WHO's Humanitarian Action 2008-2009/ Biennial Work Plan to Support WHO's Capacity for Work in Emergencies and Crises/ Medium-term Strategic Plan 2008-2013/ Programme Budget 2008-2009

The present document serves a dual purpose. It is both a comprehensive global work plan for WHO's emergency and humanitarian work over the next two years and an appeal for flexible funding.

Until 2004, almost all of the extra-budgetary funds WHO received for its emergency work were tightly earmarked, usually for acute-onset crises. While such funds were vital to allow WHO to deal with immediate health needs during emergencies, by their very nature they prevented the Organization from building a sustainable structure - the

Iraq: IOM emergency needs assessments (post Feb 2006 displacement in Iraq) 01 Feb (1) 2007 bi-weekly report

Following the February 2006 bombing of the Samarra Al-Askari Mosque, escalating sectarian violence in Iraq caused massive displacement, both internal and to locations abroad. In coordination with the Iraqi government's Ministry of Displacement and Migration (MoDM), IOM continues to assess the movement of Iraqis through a network of partners on the ground.

Significantly fewer Iraqis were displaced in 2007 than were displaced in 2006, suggesting that internal displacement in Iraq has slowed. However, displacement continues to occur in some locations

The grant was approved by the Chairman of the Governing Board, Mr. Jamal N. Lootah. Proceeds from the grant will be drawn from OFID's Special Grant Account for Palestine. OPT: Gaza blockade

Since September 2007 employment, education and healthcare have been badly affected. The blockade has left homes, hospitals and factories without electricity. The lack of fuel has crippled Gaza's water supply and sewage system. Rivers of untreated sewage flow through the streets. Power cuts interrupt business and people's ability to light and heat their houses and refrigerate food.

Fuel shortages have meant that even back up generators, vital to power supplies during cuts in electricity supply, cannot work - interrupting the operation of medical equipment.

Indonesia: From zero to heroes

Report
IFRC
By Ahmad Husein, International Federation's communications coordinator in Indonesia

On Nias Island, an Indonesian Red Cross initiative has mobilized and trained more than 800 new volunteers in just ten months.

When a community based first aid programme was launched on the Indonesian island of Nias in March 2007, there was little indication that it would go on to be a major Red Cross success story.

"At the beginning, there were no volunteers - so we had to start the programme completely from scratch," said Indonesian

Facing reverse migration, International Medical Corps prepares for new challenges in southern Sudan

In Sudan, it is the Darfur region that has received much of the attention from the international community and the media. Yet South Sudan, often called the "forgotten emergency," continues to suffer from disease, poverty and political instability.

As the lesser known crisis in the country, South Sudan is still reeling from multiple civil wars that claimed 1.5 million lives and left another four million homeless. Its staggering population migration, which includes thousands of the parentless "Lost Boys," has spread across the country in internally displaced persons (IDP) camps and
