DAKAR, Feb 22 (Reuters) - Some 120,000 people have been forced from their homes in Mali since Tuareg-led rebels launched an independence bid last month in the country's desert north, United Nations figures showed.

The conflict, which has seen rebels bolstered by fighters and weapons from Libya's conflict launch a wave of attacks on military outposts, comes as the Sahel region grapples with a food crisis that aid agencies say will leave more than 10 million hungry this year.

Agadez - On the last day of her visit to Niger, UNDP Administrator Helen Clark traveled to the ancient city of Agadez where armed rebellions in the 1990s led to a period marked by violence and instability, resulting in increased poverty and vulnerability for the population. Agadez is also a transit point for migrants returning from Libya to countries in the region following the uprising in 2011.

CHINAGODER, Niger , Feb 21, 2012 (IPS) - The little village of Chinagoder, on the Niger-Mali border, has become a refugee camp, flooded with Malian families fleeing fighting between their regular army and Tuareg rebels known as the MNLA - the National Movement for the Liberation of Azawad.

With little rainfall and widespread losses of food and fodder, 2.6 million children are at risk of deadly hunger in Africa’s Sahel.

NAIROBI (AlertNet) - The word "famine" is politically charged, and rarely used – at least by government officials and aid professionals.

No government likes to hear it connection with its country. Neither do international donors, because the f-word implies a collective failure to prevent a huge humanitarian crisis.

Yet, just months after famine was declared in Somalia, some media reports are already warning of potential famines in Sudan and the Sahel.

Agreement signed with FAO and WFP

21 February 2012, Rome – The Government of Brazil is providing $2 375 000 for a new local food purchase programme to be set up by FAO and the World Food Programme (WFP) to benefit farmers and vulnerable populations in five African countries – Ethiopia, Malawi, Mozambique, Niger and Senegal.

Under an agreement signed here today, Brazil will fund the project, as well as share expertise drawn from its own national Food Purchase Programme (PAA).

This report is a synthesis from lessons of government experiences of scale up of community-based management of acute malnutrition (CMAM). It is based on nine country case studies (Ethiopia, Pakistan, Niger, Somalia, Kenya, Ghana, Sierra Leone, Malawi, Mozambique), considerations around scale-up from India, and the proceedings of an international conference in Addis Ababa, 14-17 November, 2011 at which the case studies and India experiences were presented and discussed. The contributions of an additional 12 countries at the conference are also reflected in this report.

The Tuareg rebels of the National Movement for the Liberation of Azawad (MNLA) took back control of Leré, along the border with Mauritania, and seized Inhalil on the border with Algeria. The news was reported by the Malian media, giving the latest updates on the situation in Azawad, the northern region of the nation where the Tuareg resumed their battle against central powers on January 17.

As clashes continue in the north of the country, the humanitarian situation of displaced people is worsening against a backdrop of food crisis. At least 60,000 people are now displaced within Mali, while more than 22,000 others have found refuge in Niger.

The European Union says that 12 million people across five West African countries are on the brink of famine. Draught, crop failure, inadequate recovery from previous years' crises, and rising food prices have left millions without any reserves well in advance of the regular lean season and propelled the governments of Burkina Faso, Mali, Mauritania, Chad and Niger to declare states of emergency.
