Deliver Justice for 2010 Political Violence

Reject Blanket Amnesty, Prosecute Perpetrators From All Sides

(New York, May 18, 2013) – Three years on, the Thai government has failed to fulfill its promise to impartially prosecute all those responsible for the 2010 political violence, Human Rights Watch said today. Amnesty legislation being proposed by leading members of the ruling Pheu Thai Party would shield perpetrators of serious abuses from accountability and should be rejected.

Rebels Target Children in Southern Conflict

Muslim Insurgents Admit War Crime of Attacking Civilians

(New York, May 15, 2013) – Separatist insurgents in Thailand's southern border provinces are committing war crimes by targeting children and other civilians, Human Rights Watch said today. The Thai government should address the cycle of deadly reprisals by investigating and prosecuting state security personnel implicated in abuses against ethnic Malay Muslims.

Deep-South teachers unsure about security programs for new school term

BANGKOK, 12 May 2013 (NNT) – Teachers in the southern border region are confident in the security programs designed to protect them although they remain unsure about the effectiveness of the actual implementation.

Chairperson of the Confederation of Teachers of the Three Southern Border Provinces Boonsom Thongsriprai said that his latest meeting with all security agencies in the restive region, on Saturday, discussed the details of the safety programs for educators and school personnel after the new school term begins.

(New York, May 7, 2013) – The Thai government should revoke a decision to shield military personnel from criminal prosecution for the 2010 political bloodshed, Human Rights Watch said today. A general amnesty proposed by the ruling party that would include those responsible for serious human rights abuses should be rejected.

Ban Mae Surin Fire Update, 19 April 2013

Food Supplies

The food situation is back to normal. Due to the loss of warehouses in the fire, stockpiling of all basic food commodities (which would normally take place once before the rainy season and cover six months of supplies for the entire camp) will be carried out in stages. The first deliveries will begin next week.

Ban Mae Surin ‐ Emergency Response Humanitarian Agencies Situation Report Up‐date # 13 ‐‐‐ 17 April 2013

On Friday 22nd March a massive fire broke out in the Ban Mae Surin refugee Temporary Shelter located in Khun Yuam District, Mae Hong Son Province. The incident left 37 dead and others seriously injured, and completely ravaged two sections of the camp destroying the homes and limited possessions of 2,300 refugees (more than half of the entire population). This situation report presents the joint humanitarian response, up‐dates on the priority requirements, and indicates the agreed actions.

  1. Thailand - On 22 March, a fire sparked by a domestic accident broke out in Ban Mae Surin refugee camp in Mae Hong Son province, northwestern Thailand. 30 refugees from Myanmar were killed and four were seriously injured. Relief efforts are being coordinated by the Government of Thailand, as well as provincial and camp authorities. UNHCR, IRC and other NGOs are providing assistance.

Migrant workers face continued hardship

Bangkok, 22 March 2013 — Last month Thailand's estimated two million irregular migrant workers were granted a four-month extension, until April 2013, for work permits as they wait for their national governments to verify their nationalities.

Although this is a welcome step as a temporary measure, after the new deadline passes, irregular migrants will face the same risks of arrest and deportation as they do currently, according to JRS Thailand Migrant Outreach Officer, Kohnwilai Teppunkoonngam.

We are very concerned by allegations that in north of Phuket the Thai Navy shot dead at least two Rohingya asylum seekers, fleeing Myanmar by boat. The shooting allegedly took place on 22 February while the Navy was transferring around 130 people from the boat they had arrived in into smaller boats.

Thailand denies shooting Rohingya boat people

BANGKOK, March 13, 2013 (AFP) - Thailand on Wednesday denied accusations its sailors shot Rohingya boat people fleeing sectarian strife in Myanmar, after a rights group urged a probe into the alleged deaths of at least two migrants.

Survivors of the alleged incident on February 22 told Human Rights Watch that sailors opened fire on around 20 Rohingya migrants, killing two of them, as they jumped overboard to escape custody after drifting into Thai waters.

Investigate Deadly Shooting at ‘Boat People’ During ‘Push Back’

(New York) – Sailors from Thailand’s navy shot at ethnic Rohingya “boat people,” causing at least two deaths, Human Rights Watch said today. The Thai government should immediately investigate the incident, and direct the navy to abide by international standards on the use of force.

Thai military accused of trafficking refugees

There are mounting allegations the Thai military is trading Rohingya refugees from Western Burma to human traffickers.

Last week PM broadcast allegations that Thai military officers shot and killed Rohingya off the Thai coast but there is also continued accusations that Thai officials are involved in selling Rohingya to brokers, who then sell them on as bonded labourers.

"Million Migrant" Mass Information Campaign Starts in Thailand

IOM Thailand has kicked off a campaign targeting a million irregular migrants with information on registration and new documentation procedures.

A previous National Verification deadline passed last December, but the Government approved a grace period on January 15, giving irregular Burmese/Myanmar, Laotian and Cambodian migrant workers and their children 120 days to register. Some 1.3 million migrants have now done so, but an estimated one million are still unregistered.
