STRASBOURG: The European Court of Human Rights in Strasbourg has today issued a decision concluding that Italy violated the European Convention of Human Rights by intercepting and returning to Libya in 2009 a group of Somalis and Eritreans without examining whether this would constitute a real risk to their lives. The case is known as Hirsi Jamaa and Others v. Italy.

LONDON, February 23, 2012 (AFP) - Somalia is at a critical point and must seize this moment to establish a stable government, US Secretary of State Hillary Clinton told a major conference on the Horn of Africa nation on Thursday.

She said the United States would push for sanctions, including travel bans and asset freezes, for those "standing in the way" of progress, and would also seek to keep up the pressure on the Shebab Islamist group.

DHOBLEY, February 23, 2012 (AFP) - The bullet-scarred hospital is basic but operational, the school is simple but has laughing children. Small successes for most nations; a major achievement in war-torn Somalia.

However, heavily armed gunmen loyal to at least three potentially rival forces also patrol the dusty tracks of this war-ravaged southern Somali town, which Al-Qaeda allied Shebab guerrillas continue to attack.

MOGADISHU, February 23, 2012 (AFP) - Two strong explosions rocked the strategic Somali city of Baidoa hours after Ethiopian and pro-government forces wrested it from Al-Qaeda-backed insurgents, officials and witnesses said Thursday.

Shebab spokesman Sheikh Abdulaziz Abu Musab claimed responsibility for the blasts late Wednesday, saying they had inflicted "heavy losses" on pro-government forces.

22 February 2012 - In 2011, pirates made some $170 million in ransom money for hijacked vessels and their crews. That figure represents an increase since 2010, when ransoms paid amounted to over $110 million, according to UNODC.

Ransom money is increasingly flowing into the legal financial system, while the laundering of the proceeds of piracy is causing consumer prices to rise steeply in the Horn of Africa and the surrounding area.

The Horn of Africa is one of the least connected regions in the world. Nevertheless, digital media play an important social and political role in Eritrea, Ethiopia, and Somalia (including South-Central Somalia and the northern self-declared independent Republic of Somaliland). This paper shows how the development of the internet, mobile phones, and other new communication technologies have been shaped by conflict and power struggles in these countries.

The past few months have been truly grim for mother-of-three Suldana Ali, pictured above, but new hope has given her a reason to smile again.

After enduring hunger and desperate need, Suldana is now able to look after her family due to the work of a Tearfund partner.

A new fund focused on bringing more stability to Somalia is expected to be agreed as part of tomorrow's London Conference, International Development Secretary Andrew Mitchell has said today.

The international Stability Fund – led by Britain – will help create jobs, agree local peace deals and set up police, courts and basic services in areas where there is less fighting, or which have been recently freed from militant control.

On Thursday February 23, the Grand Chamber of the European Court of Human Rights will rule on a case that has serious implications for the refugee policy around the world. The case in question, Hirsi and others v. Italy was brought on behalf of a group of Somali and Eritrean migrants, whose boats was intercepted in the Mediterranean by an Italian vessel in 2009.

Abdullahi Sheikh Ahmed, an elder in Tabda, southern Somalia, is still bitter about a time, not long ago, when al-Shabab militants choked off the only supply routes to the town, a common strategy of the Islamist group to tax people in areas under their control.

"When they blocked people and vehicles and they were not bringing us anything," he said, "as a group of elders we requested how to meet the Shabab representatives in the area, we were begging them for a couple of days to allow us to bring a single donkey cart of food."

MOGADISHU, February 22, 2012 (AFP) - Somalia's Islamist Shebab insurgents face increasing pressure from regional armies and government forces, with almost every Horn of Africa nation drawn into the two-decade-long conflict.

Somali and foreign leaders are meeting in London Thursday for a conference aimed at tackling the crisis.

MOGADISHU, February 22, 2012 (AFP) - Truckloads of Ethiopian and Somali troops on Wednesday captured the strategic Somali city of Baidoa from Al-Qaeda allied Shebab insurgents, who vowed to avenge their biggest loss for several months.

The blow to the insurgency coincided with the UN Security Council boosting the strength of an African force in Mogadishu by more than 5,000 troops and came on the eve of conference in London aimed at reviving peace efforts.
