WORKING WITH PARTNERS
- At the beginning of December, the UNHCR and IOM led inter-agency Task Force for the Yemen Response convened to discuss the return of Somalis from Yemen. Throughout the month UNHCR has also actively engaged in various other coordination meetings including one in Kismayo to specifically discuss and review repatriation activities in Jubaland, as well as numerous drought response meetings.

Returnees: During December UNHCR assisted 3,349 Somali returnees, including 3,075 from Kenya, 206 from Yemen and 68 from Djibouti, to return to Somalia. Returns from Kenya to Somalia remained restricted to air transport as road convoys had not resumed following the Deyr rains. Several scheduled return flights had to be postponed due to heightened security measures that were prevailing in south and central regions of Somalia. In 2016, a total of 36,823 Somalis returned through the UNHCR supported process, including 33,792 from Kenya, 2,963 from Yemen and 68 from Djibouti.

Arrivals from Yemen: During December, three boats carrying 272 arrivals from Yemen, including 204 Somalis, 62 Yemenis and six third country nationals arrived in Bossaso. There were no arrivals from Yemen through Berbera in December as the Somaliland government placed a suspension on vessels arriving due to a cholera outbreak in Yemen. In 2016, UNHCR assisted 4,558 arrivals, including 2,963 Somali returnees and 1,526 Yemenis. This brings the total of arrivals from Yemen to 34,760 since the crisis began.

IDPs: UNHCR partner the Puntland Ministry of Interior have biometrically register a total of 39,612 IDP individuals; 15,583 in Garowe, 17,228 in Galkayo and 6,555 in Qardho. Together with the Jubaland Refugee and IDPs Agency, UNHCR undertook a profiling of IDPs in Dolow and Dhobley where a total of 8,732 IDP households were identified (6,172 IDPs in Dolow and 2,560 IDPs in Dhobley). Refugees and Asylum Seekers: UNHCR conducted 18 refugee status determination interviews for a total of 73 Ethiopian nationals.
