SITUATION OVERVIEW

Eastern Ukraine’s humanitarian situation remains fragile due to increased fighting and cold temperatures that settled in early January. Large numbers of people continue to cross the ‘contact line’ between Government controlled areas (GCAs) and non-Government controlled areas (NGCAs) every day in order to access social payments, maintain family ties and look after property they left behind. Queues at the checkpoints along the ‘contact line’ have not gotten any shorter over the month of January (over 400,000 crossings). Checkpoints could be closed after an increase in shelling reported after the New Year holidays. The ability for humanitarian organisations to deliver assistance to NGCAs remains one of the major sources of concern. Lack of access Insecurity, damages to infrastructures, coupled with extreme winter conditions aggravate the situation. Despite that, the UN partners delivered 400 MT of shelter items and medical supplies that went to Luhanska and Donetska oblasts in the first month of 2016.

The Ukraine Humanitarian Response Plan (HRP) 2016 appeals for USD 298 million that will target 2.5 million among the most vulnerable of the 3.1 million people in need of humanitarian assistance. This year, HRP will focus on protection of civilians, unimpeded access to the affected population, supply of emergency water, food and shelter, and access to critical services and markets. Remarkably, 75 per cent feature the projects from local organisations which provided a significant volume of assistance in 2015 yet exhausted their resources.
