1. GOVERNMENT OF KINGDOM OF SWAZILAND HAS APPEALED TO SECRETARYGENERAL UN FOR INTERNATIONAL RELIEF ASSISTANCE AFTER HEAVY FLOODING. (UNDRO INFORMATION REPORT NO. 1).

2. FOLLOWING IS FULL TEXT OF NOTE VERBALE DELIVERED BY PERMANENTMISSION OF SWAZILAND THROUGH UNDRO LIAISON OFFICE, NEW YORK:

SWAZILAND WAS HIT BY A HEAVY CYCLONE FROM 28 TO 30 JANUARY 1984 CAUSING SEVERE DAMAGE TO PROPERTY. MANY BRIDGES WERE WASHED AWAY BY UNPRECEDENTED FLOODS, ROADS WERE SEVERELY DAMAGED, TELECOMMUNICATION SERVICES DISRUPTED AND MANY PEOPLE LEFT HOMELESS. TO DATE SEVENTEEN PEOPLE ARE KNOWN DEAD. THE EXACT EXTENT OF THE DISASTER IS STILL NOT ACCOUNTED FOR SINCE SEVERAL AREAS ARE INACCESSIBLE AND RIVERS ARE IMPASSABLE. THE SWAZILAND GOVERNMENT APPEALS FOR ASSISTANCE PARTICULARLY IN THE FORM OF HELICOPTERS, TENTS, MEDICINE AND FOOD.

GENERAL

1. UNDRO/UNDP PERMANENT REPRESENTATIVE HELD CO-ORDINATING MEETING WITH LOCAL INTERNATIONAL COMMUNITY AND ALSO MET MEMBERS OF CABINET COMMITTEE IN CHARGE OF FLOOD EMERGENCY.

2. DESTRUCTION MAJOR BRIDGES AND ROADS PREVENTS PENETRATION INTO RURAL AREAS AND RENDERS ASSESSMENT IMMEDIATE RELIEF NEEDS DIFFI- CULT. SOUTH AFRICA PROVIDED HELICOPTER FOR SURVEY FLIGHTS OVER AFFECTED AREAS TO DETERMINE EXTENT EMERGENCY AND NEEDS.

3. DEATH TOLL NOW 24. HOWEVER, MANY MORE CASUALTIES FEARED. REPAIRS UNDERWAY ON RAILWAY TO GUARANTEE TRANSPORT VITAL EXPORT PRODUCTS.

4. UNDRO/UNDP PERMANENT REPRESENTATIVE AND DONOR REPRESENTATIVES SCHEDULED TO MEET CHIEF ENGINEER FRIDAY 3 FEBRUARY TO REVIEW AVAILABLE INFORMATION AND TO AGREE ON EMERGENCY REQUIREMENTS. THESE WILL BE CONVEYED AS RECEIVED.

1. UNDRO HAS ALLOCATED US DLRS 20,000 TO COVER COST AIR DROPPING RELIEF SUPPLIES. INCLUDING THOSE PROVIDED BY SWAZILAND RED CROSS (UNDRO SITREP NO. 2, PARA. 5).

2. UNDP DEPUTY RESIDENT REPRESENTATIVE AND WFP ADVISER AMONG UN STAFF MANNING EMERGENCY INFORMATION CENTRE ESTABLISHED TO COLLECT RELEVANT INFORMATION AND ASSIST RELIEF EFFORT.

3. LRCS APPEAL FOR 50,000 SFR (US DLRS 22,300) TO SISTER SOCIETIES FOR EMERGENCY NEEDS, ALSO STRESSES HEAVY INFRASTRUCTURAL DAMAGE HAMPERING ASSESSMENT EXTENT EMERGENCY.

1. REPORT OF 7 FEB. CONFIRMED DEATH TOLL FROM CYCLONE DOMOINA AND ASSOCIATED FLOODING AS HAVING RISEN TO 45. EXPECTED THAT TOTAL WILL RISE EVEN FURTHER AS LARGE NUMBER OF MISSING UNACCOUNTED FOR. CAMPS HAVE BEEN SET UP BY RED CROSS FOR SHELTER AND FOOD DISTRIBUTION.

INTERNATIONAL RESPONSE

2. DONOR CO-ORDINATION MEETING CONVENED BY UNDRO/UNDP RESIDENT REPRESENTATIVE 7 FEB. TO ESTABLISH PRIORITIES AND ASSESS NEEDS BASED ON LATEST INFORMATION. AFTER SURVEY OF ROADS, RURAL WATER SUPPLIES AND FOOT BRIDGES POSSIBILITIES OF OPENING UP NORTH-SOUTH AND EAST-WEST LINKS HOPEFUL, BUT WHOLE SOUTH-EAST REGION REMAINS
INACCESSIBLE EXCEPT BY LIGHT AIRCRAFT. UNDRO FUNDED HELICOPTER CONDUCTING AERIAL SURVEYS AND SUPPLY-CARRYING MISSIONS.

3. UNDP/UNDRO PERMANENT REPRESENTATIVE REPORTS:

AAA) RURAL WATER SUPPLY UNIT CONFIRMS IMMEDIATE DAMAGES IDENTIFIED TO DATE US DLRS 150,000 WITH MOST SITES STILL INACCESSIBLE.

BBB) MINISTRY OF WORKS MAKING MAJOR PROGRESS OPENING ROADS AND MOST MAIN POPULATION CENTRES NOW ACCESSIBLE WITH FOUR-WHEEL DRIVE.

CCC) UNICEF TEAM WORKING MINISTRY OF HEALTH TO DETERMINE EMERGENCY DRUG NEEDS OF 75 GOV'T AND MISSION CLINICS: ESTIMATED 36 EASILY ACCESSIBLE BY ROAD, 22 ACCESSIBLE WITH FOUR-WHEEL DRIVE, 5 ACCESSIBLE ONLY BY HELICOPTER AND 12 UNDERTERMINED
ALTHOUGH MANY OF THESE MAY REQUIRE HELICOPTER. UNICEF BEGINNING ASSESSMENTS.

4. LRCS LAUNCHED APPEAL TO SOCIETIES 7 FEBRUARY FOR SUPPLIES, WAREHOUSING, TRANSPORT AND SUPPORT SERVICES (476,000 SFR, US DLRS 212,500).

SITUATION

1. UNDRO/UNDP PERMANENT REPRESENTATIVE REPORTS:

A) DEATH TOLL HAS NOW RISEN TO 52 WITH 10 MISSING.

B) REPAIR WORK ON ROADS PROGRESSING WELL AND VIRTUALLY ALL OF COUNTRY ACCESSIBLE. SOUTHERN RAIL LINK REPAIRS UNDERWAY.

C) TOTAL DAMAGE OF INFRASTRUCTURE NOW ESTIMATED AT 58,345,850 EMALANGENI (US DLRS 47,541,000). ESTIMATE OF AGRICULTURAL DAMAGE NOT YET POSSIBLE BUT CROP PROSPECTS APPEAR GOOD.

D) DISTRIBUTION POINTS SET UP FOR TENTS, BLANKETS AND FOOD. ESTIMATED 26 TONS AIRLIFTED AND FURTHER 60 TONS NOW MOVED BY ROAD.

E) NATIONAL RESPONSE AND RELIEF OPERATION OF LOCAL NGO'S HAS BEEN ENCOURAGING.
