The period from July to November saw significant progress on the planned activities. Being the disaster season, the national society implemented crucial emergency interventions while maintaining its efforts in annual projects. The focus on improved learning and capacity building was intensified.

Dear Colleagues,

Barely recovering from the devastation of super Typhoon Mina, occurred in August 2011, followed by back to back super typhoons and Nalgae in September 2011, the Philippines was again battered by typhoon Washi on December 16, 2011.

In brief

Disaster response - As of 20 December 2011, various natural disasters this year had left 1,081 people dead or missing in China, 440 million people affected and created over 311 billion yuan (approx. 49 billion dollars) in direct economic losses.[1] In the second half of 2011, China was hit mainly by several floods and earthquakes. With the support of IFRC regional delegation, the Red Cross Society of China (RCSC) responded swiftly to the serious disasters with relief items and other assistance needed.

From January to December, nineteen (19) TCs entered the Philippine Area of Responsibility (PAR), ten (10) of them were destructive namely Tropical Storm (TS) Bebeng (May 8-11); Typhoon Chedeng (May 20-28); TS TS Falcon ( June 21-25) Typhoon Juaning, (July 25-28), Typhoon Kabayan (July 28-Aug 5); Typhoon Mina (Aug 21-29), Typhoon Pedring (Sept 24-28) , Typhoon Quiel (Sept 29 –Oct 2); TD Ramon (Oct 10-14); and Tropical Storm Sendong (Dec 15-18).

DISASTER EVENTS IN ASIA AND THE PACIFIC IN 2011

Asia and the Pacific continues to live up to its reputation as the world’s most natural-disaster-prone region. The International Disaster Database, EM-DAT, reports 89 natural-disaster events in the region in 2011. In terms of the number of events, China (14), Indonesia (6) and the Philippines (22) top the list. However, Japan, the Philippines and Thailand suffered the greatest number of lives lost.

Kobe, 22 December 2011 - UNISDR has organized an exchange visit between the Philippines and Japan, two of the countries worst-affected this year by a series of disasters ranging from a major earthquake which triggered a tsunami and a nuclear meltdown in Japan, and back-to-back typhoons in the case of the Philippines.

GENEVA, 19 December 2011 - The UN Secretary General's Special Representative on Disaster Risk Reduction, Margareta Wahlström, today extended her sympathy to the people of Mindanao in the Philippines, following the great loss of life resulting from Typhoon Sendong.

The Danang municipal People’s Committee has approved a US$400,000 project to build storm-resistant houses for residents living in high risk areas for natural disasters.

The project, assisted by the US Rockefeller Foundation, will be implemented in eight communes in Son Tra, Lien Chieu, Ngu Hanh Son, and Hoa Vang districts. It aims to strengthen the capacity of communes and districts that are frequently affected by floods to cope with the situation, adapt to climate change, manage risks, and prepare for natural disasters in order to reduce their negative impacts.

Durban climate talks must deliver action to prevent spiraling hunger

In the last year extreme weather events shocked global markets contributing to soaring wheat prices and imperiling food security in many parts of the world, according to research compiled by Oxfam at the start of the Durban climate talks.

This year could be a grim foretaste of what is to come as new warnings from the International Panel on Climate Change (IPCC) show extreme weather events are likely to increase in frequency and severity without action to tackle climate change.

Summary: CHF 127,221 was allocated from the IFRC’s Disaster Relief Emergency Fund (DREF) on 5 August 2011 to support the Viet Nam Red Cross (VNRC) in delivering assistance to 113,625 beneficiaries in the prevention of and response to hand, foot and mouth disease (HFMD).

This week, as you saw in the video, I visited Mindanao for the first time. It was an important opportunity to see and hear first-hand how communities in this part of the Philippines are coping with a protracted humanitarian crisis, brought about by years of armed conflict and other forms of violence, as well as recurring national disasters.

Rice prices uncertain after Southeast Asian floods

Cáritas. 21 de noviembre de 2011.- Cáritas Española está dando respuesta solidaria a los llamamientos de ayuda de emergencia que en las últimas semanas han lanzado las Cáritas de Camboya, Filipinas, Tailandia, India y Bangladesh para socorrer a los millones de damnificados por las graves inundaciones que desde finales del verano han asolado grandes regiones de esos países asiáticos.

Appeal coverage: The appeal is covered up to 41 per cent, including those in the pipeline. Contributions are urgently needed to enable the Philippine Red Cross to meet the immediate needs of most vulnerable typhoon-affected families

Appeal history:

This Revised Emergency Appeal seeks CHF 4,114,366 (USD 4.6 million or EUR 3.3 million) in cash, kind, or services to support the Philippine Red Cross to assist 25,000 families (125,000 persons) for 12 months. The operation will be completed by 30 September 2012 and a final report will be made available by 31 December 2012 (three months after the end of operation).

Appeal history:

· Preliminary Emergency Appeal was launched on 4 October 2011 for CHF 3,550,719 for eight months to assist 250,000 beneficiaries.

The Chinese Embassy in Philippines handed over $30,000 donation from China’s Red Cross to Philippines Red Cross headquarters on 7th, November 2011.

The Secretary-General of the Philippine Red Cross accepted the funds which are used to help victims in the typhoon-hit areas and showed her appreciation to Chinese people.
