Guiding Principles on Internal Displacement
This document provides principles identifying
the rights and guarantees relevant to the protection of the internally
displaced in all phases of displacement. The principles provide protection
against arbitrary displacement, offer a basis for protection and assistance
during displacement, and set forth guarantees for safe return, resettlement
and reintegration.
The Principles were developed over several years pursuant to the mandate given to the UN Secretariat in 1992 by the Commission on Human Rights and reinforced by subsequent resolutions of both the Commission and the General Assembly. Based upon existing international humanitarian law and human rights instruments, they are to serve as an international standard to guide governments as well as international humanitarian and development agencies in providing assistance and protection to IDPs.
