Bridgetown, Barbados, May 25, 2012 (CDEMA) – The Caribbean Disaster Emergency Management Agency (CDEMA) conducted its annual Region Rap Exercise today. This is a telecommunications exercise utilising various means including, telephone, electronic mail, facsimile, radio and satellite phones to test communications procedures, plans and networks of National Disaster Organizations across the Region.

1 SITUATION UPDATE

General

  • During the month of May, as per UNHCR data, so far 19,000 persons have been reportedly displaced in Somalia.

MAJOR CHANGES SINCE PREVIOUS VERSION OF THE HIP

A Rapid Food security Assessment conducted by WFP finalized on 17 April 2012 shows worrying Food Score Consumption that clearly indicates the risks of a serious food crisis during the upcoming lean season in two districts of Chittagong Hill Tracts (CHT): Rangamati and Bandarbanof, particularly in Sajek and Remakri Unions.

KEY DEVELOPMENTS

  • Relief agencies have expressed concern that intensified fighting in Abyan Governorate between Republic of Yemen Government (RoYG) security forces and militant groups may lead to civilian casualties and population movements out of the area. Relief agencies are preparing contingency plans to respond to potential humanitarian needs.

Background

The 2011 agricultural season has experienced a significant lack of rainfall essential for agronomic production. The insufficient rainfall, coupled with an increase in the price of fuel and basic food items, is drastically affecting the already unstable food situation in Mauritania. In addition, the reduction in grazing areas and drinking points is threatening the health of local livestock. These combined events could exacerbate an already difficult humanitarian situation.

Summary: On 13 October 2011, CHF 308,682 was allocated from the IFRC’s Disaster Relief Emergency Fund (DREF) to support Cambodian Red Cross in delivering immediate assistance to some 10,110 families (approximately 49,520 beneficiaries) for three months from October 2011 through January 2012. On 28 March 2012, an additional CHF 10,053 was allocated from the DREF, bringing the total allocation for this operation to CHF 318,735.

Le Mali, comme la plupart des pays du Sahel, est cette année encore, touché par une crise Alimentaire due à une sècheresse prolongée qui affecte directement 3,5 millions de personnes réparties dans 210 communes. Cette situation se combine à une crise politique laissant le pays divisé. Le fait que de nombreuses personnes soient réfugiées et déplacées sur un vaste territoire complexifie la réponse à apporter par les agences et organisations humanitaires.

Des combats entre les Forces armées de la RDC (FARDC) et les rebelles du groupe Nduma Defense Congo (NDC) de Cheka ont fait, dans la nuit de dimanche 20 au lundi 21 mai, quatre morts du côté des rebelles et un militaire dans le groupement Ihana, en territoire de Walikale (Nord-Kivu). A l’issue de ces affrontements, l’armée régulière a repris le contrôle des villages de Kembe, Luvungi et Binyampuri que les rebelles occupaient depuis plus de trois semaines, affirment des sources militaires.

Situation Overview

Heavy rains from 10th to 11th of May 2012 triggered mudflow in number of villages in Balkhobi and Tutu jamoats of Muminabad district. Several houses including cultivated land and household facilities have been severely damaged. The affected residents were relocated to their neighbors’ and relatives’ houses. The road within the jamoat has been damaged and travel capacity is limited.

I. HIGHLIGHTS/KEY PRIORITIES
· An agreement between Malian authorities and ECOWAS mediators extends the mandate of interim President Traoré and mandates a one-year transition to civilian rule.

· The number of estimated IDPs in Mali has increased to 150,460 after new assessments were conducted in Mopti cercles. A monitoring and identification system is being developed to enable more accurate IDP assessments.

· According to the Government of Mali, 1.76 million people are affected by food insecurity in the north,including Segou and Mopti regions.

QUININDÉ (ESMERALDAS).- Producto de las fuertes lluvias, un paso vehicular de aproximadamente 60 metros de largo, se desplomó en el cantón Quinindé, provincia de Esmeraldas, perjudicando a 31 comunidades de la zona.

Se conoce también que existen 3 puentes más a punto de colapsar, dos sobre el estero Aguacate, y uno ubicado en el recinto Monserrate.

Tuesday, May 22 - The United Nations Development Programme for Barbados and the Organisation of Eastern Caribbean States (OECS), through its Regional Risk Reductive Initiative (R3i), is hosting a three-day capacity building workshop to train participants in the use of Geographical Information Systems (GIS) for disaster management, land use planning and development.

GIS Officers Kahrim Skelton of the Town and Country Planning Department and Dillon Robin from the Water and Sewerage Department are participating in the workshop which commenced on Monday in the Cayman Islands.
