Tornado Incident in Negros Occidental

· A tornado incident occurred in Brgy. Bantayan, Kabankalan City in Negros Occidental with 21 families affected and 13 houses partially damaged

TUBOD, Lanao del Norte, Feb. 20 -- After a recent low pressure area (LPA) moved across the southern island of Mindanao, torrential rains triggered flashfloods last Feb. 15, 2012 severely affecting the coastal town of Kauswagan, and completely destroying two houses in Brgy. Kawit Occidental.

Other barangays affected were Libertad, Tacub, Kawit Oriental, Tugar, Bagumbayan and parts of Poblacion.

C. Incidents Monitored

1 . Electrocution in Region I

· On or about 7:20 PM, 19 February 2012, Mark M. Propeta, 8 years old, resident of Brgy. Paringao, Bauang, La Union was accidentally electrocuted while playing at the vacant lot that caused his untimely death
· The victim was declared dead on arrival by the attending physician of Ilocos Training and Regional Medical Center (ITRMC)

Actions Taken
· The owner of the vacant lot was informed regarding the incident for whatever assistance that they may extend to the bereaved family

The total number of population affected in 70 barangays/ 8 municipalities/ 4 provinces in REGIONS VIII, X and XIII is 731 families / 3,863 persons

D. DAMAGED HOUSES

OROQUIETA CITY, Misamis Occidental, Feb. 16 (PIA) -- The provincial government has allocated P30 million for the planned rehabilitation of the flood-control dike in the municipalities of Tudela and Clarin that was damaged by the flashfloods last Feb. 10.

“The money will be used to make the project withstand, during the occurrence of heavy rains resulting in flashfloods,” Governor Herminia Ramiro said.

Urges LGUS to be on full alert

DAVAO CITY, Feb. 17 (PIA) -- The Mines and Geosciences Bureau-10 (MGB) has reminded the local government units of the region to be alert and be prepared especially in landslide and flood-prone areas.

Local government units in areas that are ranked extremely high in susceptibility to landslide and flooding are advised to immediately relocate the residents of these zones to safer areas.

TACLOBAN CITY, LEYTE, Feb16 (PIA) – Commuters are currently stranded along the Abuyog-Silago Road due to three landslides that occurred due continuous rains in the area.

OCD Region 8 Director Rey Gozon said that the DPWH maintenance crew is already in the area to conduct clearing operations. The crew has been directed by DPWH Region 8 Director Rolando Asis not to leave the area unless the clearing operations are completed.

Gozon added that the Police have been contacted to secure the area because commuters are still in the area.It is still impassable as of press time.

FLOODING/ FLASHFLOOD

  1. OCDRC XI reported a flooding incident occurred in Panabo City, Davao del Norte on or about 2:00AM, 14 February 2012 due to heavy precipitation, thereby affecting the following three (3) Barangays.

  2. OCDRC XI reported that flashflood occurred in Brgy Magatos, Asuncion, Davao del Norte on 14 February 2012 that reached more than waist deep high at the height of flooding. There has been no report of evacuees, casualties or damages.

I. Situation Overview

• On or about 7:25 AM, 9 February 2012, the water level at Dapitan City River in the Province of Zamboanga del Norte, rose due to continuous heavy downpour of rain affecting 3,263 families/13,052 persons in the following Barangays: Barcelona, Oyan, Opao, Ba-ao, Burgos, Sulangon, Polo, Tamion, Diwa-an, Sinonoc, Owaon, and Ilayan

• Affected families were evacuated to different schools, churches, while others were evacuated to the houses of their relatives

• No casualty was reported

SITUATION OVERVIEW:

1 . Collapsed Bridge in the Municipality of Mahayag, Zamboanga Del Sur

• On or about 3:00 AM, 10 February 2012, Mahayag Bridge that connects Barangay Tolan, Mahayag and Dumingag, both in Zamboanga del Sur collapsed due to flood brought about by heavy downpour and was rendered impassable to all types of vehicles

• One (1) house was washed out

2 . Progress Report — Flooding in the Municipalities of Tudela and Clarin, and Landslide in Sapang Dalaga, all of Misamis Occidental

I. PRESENT WEATHER SITUATION (24-HOUR PUBLIC WEATHER FORECAST)

Today, the Active Low Pressure Area (ALPA) was estimated based on satellite and surface data at 400km East of Mindanao (5.5°N, 130.0°E)

Southern Luzon, Visayas and Mindanao will experience cloudy skies with scatterd rainshowers and thunderstorms with widespread rains over Eastern Visayas and Eastern Mindanao which may trigger flashfloods and landslides. The rest of Luzon have mostly cloudy skies with light rains.

SITUATION OVERVIEW:

• Due to the continuous rains, some streets in Barangay Poblacion, Real, Quezon is under ankle-deep flood.

ACTIONS TAKEN

• MDRRMC Real is on full red alert status and is continuously monitoring the situation on a 24 hour basis

• Municipal Mayor Joel Diestro advised barangay officials to prepare and be on alert and report any occurrence of flood and landslide in their respective barangays

I. PRESENT WEATHER SITUATION (PAGASA Weather Advisory No.6)

Easterlies affecting the Eastern section of the country. Meanwhile, a Low Pressure Area (LPA) was eastimated at 1,200 km East Southeast of Southern Mindanao (4.0°N, 138.0°E). It is expected to enter the PAR within the next 26 hours.

The entire archipelago will experience mostly cloudy skies with scattered rainshowers and thunderstorms.

Moderate to strong winds blowing from the East will prevail throughout the entire archipelago and the coastal waters will be moderate to rough.

The Low Pressure Area (LPA) East of Dipolog City has dissipated. However, Northern and Central Luzon will experience cloudy skies with scattered rainshowers and thunderstorms becoming widespread rains over its eastern section which may trigger flashfloods and landslides due to wind convergence

VII. ACTIONS AND PREPAREDNESS MEASURES UNDERTAKEN

V.1. NDRRMC OPERATIONS CENTER

· NDRRMC Operations Center maintains a RED ALERT STATUS and continuously monitored and disseminated 24 hour Public Weather Forecasts and Weather Advisories to all OCD Regions through SMS, facsimile and website for further dissemination to their respective Local Disaster Risk Reduction and Management Councils (LDRRMCs) from the provincial down to the municipal levels.

I. SITUATION OVERVIEW

  • On or about 9:00PM 9 February 2012, flooding occurred in the municipalities of Tudela and Clarin in Misamis Occidental. A multiple landslides occurred also on or about 4:00 AM 9 February 2012 along the Maharlika Highway, Sapang Dalaga that caused traffic for almost four (4) hours. Floodwater subsided on or about 5:00 AM 10 February 2012
