The International Federation of Red Cross and Red Crescent (IFRC) Disaster Relief Emergency Fund (DREF) is a source of un-earmarked money created by the Federation in 1985 to ensure that immediate financial support is available for Red Cross and Red Crescent emergency response. The DREF is a vital part of the International Federation’s disaster response system and increases the ability of National Societies to respond to disasters.

This revised Emergency Appeal seeks CHF 6,188,106 in cash, kind, or services to support the Sudanese Red Crescent Society (SRCS) to assist 300,000 beneficiaries for an additional 10 months, and will be completed by the end of December 2012. A Final Report will be made available by 31 March 2013.
Appeal history:

• This Emergency Appeal was initially launched on a preliminary basis on 1 July 2011 for CHF 3,758,917 for 8 months to assist 173,000 beneficiaries in South Kordofan, Blue Nile and Abyei.

Tornado Incident in Negros Occidental

· A tornado incident occurred in Brgy. Bantayan, Kabankalan City in Negros Occidental with 21 families affected and 13 houses partially damaged

· Cebu Pacific Flights (to and from Manila to Cauayan, Isabela and to and from Manila to Caticlan) were cancelled on 20 February 2012 due to weather condition

The use of maps in humanitarian response is not a new phenomena - the shift with application of new technologies is in live mapping, which enables presentation on a map not only of geographic reference points, but also of events, needs, and stories. Live maps present material over both time and space - mappers collect information, visualize, analyse and geolocate events that allow for a response to that information.

The premier British faith-based charity, Muslim Aid, urges the Lancaster House Conference on Somalia to devise and implement a Humanitarian Marshall Plan. “The Foreign & Commonwealth Office’s initiative is timely and welcome” said Muslim Aid Chair, Sir Iqbal Sacranie. “This blighted country has been a victim of two different kinds of political interventions; seemingly well-meant yet producing unmitigated disaster.“

This Emergency Appeal seeks CHF 2,728,741 in cash, kind, or services to support the Mozambique Red Cross Society (CVM) to assist 14,000 households (70,000 beneficiaries) for 12 months, and will be completed by the end of February, 2013. A Final Report will be made available by May 2013 (three months after the end of the operation).

In addition, the IFRC is soliciting CHF 62,373 to cover the cost of Shelter Cluster coordination; funds will be allocated to this component when partners expressly indicate their interest.

Life remains a daily struggle for most communities across the region who live in abject poverty. An increase in the frequency, complexity and magnitude of natural disasters, influenced in part by climate change, and coupled with socio-economic shocks, pandemic diseases and endemic inequality, has exacerbated the vulnerability of millions across the region. The region features prominently in terms of prevalence rates for tuberculosis, malaria, diarrhoeal diseases and maternal and child mortality.

Highlights

· According to UNHCR, the official number of refugees from Cote d’Ivoire as of 16 February 2012 currently stands at 69,561 following a recount using biometric registration.

· 46,455 Ivorian and Liberian children and youth in camps and host communities are attending early childhood development, primary education and youth vocational training facilities supported by UNICEF and its partners.
