Small Arms and Light Weapons Transfers: Developing Understandings on Guidelines for National Controls and Transfers to Non-State Actors
This report focuses on (1) the
transfers of Small Arms and Light Weapons (SALW) to non-state actors (NSAs),
and (2) the elaboration of guidelines for national decisions on whether
to authorise transfers of SALW. It describes key issues emerging from discussions
on controls on transfers to NSAs and reviews main issues on guidelines
for national SALW transfer controls. The document is divided into the following
sections:

The report provides an overview of the discussions held and the progress made in the first phase of the work of the informal Small Arms Consultative Group Process on Developing Understandings on Guidelines for National Controls and Transfers to Non-State Actors, established in January 2003.
