I welcome the Conference focus on the need to better integrate international military and civilian efforts across Afghanistan.

Australia considers a major civilian effort is critical to success in Afghanistan. In addition to our involvement in army and police training Australia is committed to building the capacity of the Afghan Government to manage its own affairs through our international development assistance program.

Afghanistan will hold presidential and provincial council elections on 20 August 2009. The Independent Election Commission (IEC) decided on the date after consulting with Afghan and international security forces. While the Afghan Constitution stipulates that the elections should be held by May, officials have declared that this will not be possible as holding the polls in spring would mean organizing them during the harsh winter months when large parts of the country are inaccessible. Angola: Flood and Cholera Update Situation Report no. 3 - 01 Apr 2009

I. Highlights/Key Priorities

- An estimated 220,000 people have been affected by floods in Cunene, Kuando Kubango, Moxico, Malange, Bie, Huambo and Lunda Sul provinces with 30 reported deaths.

- From 22 March to 28 March 2009, 22 cases of cholera have been reported;

- According to the National Institute of Meteorology of Angola, these abnormal rains will last up to April, with flood waters then moving towards the South.

II. Situation Overview

The Zambezi River level is subsiding at Katima Mulino but water levels are still increasing in the floodplains.

New support for victims of drought and conflict in Nepal

Today UK Development Minister Mike Foster announced an additional NRs 460 million for the World Food Programme's food and relief work across Nepal.

He travelled to remote Achham District, where DFID and the World Food Programme (WFP) are working closely with government and other agencies to provide assistance to 120,000 people over the next six months. This money will support food-for-work programmes, rebuild schools and health posts that were either damaged or neglected during the conflict, and build new water supplies and irrigation schemes.

Myanmar: Emergency Situation Report No. 1

This report was issued by OCHA office in Myanmar. It covers the period from 1 March to 31 March 2009. The next report will be issued on or around May 1st, 2009.

I. HIGHLIGHTS/KEY PRIORITIES

- Water scarcity problems during the dry season (April-May).

- Continue and expand Disaster Risk Reduction programmes.

- Raise funds for Agriculture, Shelter and WASH clusters for urgent pre-Monsoon needs. 130,000 families or half a million people are living in hopelessly vulnerable shacks, with failing tarpaulins for roofing materials.

OPT: A fresh start for Gaza's farmers

CARE is helping farmers in the Gaza Strip retake control of their lives with funds raised by the Disasters Emergency Committee (DEC), a UK registered charity that acts as an umbrella for 13 humanitarian aid organizations, including CARE International.

The generosity of those private donors - ordinary people - who contributed to the DEC Gaza Crisis Appeal means that through this particular action, valued at about £200,000, 2,000 dunums (1 dunum = 1000 square meters) will be replanted with potatoes and watermelons.

Kenya: Bamburi donates to drought appeal

Bamburi Cement has donated Ksh4 million to the Kenya Red Cross Society (KRCS) towards the drought appeal launched in January 2009. During a brief ceremony at KRCS Headquarters, on 30th March 2009, the Bamburi Cement Managing Director, Mr Hussein Mansi, commended the relationship between the Society and the cement company saying the two institutions had partnered in diverse projects for the last five years.

Mr Mansi pledged more support to enable KRCS to come up with long-term solutions to drought related issues. Bamburi Cement Company has also donated Ksh1 million to KRCS through the Mercy

Rapid response to flooding in southern and central Angola

IOM will provide shelter and non-food items to 10,000 people worst-affected by floods which have left 220,000 Angolans displaced and at least 22 dead in several provinces in the centre and south of the country.

The assistance, funded through a US$445,000 grant from the UN's Central Emergency Response Fund (CERF), is aimed at providing displaced people with temporary protection from the remainder of the rainy season and basic support in the rehabilitation of damaged housing in Cunene, Moxico and Kuando Kubango areas where damage to homes has been the most extensive.

OPT: Turkey contributes US$500,000 to the Quick Response Plan for Gaza

East Jerusalem, 31 March 2009 - The government of Turkey has contributed US$500,000 in response to UNRWA's appeal for its Quick Response Plan for Gaza (QRP). The donation was formally finalized at a signing ceremony attended by UNRWA's deputy Commissioner-General Filippo Grandi and Dr. Ercan =D6zer, the Ambassador Consul General of Turkey in Jerusalem.

The QRP was launched to facilitate "day-after" responsiveness to the acute humanitarian and early recovery needs of refugees

Pakistan: King Abdullah sends over 1,500 cartons of special dates for quake affectees

Islamabad, Mar 31st, 2009: The custodian of two holy mosques, King Abudllah bin Abdul Aziz Al-Saud has sent over 1500 cartons of special dates weighing 30 tons to Islamabad for onward distribution among the quake affectees of October 8, 2005 earthquake.

U.S. Government donates medical supplies for hospitals in Sri Lanka's North

The U.S. Agency for International Development (USAID) yesterday donated equipment and basic medical supplies to the Ministry of Health to treat 50,000 civilians at hospitals in the North. James R. Moore, Deputy Chief of Mission at the U.S. Embassy, made the symbolic presentation to Minister of Health Care and Nutrition Nimal Siripala de Silva.
