I. FOOD SECURITY DASHBOARD (JANUARY – NOVEMBER 2016)
The Food Security Dashboard tracks and reports on food security situation and number of people reached with various food security interventions. During the period, Dashboard showed that 1,568,850 vulnerable persons were reached with different food security related activities or interventions.
The following are the breakdown of activities/interventions as per the three key FSS objectives of food assistance, livelihoods and agriculture production inputs, as detailed below:
Famine declared for first time anywhere since 2011 Horn of Africa crisis
A Country Programme Advisory Committee (CPAC) meeting chaired and represented by all WFP partner ministry officials was organized to discuss and facilitate WFP’s work in India. The committee ratified the annual work-plans for 2017 in principle.
The proposal for setting up a Centre for Excellence (CENEX) in India is being finalised in collaboration with the Ministry of Consumer Affairs and Public Distribution.
The WFP Country Programme platform was used to support the Karnali drought response by utilising the existing food pipeline to expand activities to include a blanket supplementary feeding programme to prevent acute malnutrition. The CERF funding has now concluded and food distributions are complete.
The drought situation continues to escalate rendering 2.7 million people food insecure, among them residents of Baringo county who have to withstand the ravaging drought and inter-clan conflict over the remaining scarce resources.
At the start of the drought, Baringo was classified under the alert stage of drought classification meaning it needed minimal interventions. However, as the drought escalated, the county slid into alarm stage needing urgent assistance.
Pope Francis has urgently appealed for food aid to help millions of South Sudanese “condemned to death by hunger”. His plea followed the United Nation’s declaration of famine in the stricken country, with 275,000 children severely malnourished and more than 5 million people urgently in need of food and agricultural assistance.
The pope has called on all involved to send food aid to South Sudan: “where a fratricidal conflict compounded by a severe food crisis condemns to death by starvation millions of people, including many children.”

A crowd of women carrying children under their arms, parades in the courtyard of the health centre of Dahra, located in the region of Louga, in the north-west of Senegal. The scene seems banal and usually happens in all health facilities in the region.
The only difference, we are in a poor area, which has been severely affected by a nutrition crisis. According to most recent analysis, the rates of acute malnutrition are very high. They exceed the emergency threshold, increasing the risk of infection and disease among children.
Based on the IPC South Sudan Technical Working Group results*:
HOW MANY & WHEN
As of January 2017, 3.8 million were estimated in Crisis (IPC Phase 3), Emergency (IPC Phase 4) and Catastrophe (IPC Phase 5).
As of February-April 2017, the number of people estimated in need of humanitarian assistance (IPC phase 3 and above) has increased to almost 5 million, out of which 100,000 are facing famine conditions.
The rate of new arrivals in to Uganda remains very high, with a total of 9,568 South Sudanese refugees received in Uganda between the 15th and 21st of February, although this is a decrease from the 13,092 new arrivals reported in the previous week. This brings the total new arrivals in February to 56,087.
The average daily rate of new arrivals this week was 1,367.

WOMEN'S PROTECTION AND LIVELIHOODS PROGRAM
There are currently over 107,000 displaced people, over half (54%) of whom are women, from CAR in Southern Chad as a result of the ongoing conflict in CAR which began in December 2012 and continues today. During humanitarian crises, women and girls’ exposure to gender-based violence (GBV) is significantly heightened, often more so during displacement.
So far in February, WFP has reached 3.9 million people in 16 governorates with food assistance through general food distribution (GFD), its Commodity Vouchers through Trader’s Network (CVTN) programme as well as through its food assistance to Horn of Africa refugees at the Kharaz refugee camp in Lahj governorate.
