I. Introduction

1 . The present report is submitted pursuant to the request of the Security Council contained in its resolution 2088 (2013). In accordance with the Council’s request, the report provides an update on the situation in the Central African Republic and an assessment of how the United Nations Integrated Peacebuilding Office in the Central African Republic (BINUCA) could further implement its priorities in the light of recent developments in the country.

Normal start in bi-modal zone and a good progression of the season in Guinean-Sudanian zone

KEY MESSAGES

• February to April rainfall estimates (RFE) indicate that the onset of rains occurred earlier than normal this season with generally above normal rainfall levels in the bi-modal zone, as well as the southern part of the Guinean-Sudanian zone. According to medium term forecasts, an on time or early onset of the rains is expected for the northern part of the Guinean-Sudanian zone.

Central African Republic Situation Report No. 14 (as of 3 May 2013)

Highlights

  • Joint UN assessment missions to Ndele and Bambari find that the humanitarian situation is worsening in areas of health, protection, food security and education.
    Further assessments planned for Bria and Batalimo.

  • Food security has been identified as the priority sector for intervention. While seeds and food are available in markets, people lack financial resources and many households cannot afford basic food necessities and the seeds required to safeguard next season’s harvest.

UNICEF Cameroon Situation Report - 26 April 2013

Highlights

· The armed clashes in Central African Republic had an impact on the refugees coming into the East region. As of April 23 a total of 1,889 refugees arrived to Cameroon, mainly East - 800 asked for asylum in Yaounde and Douala and 490 Refugees have been relocated in Nandoungue Camp( East). UNICEF is active in the development of an Inter-Agency contingency plan both at regional and county level for the CAR refugees.

Central African Republic Situation Report No. 7

I. HIGHLIGHTS/KEY PRIORITIES

 WFP Food distributions have resumed in the course of this week, and are being further scaled up in the coming weeks as the security situation allows.

 ECCAS (Economic Community of the Central African States) summit that took place on 18 April, in Ndjamena, has decided to increase FOMAC troops in CAR from 500 to 2,000. The modalities for this increase remain to be determined.

Points saillants

  • Les mouvements de la population continuent. Plus de 46.000 réfugiés ont fui la RCA depuis décembre et un nombre important continuent à arriver dans les pays voisins en raison de violations des droits de l'homme et de l'instabilité.

  • Le 22 avril, les affrontements entre les habitants de la ville de Mbrés et les forces Seleka ont fait 27 morts et 50 blessés. 480 maisons ont également été incendiées.

  • Une épidémie de rougeole a été identifiée dans deux formations sanitaires à Bangui (6e et 8e arrondissements).
