VIET NAM CYCLONE CECIL
UNDRO INFORMATION REPORT NO. 1
30 MAY 1989

1. ON 25/5, TROPICAL CYCLONE CECIL HIT CENTRAL PART OF COUNTRY,
PASSING OVER DA NANG CITY. HIGH TIDES CAUSED ADDITIONAL DAMAGE
TO COASTAL AREAS ALREADY FLOODED BY 300 MM RAINS.

2. PRELIMINARY ASSESSMENT OF DAMAGE AS FOLLOWS:

- 78 DEAD, 364 MISSING, 50 INJURED, 150,000 LEFT HOMELESS.
- 23,500 HOUSES AND 150 SCHOOLS COLLAPSED/DAMAGED, AND SERIOUS
DAMAGE CAUSED TO PUBLIC/PRIVATE BUILDINGS, FOOD STOCKS IN DA
NANG CITY, AND INFRASTRUCTURE SUCH AS SEA DYKES, RESERVOIRS,
BRIDGES AND IRRIGATION WORKS.
- POWER SUPPLY AND COMMUNICATIONS CUT OFF, ALTHOUGH DA NANG
AIRPORT REPORTEDLY OPEN.
- 35,000 HA OF RICE FIELDS SUBMERGED, 70 PER CENT OF WINTER/
SPRING CROP FEARED LOST.
- OVER 350 BOATS ESTIMATED SUNK, BOTH OFFSHORE AND AT COAST.
- DAMAGE IN DA NANG CITY ALONE ESTIMATED AT US DLRS 21 MILLION.

3. UNDP/UNDRO RESIDENT REPRESENTATIVE, WHILE EXPLORING POSSI-
BILITY OF ASSESSMENT MISSION TO AFFECTED AREAS, INDICATES SPON-
TANEOUS ASSISTANCE FROM GOVERNMENTS OR AGENCIES, INCLUDING NGOS,
WOULD BE GREATLY APPRECIATED BY GOVERNMENT.

4. OFFICIAL REQUEST FOR INTERNATIONAL ASSISTANCE MEANWHILE UNDER
CONSIDERATION.

1. UPDATED REPORT RECEIVED FROM MINISTRY OF FOREIGN AFFAIRS INDI-
CATES LARGER EXTENT OF DAMAGE, AS FOLLOWS:

- 151 DEAD, 600 MISSING, 106 INJURED, 336,000 PEOPLE HOMELESS.
- 35,800 HOUSES, 274 SCHOOLS AND 70 PER CENT OF HEALTH CENTERS
COLLAPSED/DAMAGED.
- 19,600 HA OF RICE FIELDS COMPLETELY LOST, 78,300 HA SUBMERGED,
86,000 HA OF OTHER CROPS DESTROYED, 7,500 MT RICE SEEDS WASHED
AWAY, 12,200 MT PADDY AND MORE THAN 4,000 MT FERTILIZERS
SOAKED.

2. GOVERNMENT AND LOCAL VOLUNTEERS IN AFFECTED AREA ARE ACTIVE IN
RELIEF AND REHABILITATION.

3. UNDP/UNDRO RESIDENT REPRESENTATIVE RECONFIRMS OFFERS OF SPON-
TANEOUS INTERNATIONAL ASSISTANCE CONTINUE TO BE GREATLY APPRECI-
ATED BY GOVERNMENT.

1. UNDP/UNDRO REPRESENTATIVE REPORTED THAT ON 10/06 ANOTHER
TYPHOON 'DOT' HIT SOUTH OF HAIPHONG AND CAUSED DAMAGE TO HOUSING
IN COASTAL VILLAGES, 40,000 HA OF RIPE RICE SEEDLINGS AND 20,000
HA OF OTHER CROPS BUT SO FAR NO REPORTS OF DEATH TOLL.

2. AS FOR DAMAGE CAUSED BY 'CECIL', SINCE CENTRAL/LOCAL AUTH-
ORITIES ARE ABLE TO PROVIDE EMERGENCY SUPPLIES, GOVT DECIDED NOT
TO LAUNCH AN INTERNATIONAL APPEAL. HOWEVER, ALL SPONTANEOUS AS-
SISTANCE CONTINUES TO BE VERY MUCH APPRECIATED.

3. VIETNAMESE RED CROSS DISTRIBUTED USED CLOTHING CONTRIBUTED BY
SWEDISH RED CROSS, MEDICINES AND RELIEF SUPPLIES IN AFFECTED
AREAS.
