Background

Much progress has been made in mainstreaming critical gender dimensions in humanitarian action, however, challenges remain in the systematic integration of strong gender measures at all stages of the humanitarian response. The GenCap Project supports the humanitarian system to respond to challenges and remains relevant in adapting to new ones. Established in 2007 under the auspices of the Inter-Agency Standing Committee’s sub-working group on gender, GenCap aims to ensure that gender is mainstreamed within humanitarian programming through the deployment of senior gender advisers and delivery of capacity building initiatives. GenCap advisers facilitate, coordinate and advocate for gender equality programming in humanitarian and emergency settings.

The strategic direction of the project has been regularly reviewed to ensure that it responds to changing needs and gaps within the international humanitarian response. Activities in 2017 will be guided by a new project strategy for 2017-19, effective July 2017, and will take into consideration recommendations from an independent external review currently underway.

GenCap Three Priority Areas Strategy 2014-17

The following 2014-2016 key focus areas will guide the interim period:

  • Strategic deployments of GenCap Advisers to ensure a collaborative approach supporting humanitarian actors to include revised gender criteria in humanitarian programming needs.

  • Reinforcing the temporary nature of deployments to ensure sustainability measures and longer-term commitments are considered from the initial request for GenCap support.

  • Developing and delivering the new “Gender in Humanitarian Action” training course to international and national staff and partners, which is aimed at building leadership to implement gender equality programmes.
