Managing acute malnutrition at scale - A review of donor and government financing arrangements (Network Paper Issue 75)

Introduction

This review is concerned with the financing arrangements for programmes that address acute malnutrition at scale through the community-based management of acute malnutrition (CMAM). The CMAM approach is geared towards the early detection, treatment and counselling of moderately and severely acutely malnourished children, in the community, by community agents.

  1. Bangladesh - Tropical Storm Mahasen struck southern districts on 16 May. The Joint Needs Assessment (JNA) is ongoing and preliminary findings are due to be presented tomorrow (21 May). 17 people have reportedly lost their lives, JNA results will provide a better understand of the impact of the cyclone on shelter and livelihoods.

Asia Pacific Food Situation Update - May 2013

Wheat and rice prices mostly fall around the region

Strong production generally kept domestic prices around the region stable or drove them slightly down for wheat, wheat flour and rice, except in India and Myanmar where government procurement programmes pushed prices higher. Overall, however, prices were mostly higher than at the same time last year, according to FAO’s Global Information and Early Warning System (GIEWS).

Strong biosecurity measures needed to contain bird flu Implementing strong biosecurity measures coupled with good hygiene are required to contain the spread of the H7N9 strain of avian influenza virus, Hiroyuki Konuma, the UN Food and Agriculture Organization’s Regional Representative for Asia and the Pacific told a press conference in Bangkok on April 11. The virus had infected 82 people and killed 17 in China by April 19.

Australia's aid program gets substantial increase

Australia’s aid program will increase by $518 million in the 2013-14 budget to a record $5.7 billion – the equivalent of 0.37 per cent of gross national income (GNI) – the highest ODA/GNI level since 1985.

Foreign Minister Bob Carr said the Australian Government remained committed to increasing its aid budget to 0.5 per cent of GNI but this would be delayed to 2017-18 due to a write-dow in Government revenues.

The Asia-Pacific region remains the aid program’s highest priority, and will receive about 86 per cent of country specific aid in 2013-14.

Philippines mulls formula donations during disasters

COMPOSTELA VALLEY, 30 April 2013 (IRIN) - Health authorities in the Philippines were vigilant in keeping out infant formula donations when Typhoon Bopha hit last December, but activists are concerned the infant formula industry will succeed in pushing through legislative changes that will allow formula donations in future emergencies, making it harder to convince women in those crises to continue exclusive breastfeeding.

DETAILS OF THE EMERGENCY

Rokatenda, an active volcano located on Palue Island in Sikka district in the province of East Nusa Tenggara, erupted again on 23 March 2013 and continued until the next day - 24 March 2013. The ash plume caused considerable impact to the villages of Nitlung and Rokirole as well as other villages on the slope of the volcano causing families to evacuate their homes.

Indonesian Ambassador Visits Child Institutions In DPR Korea

Visit by His Excellency Nasri Gustaman, Ambassador of Indonesia, to child institutions in Pyongson City, DPR Korea

A US$2 million contribution from Indonesia to WFP’s operation in DPR Korea was used to buy vegetable oil. The oil - along with Super Cereal, (a blended food, fortified with vitamins and minerals), cereals and pulses - was distributed by WFP to child institutions in the 85 counties where WFP is actively engaged in fighting hunger and undernutrition.

Last October, at the beginning of Indonesia’s rainy season, a 37-year-old farmer named Herinurdin took a leap of faith. Instead of planting corn in his entire 1.3-hectare rainfed farm in the Sukabumi town of West Java, as his family had done for generations, he sowed 1,600 square metres worth of rice instead.

In November he ploughed another 700 square metres and by December he had seeded the remainder of his land in this densely populated province, some 120 kilometres south of the capital Jakarta.

Asia-Pacific Region 19 - 25 March, 2013, Natural Disasters and Other Events being monitored by the OCHA Regional Office for the Asia-Pacific

  1. Thailand - On 22 March, a fire sparked by a domestic accident broke out in Ban Mae Surin refugee camp in Mae Hong Son province, northwestern Thailand. 30 refugees from Myanmar were killed and four were seriously injured. Relief efforts are being coordinated by the Government of Thailand, as well as provincial and camp authorities. UNHCR, IRC and other NGOs are providing assistance.

Staples stable despite flooding

Floods in Jambi province have not disrupted basic commodity supplies in Jambi City. Prices of staples in local markets remain substantially unchanged.

Jambi City head of trade and industry, Izhar Muzani, said that even if there was an increase in basic commodity prices, the increase did not impact on consumers significantly because the rise was not significant. His department continuously monitors the supply of basic commodities in markets, grocery stores and warehouses in Jambi City.

Rokatenda Mountain eruption

19 February 2013

General Update

Rokatenda mountain in Palue island, East Nusa Tenggara erupted on February 2 and 3, 2013. Until mid February, the mountain was still spewing ashes and lava.

As of February 19, 2013, 2675 people were still evacuating to Sikka and Ende, and were still reluctant to go back to Palue, since the mountain activities was still high.

The main need of the people were clean water and sanitation facilities.

Overall, domestic prices in countries monitored in the Asia-Pacific region registered no significant changes in December. The largest movement was a 4 percent rise in meat prices in China, despite international meat prices remaining almost unchanged.

Mt. Rokatenda IDPs need food, medicines and water

Dozens of internally displaced persons (IDPs) in Waturia village, East Nusa Tenggara (NTT), are in dire need of food, clean water and medical supplies following the outbreak of diseases at the site, such as malaria, acute respiratory infections (ISPA) and famine.

Benediktus Reni, one of those displaced, said that almost all the plants and grass in the village were dead. He added that there was a chance some people would die if the local government did not prioritize the provision of food, water and medicines.
