UNDRO SITUATION REPORT NO. 1
03 DECEMBER 1984

SITUATION

1. MOST RECENT OFFICIAL DAMAGE ASSESSMENT AS FOLLOWS: 134 DEAD, 650,000 SERIOUSLY AFFECTED. 31,000 HOUSES COMPLETELY DESTROYED AND OVER 120,000 FLOODED AND DAMAGED. OUT OF 198,000 HA RICE PADDIES FLOODED, TOTAL CROP LOSSES OCCURRED ON 55,000 HA. CROP
LOSSES ALSO ON 6,310 HA MAIZE, 8,652 SWEET POTATOES AND 16,000 MANIOC. SOME 400 SCHOOLS AND 230 NURSERIES DESTROYED.

RELIEF REQUIREMENTS

2. REQUEST FOR INTERNATIONAL EMERGENCY ASSISTANCE HAS BEEN ADDRESSED BY MINISTRY OF FOREIGN AFFAIRS THROUGH UNDRO/UNDP RESI- DENT REPRESENTATIVE. REQUIREMENTS WERE IDENTIFIED IN FOLLOWING ORDER OF PRIORITY, ALTHOUGH WITHOUT QUANTITIES: FOOD, MEDICINES, CLOTHING, BLANKETS, TEACHING EQUIPMENT, SEEDS AND CONSTRUCTION MATERIALS. ADDITIONAL INFORMATION EXPECTED SHORTLY.

3. DONORS ARE REQUESTED TO INFORM UNDRO DIRECTLY, PREFERABLY BY TELEX (28148 UNDR CH) OF THEIR CONTRIBUTIONS AND VALUE.

RELIEF NEEDS

1. SINCE UNDRO SITREP NO. 1 OF 3 DECEMBER 84 GOVERNMENT HAS INDICATED TO THE UNDRO/UNDP RESIDENT REPRESENTATIVE THE FOLLOWING SPECIFIC REQUIREMENTS:

A) FOOD AID:

- TO MEET TOTAL LOSS ESTIMATED AT 55,800 TONS OF RICE FOR 588,180 PERSONS MOST SERIOUSLY AFFECTED IN THE PROVINCES OF NGHIA BINH, HA SON BINH AND THE CITY OF HANOI. GOVERNMENT WILL PROVIDE 20,000 TONS AND HAS ASKED WFP/FAO TO ASSIST BY PROVIDING 15,00O TONS OF
WHEATFLOUR FOR 500,000 PEOPLE (3 MONTHS 330G PERSON PER DAY). GOVERNMENT APPEALS TO INTERNATIONAL ORGANIZATIONS AND DONOR COUNTRIES TO PROVIDE THE REMAINING QUANTITY OF 20,800 TONS.

B) SEEDS AND FERTILIZERS FOR SAME AFFECTED AREAS PLUS NGHE TINH, THANH HOA AND HANAM NINH:

- VEGETABLE SEEDS (CABBAGE - CKK CROSS): 10 TONS
- FERTILIZERS (UREA) FOR 10,000 HA OF VEGETABLES: 40,000 TONS

C) SCHOOL REPAIR/EQUIPMENT (SEE PARA 1, UNDRO SITREP NO. 1)

-ROOFING MATERIAL: 200,000M2
-CEMENT: 250 TONS
-WRITING PAPER: 900 TONS

2. FINAL LIST OF MEDICINES AND OTHER HEALTH EQUIPMENT UNDER PREPARATION.

3. DONORS ARE ADVISED THAT THE GOVERNMENT CO-ORDINATING AGENCY, AIDRECEP, IS OFFICIAL CONSIGNEE FOR RECEIVING AND DISTRIBUTING ALL RELIEF. RELIEF CONSIGNMENT SHOULD BE ADDRESSED TO VTKC/ BAO 9 AIDRECEP 7 LU THUONG KIET - HANOI - VIET NAM, HAIPHONG PORT BY
SEA, NOI BAI AIRPORT BY AIR.

1. DISTRIBUTION OF ASSISTANCE IN MOST-AFFECTED REGIONS CURRENTLY BEING FACILITATED BY STABLE WEATHER CONDITIONS.

NATIONAL AND INTERNATIONAL RESPONSE

2. IN COLLABORATION WITH UN AGENCIES AND DONOR COMMUNITY, GOVERNMENT IS EXTENDING RELIEF ASSISTANCE TO 588,180 PERSONS MOSTAFFECTED.

3. THE FAO CONTRIBUTION MENTIONED IN UNDRO SITREP NO 2 FULLY COVERS REQUIREMENT OF SEEDS (10 TONS VEGETABLE SEEDS).

1. UNDP/UNDRO REPRESENTATIVE ATTENDED ROUND-UP MEETING WITH AIDRECEP AND MINFORAFF OFFICIALS. MAJOR DISRUPTIONS CAUSED BY TYPHOON AND FLOODING NOW BROUGHT UNDER CONTROL DUE TO SUBSTANTIVE NATIONAL EFFORTS AND INTERNATIONAL ASSISTANCE. HOWEVER, STANDARD OF LIVING OF PEOPLE IN AFFECTED PROVINCES EXPECTED TO BE NEGA-
TIVELY INFLUENCED BY AFTER-EFFECTS OVER LONGER-TERM PERIOD.
