1. ON 3 OCTOBER, TYPHOON 'BRIAN' HIT COASTAL AREAS BETWEEN NGHE
TINH AND THANH HOA PROVINCES, WHICH CAUSED HEAVY RAIN FALLS.

2. COMMITTEE FOR CONTROL OF FLOODS AND TYPHOONS REPORTS INITIAL
DAMAGE ASSESSMENT AS FOLLOWS:

- 60,000 HA RICE FIELD SUBMERGED, 6,700 MT GRAIN SOAKED
- 29,000 HOUSES COLLAPSED, 119,000 HOUSES AND 572 CLINIC/
HOSPITALS MADE ROOFLESS
- SIGNIFICANT DAMAGE TO SEA DYKES, INFRASTRUCTURE AND
TELECOMMUNICATION SYSTEM

3. NUMBER OF DEATH/INJURED STILL TO BE VERIFIED.

INTERNATIONAL APPEAL

1. AFTER TYPHOON 'BRIAN' (3/10) HIT , TYPHOONS 'ANGELA' (9/10)
AND 'DAN' (13/10) LANDED VIETNAM BETWEEN DANANG AND HAIPHONG,
WHICH CAUSED EXTENSIVE DAMAGE DUE TO WINDS AND FLOODS. MOST
AFFECTED ARE NGHE TINH PROVINCE AND NORTH OF BINH TRI THIEN
PROVINCE.

2. MINISTRY OF FOREIGN AFFAIRS AND CENTRAL COMMITTEE ON TYPHOONS
AND FLOODS CONVENED MEETING, ON 18 OCTOBER, WITH INTERNATIONAL
ORGANIZATIONS/EMBASSIES TO PRESENT DAMAGE REPORT AND EMERGENCY
NEEDS.

3. INITIAL ASSESSMENT OF DAMAGE REPORTED AS FOLLOWS:

- 52 DEAD, 762 INJURED, 52 MISSING
- 90,000 HOUSES COLLAPSED/DESTROYED, 837,000 HOUSES ROOFLESS
- 1,000 HOSPITAL/CLINIC COLLAPSED AND 7,700 ROOFLESS
- OVER 7,600 CLASSROOMS COLLAPSED, 24,000 ROOFLESS
- 10,000 WAREHOUSES DAMAGED/COLLAPSED
- OVER 150,000 HA CROP LAND SUBMERGED/DAMAGED AND 3,000 OF
LIVESTOCK PERISHED
- 23,000 MT GRAIN, 36,300 MT SALT, 3,300 MT FERTILIZER,
6,000 MT CEMENT AND 3,000 MT COAL SOAKED
- LOSS OF SEA DYKES PARTICULARLY SERIOUS IN NGHE TINH PROVINCE

4. GOVT REQUESTED OFFICIALLY EMERGENCY ASSISTANCE AND INFORMED
OTHER FORM OF ASSISTANCE THAN LIST OF REQUIREMENTS BELOW, EITHER
IN CASH OR IN KIND, WILL BE MOST WELCOME. UNDRO HEREWITH
APPEALS INTERNATIONAL SOCIETIES TO RESPOND GOVT REQUEST AND
READY TO COORDINATE EXTERNAL ASSISTANCE.

5. MOST ESSENTIAL NEEDS IN ORDER OF PRIORITY PRESENTED AS
FOLLOWS:

I) BUILDING MATERIALS TO RECONSTRUCT HOUSES, HOSPITALS/CLINICS
AND SCHOOLS

IV) PESTICIDES, FERTILIZERS AND SEEDS
V) CLOTHING, MOSQUITO NETS, BLANKETS

1. ALL RELIEF SUPPLIES CAN BE SENT TO MR. NGUYEN HUU HUONG, VICE
PRESIDENT, PEOPLE'S AID COORDINATION COMMITTEE, 105A QUAN THANH
ST., HANOI, WHICH IS GOVERNMENTAL FOCAL POINT FOR RELIEF
OPERATIONS AND ALSO RESPONSIBLE FOR LOCAL DISTRIBUTION OF
SUPPLIES TO STRICKEN PROVINCES/DISTRICTS.

2. UNDP/UNDRO RESIDENT REPRESENTATIVE ADVISES THAT INTERNATIONAL
AIRPORT IN HANOI CAN BE USED FOR RECEIVING RELIEF SUPPLIES FROM
ABROAD AND SURFACE TRANSPORTATION CAB BE ARRANGED TO AFFECTED
AREA (1-2 DAYS TRANSIT TIME).

3. UNDRO ALLOCATED EMERGENCY CASH GRANT TO MEET IMMEDIATE RELIEF
REQUIREMENTS AND TO BRIDGE GAP UNTIL FURTHER INTERNATIONAL
ASSISTANCE ARRIVES.

4. UNDP SENT PERSONNEL TO AREAS AND IN CLOSE CONTACT WITH GOVT
TO IDENTIFY QUANTIFIED REQUIREMENTS.

5. NATIONAL RED CROSS SOCIETY, WHICH IS ALSO INVOLVED IN RELIEF
OPERATIONS, CAN RECEIVE ASSISTANCE DIRECTLY FROM LEAGUE AND OTHER
SISTER NATIONAL RED CROSS/RED CRESCENT ORGANIZATION.

2. LOCAL DISTRIBUTION OF RELIEF SUPPLIES IMPLEMENTED WITHOUT
MAJOR DIFFICULTIES. ACCORDING TO SUMMARY REPORT OF FIELD TRIP BY
UNDP STAFF, IMMEDIATE NEEDS IDENTIFIED AS FOLLOWS:

1. FIELD TRIP REPORT BY UNDP STAFF INDICATES THAT ACCURATE
METEOROLOGICAL FORECASTS ENABLED AUTHORITIES TO TAKE APPROPRIATE
MEASURES TO EVACUATE PEOPLE AND THAT DEATH TOLL, THUS, KEPT
MODERATE DESPITE THREE MAJOR TYPHOONS IN SHORT PERIOD OF 10 DAYS.

2. ALL PROVINCES SEVERELY AFFECTED LIE ON THE COAST. HIGH TIDES
AND RAINFALLS FOLLOWING STORM CAUSED MORE DAMAGE THAN WINDS
THEMSELVES. AGRICULTURE AND FISHERY ARE MAIN SECTORS CONSIDERED
AS MOST AFFECTED.

3. INDIVIDUAL HOUSES, EITHER BUILT DIRECTLY ON BEACHES OR
CONSTRUCTED OF ORGANIC MATERIALS, WERE SERIOUSLY AFFECTED.

4. EMERGENCY PHASE IS NOW OVER AND PRIORITY OF RELIEF OPERATIONS
GOES TO MID-TERM RECONSTRUCTION, PARTICULARLY REHABILITATION OF
ELECTRICAL NETWORK. ALL EMERGENCY REQUIREMENTS MET.

5. PRIORITIES OF MID-TERM AND LONG-TERM REHABILITATION/
RECONSTRUCTION/PREPAREDNESS MEASURES ARE IDENTIFIED AS FOLLOWS:

- REHABILITATION OF ELECTRICAL NETWORK
- RESTORATION OF IRRIGATION SYSTEM
- REHABILITATION OF DAMAGED SOIL
