SOLOMON ISLANDS - CYCLONE 'NINA'
DHA-UNDRO INFORMATION REPORT NO. 1
4 JANUARY 1993

SITUATION


1.TROPICAL CYCLONE NINA HAS CAUSED EXTENSIVE DAMAGE TO SOUTHERN AND EASTERN PARTS OF THE SOLOMON ISLANDS. THE CYCLONE STRUCK THE SOUT HERN OUTER ISLANDS OF RENNELL AND BELLONA IN THE CENTRAL PROVINCE BEFORE MOVING EAST TO TEMOTU PROVINCE, PASSING MAKIRA, SANTA ANA AN D ULAWA ISLANDS.

2.INFORMATION ON DAMAGE IS STILL VERY PRELIMINARY. 3 DEATHS HAVE BEEN REPORTED AND 898 HOUSES HAVE BEEN TOTALLY DAMAGED.THE MAIN AFFE CTED AREAS ARE RENNELL AND BELLONA ISLANDS AND MAKIRA PROVINCE IN THE EAST. FURTHER DAMAGE ASSESSMENTS UNDER WAY.

3.BASED ON INITIAL REPORTS, NATIONAL DISASTER COUNCIL ESTIMATES THAT THERE IS A NEED FOR OUTSIDE ASSISTANCE. RELIEF GOODS THAT ARE URGENTLY REQUIRED ARE SHELTER MATERIAL (TENTS), FOOD AND SOME ISLAND WATER SUPPLY. A FORMAL APPEAL MIGHT BE FORTHCOMING ONCE MORE INF ORMATION ON DAMAGE AND NEEDS IS AVAILABLE.

SITUATION

1.TROPICAL CYCLONE NINA REPORTED TO HAVE SEVERE EFFECTS IN TERMS OF SHELTER AND FOOD ON 88,500 PEOPLE IN THE SOLOMON ISLANDS (TOTAL POPULATION APPROX. 350,000). INTERIM DAMAGE REPORTS INDICATE THAT APPROXIMATELY 11,992 HOUSES AND SEVERAL CLINICS ARE DESTROYED OR DAM AGED. THREE PERSONS DEAD, ONE MISSING, THOUSANDS OF PEOPLE HOMELESS. MANY RURAL ROADS BLOCKED IN ALL THE ISLANDS AFFECTED.

NATIONAL RESPONSE

2.GOVERNMENT DECLARED FOLLOWING DISASTER AREAS:

  • RENNELL AND BELLONA IN CENTRAL PROVINCE
  • TEMOTU PROVINCE
  • SOUTH GUADALCANAL HAUNUNU, RAWO, STAR HARBOUR DISTRICTS, SANTA ANA AND SANTA CATALINA ISLANDS IN MAKIRA PROVINCE
  • OLOHA VILLAGE, AFIO SUB-STATION AND VILLAGES BETWEEN MAKA AND UHU IN MALAITA PROVINCE.

3. THE GOVERNMENT, THROUGH NATIONAL DISASTER COUNCIL'S MANAGEMENT COMMITTEE, IS ORGANIZING PROVISION OF EMERGENCY RELIEF, INCLUDING M EDICAL SUPPLIES, TARPAULINS AND WATER. AIRLIFTS ARRANGED TO RENNELL, BELLONA AND LATA (TEMOTU PROVINCE). FOOD SUPPLIES ARE SHIPPED TO CENTRAL AND TEMOTU PROVINCE. SOLOMON ISLANDS RED CROSS SOCIETY IS DISPATCHING 113 TARPAULINS TO SHELTER HOMELESS FROM FOUR PROVINC ES, ALONG WITH BLANKETS, CLOTHING AND HOUSEHOLD ITEMS. THE SOCIETY IS USING RESERVE FUNDS FOR TRANSPORT OF BY CANOE (TO THE SMALL ISL ANDS) AND BY PLANE. REQUEST FOR INTERNATIONAL ASSISTANCE

4.THE GOVERNMENT OF SOLOMON ISLANDS HAS LAUNCHED AN APPEAL FOR INTERNATIONAL ASSISTANCE THROUGH ITS MINISTRY OF FOREIGN AFFAIRS AND TRADE RELATIONS. DHA-GENEVA IS ADDRESSING THIS URGENT APPEAL TO THE INTERNATIONAL COMMUNITY FOR IMMEDIATE RELIEF TO THE DISASTER VICTIMS.

5.DHA-GENEVA RECOMMENDS PROVISION OF CASH CONTRIBUTIONS TO PURCHASE RELIEF SUPPLIES EITHER LOCALLY OR REGIONALLY. ITEMS NEEDED INCLUDE THE FOLLOWING:
  • 11,992 TARPAULINS (12'X10' AND 30'X30' PLUS ROPES AND FITTINGS)
  • TENTS WITH FITTINGS
  • 5,000 WATER CONTAINERS (20 LITRES)
  • 500 ALUMINIUM WATER TANKS (600 GALLONS)
  • 20 CHAINSAWS, 090 STEEL PLUS PARTS
  • WIRELESS RADIOS (SOLAR PANELS)
  • ELECTRICAL REQUIREMENTS FOR SOLOMON ISLANDS ELECTRICITY AUTHORITY (STEEL POLES, CONDUCTOR, BOLTS, CLAMPS, ETC.)

6. THE GOVERNMENT ALSO INDICATES A NEED FOR HELICOPTERS AND AIRCRAFT SERVICES FOR TRANSPORTATION/FIELD ASSESSMENTS, FOR TECHNICAL SUP PORT WITH WATER ENGINEERS, AND FOR DESALINATION PLANTS.

7. NEED FOR FOOD ASSISTANCE FROM INTERNATIONAL COMMUNITY BEING ASCERTAINED WITH WFP. FURTHER SPECIFICATION AND QUANTIFICATION OF NEEDS UNDER PREPARATION IN CONSULTATION WITH UNDP/DHA RESIDENT REPRESENTATIVE, DHA/SPPO AND UN DISASTER MANAGEMENT TEAM (UN-DMT) IN SUVA ( FIJI).
