar, Jorhat, Golaghat, Nagoan, Morigaon, Kamrup, Kamrup Metro, Darrang, Sonitpur, Dhemaji, Lakhimpur, Nalbari, Berpetta, Bongaigaon, Kokrajhar, Goalpara, Dhubri, Chirang, Karbi Anglong, Karimganj, Hailakhandi, Cachar, Udalguri, North Cachar Hills and Baska.
The worst affected districts are Kamrup, Barpeta, Dhubri, Chirang, and Nagaon.
