Executive Summary

- In 2008, the Non-Food Item (NFI) & Emergency Shelter (ES) Common Pipeline in Darfur supported a total of 232,390 households of IDPs requiring replenishment, 52,101 newly-displaced households and 26,964 households of other beneficiaries. In total, 31% of households served were located in North Darfur, 42% in South Darfur and 27% in West Darfur. In December, 35,498 households were supported with 105,974 NFIs and ES.

- In the first round of CHF allocations a special allocation of US$2 million has been granted for procurement for the NFI Common Pipeline in North Sudan.

- UNJLC has secured a total of US$2.5 million for the NFI & ES Sector in the Darfur regions in the first round of CHF allocations for 2009. As Sector Lead, UNJLC is reviewing Allocation Proposal Forms from Sector partners and will release the final Sector allocations shortly. All partners who are successful in their applications will then be required to complete a matrix detailing the planned use of received funds.

- UNJLC encourages all partners to share information about their other pipeline and/or supplementary NFI activities.

Funding Update

COMMON HUMANITARIAN FUND (CHF) UPDATE

On 28 December, CHF released the Policy Paper outlining strategy and guidance for the first round allocation of the CHF in 2009. The NFI Common Pipeline in North Sudan has been granted a special allocation of US$2 million. This money willl be used exclusively for procurement to ensure that stocks are in place for rainy season distributions, as lead times for global sourcing are 4 to 5 months.

Following the allocation of US$23 million to the Darfur region, UNJLC advocated for funding on behalf of the NFI & ES Sector and was granted an a total of US$2.5 million. All Sector partners with a Project Sheet in the UN & Partners 2009 Work Plan were invited to advocate to UNJLC for funds during the Darfur Sector Allocation Meeting in Khartoum. Partners then submitted Allocation Proposals which are currently being reviewed by UNJLC. Finalized Sector funding allocations will be released shortly. Partners who receive CHF allocations will then be required to complete a matrix detailing the planned use of funds, which are expected to be disbursed in March.
