Human Security Report 2009/2010 : The Causes of Peace and The Shrinking Costs of War

Part I of this report examines the forces and political developments that have driven down the number of international conflicts and war deaths since the 1950s, and the number of civil wars since the early 1990s. It argues that the fact that these forces persist, or have strengthened, provides grounds for cautious optimism about the future of global security.

Part II examines the paradox of mortality rates that decline during the overwhelming majority of today's wars, as well as the challenges and controversies involved in measuringindirectwar

Landmines and Land Rights in Conflict Affected Contexts

KEY MESSAGES
- Land and property are often central issues in the build up to conflict, in the strategies pursued by combatants and in post-conflict recovery
- Mine action organisations are not neutral when it comes to land rights. Releasing land which was previously contaminated with landmines and explosive
remnants of war (ERW) and making it accessible changes its status. This inevitably involves land rights issues, even if the intent is to avoid them.
- Trying to avoid land rights issues can seriously compromise the return of displaced populations and affect

Leading Through Civilian Power - The First Quadrennial Diplomacy and Development Review

The QDDR provides a blueprint for elevating American "civilian power" to better advance our national interests and to be a better partner to the U.S. military. Maximizing the Impact of UN Security Council Resolution 1325: 10 Years On

Report
UN University
Over the past decade the critical importance of women's participation in peace processes and policies has been recognized through numerous international institutions, resolutions and state commitments-including UN Security Council resolution 1325 (SCR 1325), adopted in October 2000. A limited number of states have adopted SCR 1325 action plans, and a set of global indicators to track implementation was finally approved by the Security Council on 26 October 2010. Despite the promise of SCR 1325, many experts and advocates have been disappointed with the progress made by

Kenya awaits ICC warrants

Kenya expects the International Criminal Court this month to hand out six arrest warrants to alleged perpetrators of the country's post-election violence. Public speculation is rife, and the looming warrants are causing tension between Kenya's two main political parties.

By Claire Wachira, Nairobi

The ICC has indicated that the warrants would be out before Christmas. In April, ICC Chief Prosecutor Luis Moreno Ocampo said his office would investigate those most responsible for the violent clashes that took place after Kenya's December 2007 general election.

Central African Republic: Security remains fragile ahead of UN troop withdrawal and presidential election

Armed conflict pitting government forces against various armed groups in northern areas of the Central African Republic (CAR) caused the internal displacement of more than 200,000 people between 2005 and 2008. Following the signing of peace and reconciliation agreements, their number fell to around 108,000, but since 2009 clashes between the army and a splinter rebel group, and attacks on civilians by the Lord's Resistance Army have caused a new wave of displacement. As of November 2010, the number of internally displaced people (IDPs) was estimated at over 192,000.
