Summary

The recent trends in the West African sub-region display various contradictions. On the one hand, certain political and economic developments give reason for optimism. On the other hand, new and very serious threats have emerged over the last years which – if not addressed adequately – could undercut gains made and erode stability and security in the whole region. On the positive side, economic growth rates have been promising, and elections have become well established as the only legitimate way of changing the government.

The death toll of the Syrian Uprising to date is nearly four times greater than that of all of the other Arab Springs combined except Libya – some 11,000 dead in total.[i] Furthermore throughout the Uprising's first year both the rates of violent deaths in Syria, and in parallel refugee displacement therefrom, have been accelerating sharply. Monthly figures of Syrians killed by violence doubled in each of four consecutive periods reaching 2,000 per month by March 2012.

SUMMARY:

The process to negotiate a new federal structure for Nepal through the ongoing constitution writing process remains highly contested at many levels and is resulting in a great deal of protest and disruption on the streets of Nepal. While disputes and protests are to be expected at this critical point in Nepal’s history, this Field Bulletin focuses on concerns that political conflicts over the nature and terms of federalism have the potential to transform into more enduring and localized identity-based conflicts.

El conflicto armado interno y los diversos ataques contra la población civil, muchas veces asociados a complejos intereses económicos y políticos, continuaron generando, durante 2011, un desplazamiento de enormes proporciones que afectó a cientos de miles de víctimas, y en forma desproporcionada a poblaciones vulnerables como niñas, niños, mujeres y grupos étnicos. El desplazamiento que como ya ha sido ampliamente señalado, implica la vulneración de múltiples derechos, se genero masivamente durante 2011, alcanzando la cifra de 259.146 personas.

Civil society plays key role in policymaking in a changing climate

As the international climate negotiations are moving at a slow pace, developing countries are creating new policies to deal with climate change; a new report by a coalition of NGOs demonstrates that civil society is critical to policy processes that aim to tackle climate change and protect the poorest and most vulnerable communities from its impacts.

In this interview, John Prendergast, co-founder of the Enough Project, discusses the international justice system and the new ground forged by Invisible Children's Kony 2012 campaign in galvanizing civil society to engage in an issue which before had gone unnoticed by the public.

In a time where Western governments struggle to keep their national budgets above the red lines, increased allocations for climate finance are not popular.

There is a global agreement to increase annual climate finance up to the USD100 billion by 2020. Acknowledging this target, governments have started to look for alternative sources, and there is an increasing hope that private finance is the answer.
