When a natural or manmade calamity strikes a foreign country, the U.S. Ambassador on the
scene may move to provide USG assistance by declaring a state of disaster. The Ambassador is
authorized to spend up to $25,000 immediately; additional relief expenditures are approved and
coordinated by the Office of U.S. Foreign Disaster Assistance. The Director of OFDA reports directly
to the A.I.D. Administrator, who is the President's designated special coordinator for international
disaster assistance. OFDAfs three geographic divisions - Africa and Europe, Asia and the Pacific, and Latin America and the Caribbean - provide country-specific expertise to respond to relief and preparedness needs in each region.
