Dominica: Tropical Storm Ophelia - DREF operation n° MDRDM001

27,516 Swiss francs have been allocated from the IFRC’s Disaster Relief Emergency Fund (DREF) to support the Dominica Red Cross Society (DRCS) in delivering immediate assistance to 79 families (approximately 395 persons). Unearmarked funds to repay DREF are encouraged.

Caribbean Community Resilience to Disaster Risk (CCRDR): Enhancing community resilience to disaster risk in the Caribbean region

Through support from the Canadian Red Cross and the Canadian International Development Agency, the Red Cross Societies in Dominica, Jamaica and Guyana have launched a three year program to enhance community resilience to disaster risk in the Caribbean region. This project will enable people living in vulnerable communities to identify and analyze risks and hazards in their local environment, to adopt behaviours that will make their homes and communities safer and be able to respond to disasters.

The Event

Storm surge associated with Hurricane Omar which formed in the Caribbean Sea have resulted in widespread flooding and significant coastal damage in some areas of Dominica and St Vincent and the Grenadines. There have been no reports of deaths.

The Situation

The West Coast of Dominica received a severe battering from Hurricane Omar from about midnight October 15, 2008.

A Category Five hurricane has severely affected Saint Lucia, Dominica, St Vincent, Jamaica, the Dominican Republic, Haiti and Mexico. Although the human losses have been minimal, thousands of people have lost their livelihoods, especially in Jamaica, Dominica, Saint Lucia and Mexico.

The situation

- 77 per cent of Saint Lucia's banana plantations have been destroyed, 100 per cent in Dominica and around 10 per cent in St. Vincent. Other traditional crops have also been damaged
