CYCLONE NAMU - SOLOMON ISLANDS
UNDRO INFORMATION REPORT NO. 1
21 MAY 1986

1. UNDRO/UNDP RESIDENT COORDINATOR REPORTS ON SITUATION FOLLOW ING PASSAGE OF CYCLONE NAMU OVER SOLOMON ISLANDS ON 18 MAY. THE CYCLONE, WORST IN FIVE YEARS, STRUCK WITH WIND FORCE BETWEEN 90 AND 120 KNOTS. WIDESPREAD FLOODING WIND DAMAGE OCCURRED PARTICULARLY IN GUADALCANAL, MALAITA, MAKIRA, RENNEL AND BELLONA. MALAITA, THE COUNTRY'S MOST POPULOUS ISLAND, WITH 65,000 INHABITANTS WAS THE WORST AFFECTED. APPROXIMATELY 15,000 PEOPLE ARE REPORTED AS HOMELESS. AT LEAST 50 PERSONS MISSING AND FIVE REPORTED DEAD. CENTRAL HOSPITAL AT HONIARA (GUADALCANAL PROVINCE) EVACUATED AND HENDERSON AIRFIELD (HONIARA) TEMPORARILY CLOSED TO CIVILIAN AIRCRAFT.

2. BOTH IN MALAITA AND GUADALCANAL PROVINCES DESTRUCTION OF HOUSES, SCHOOLS, PORTS, INFRASTRUCTURE INCLUDING AGRICULTURAL AREAS IS WIDESPREAD. REPORTS FROM THE CENTRAL PROVINCE AND MAKIRA PROVINCE SO FAR SPARSE.

3. GOVERNMENT HAS DECLARED A STATE OF NATIONAL DISASTER. POSTAL COMMUNICATIONS ARE CLOSED AND NATIONAL AND INTERNATIONAL TELECOMMUNICATIONS DISRUPTED. FULL ASSESSMENT BY THE NATIONAL DISASTER COUNCIL WILL TAKE SOME DAYS AS RADIO AND PHONE LINKS WITHIN AND BETWEEN ISLANDS DISCONNECTED.

4. GOVERNMENT HAS SO FAR NOT REQUESTED THE LAUNCHING OF AN INTERNATIONAL APPEAL BUT HAS MADE BILATERAL REQUESTS TO DONORS INCLUDING UNITED NATIONS FOR FOOD, BLANKETS, MEDICAL KITS, CLOTHING, KITCHEN UTENSILS ETC, FOR HOMELESS EVACUEES.

5. AUSTRALIA AND NEW ZEALAND SUPPLYING HELICOPTERS, FOOD, TENTS AND FIRST AID KITS. AUSTRALIAN HIGH COMMISSIONER HONIARA HAS ANNOUNCED RELIEF ASSISTANCE OF 1.2 MILLION DOLLARS INCLUDING TWO AUSTRALIAN AIRFORCE HERCULES AIRCRAFT WHICH ARRIVED HONIARA TODAY CARRYING FOOD, TENTS AND OTHER RELIEF ITEMS. NEW ZEALAND HAS ANNOUNCED RELIEF ASSISTANCE OF ONE MILLION DOLLARS.

LATEST REPORTS, INCLUDING FROM UNDRO/UNDP RESIDENT COORDINATOR, AS FOLLOWS:

1. UPTO 90,000 PEOPLE ARE REPORTED AS HOMELESS IN THE WAKE OF CYCLONE NAMU. FOOD SUPPLIES HAVE BEEN SERIOUSLY DEPLETED. 2,000 HOMES HAVE BEEN DESTROYED IN GUADALCANAL PROVINCE AND MORE THAN 200 ON MALAITA ISLAND.

2. INTERNATIONAL TELEX COMMUNICATION HAS BEEN RESTORED BUT INTER- ISLAND COMMUNICATIONS STILL INTERMITTENT. HENDERSON AIRFIELD IS OPEN FOR DAYLIGHT OPERATIONS WITH 1200 METRES OF RUNWAY AVAILABLE, SUITABLE FOR C.130 AIRCRAFT.

3. RELIEF SUPPLIES ALREADY FLOWN IN (WITH MORE FLIGHTS SCHEDULED) INCLUDE HELICOPTERS FOR RELIEF DROPS AND ASSESSMENT MISSIONS, TENTS, WATER CONTAINERS, PLASTIC SHEETING, MEDICAL SUPPLIES AND FOOD AID FLOWN IN BY THE ROYAL AUSTRALIAN AND ROYAL NEW ZEALAND AIR FORCES. BOATS ARE ALSO FERRYING SUPPLIES TO STRICKEN AREAS. RESCUE TEAMS ARE STILL ENGAGED IN TRYING TO REACH VILLAGES CUT
OFF BY MUDSLIDES. SPARES FOR THE RESTORATION OF POWER SUPPLY URGENT PRIORITY AND MORE FOOD AID AND PLASTIC SHEETING FOR TEMPORARY SHELTERS HAVE BEEN REQUESTED.

APART FROM PREVIOUSLY REPORTED AUSTRALIAN GOVT RELIEF, AN AUSTRALIAN NAVAL VESSEL (HMAS FLINDERS) IS PROCEEDING WITH DESPATCH TO HONIARA TO PROVIDE ASSISTANCE. OTHER AUSTRALIAN NAVAL VESSELS ARE EXPECTED AT HONIARA SOON.

5. UNDRO CONTINUING TO MAINTAIN CLOSE CONTACT WITH RESIDENT COORDINATOR. ASSESSMENTS IN PROGRESS AND FURTHER INFORMATION WHICH IS EXPECTED SHORTLY WILL BE COMMUNICATED AS SOON AS RECEIVED.

SITUATION REPORT NO. 3

1. THE GOVERNMENT OF THE SOLOMON ISLANDS HAS FORMALLY REQUESTED UNDRO TO LAUNCH AN INTERNATIONAL APPEAL FOR DISASTER RELIEF AND ALSO TO MAKE AVAILABLE AN UNDRO DELEGATE TO ASSIST THE GOVERNMENT FOLLOWING THE SEVERE CONSEQUENCES WHICH HAVE ARISEN IN THE WAKE OF CYCLONE NAMU. THE UNDRO DELEGATE WILL ARRIVE HONIARA EARLY SUNDAY MORNING LOCAL TIME AND WILL UNDERTAKE A FULL ASSESSMENT
AND COORDINATION MISSION.

2. THE UNDRO/UNDP RESIDENT CO-ORDINATOR HAS MEANWHILE REPORTED THAT THE CURRENT DEATH TOLL IS AT LEAST 50 AND RISING, WITH MANY UNACCOUNTED FOR, AND AN ESTIMATE OF 90,000 (APPROX. ONE THIRD OF THE POPULATION) ARE SERIOUSLY AFFECTED BY FLOODING, TIDAL WAVES AND LANDSLIDES. THE SOLOMON ISLANDS GOVERNMENT HAS IDENTIFIED A LIST OF PRIORITY EMERGENCY NEEDS AS FOLLOWS -

- SUPPLIES OF RICE, CANNED MEAT/FISH, SUGAR, TEA, MILO, AND TINNED MILK TO ASSIST IN FEEDING THE AFFECTED POPULATION (90,000) DURING THE NEXT 3 TO 6 MONTHS.

3. W.F.P. HAS BEEN REQUESTED TO CONSIDER ACTING UPON ABOVE PRI ORITIES IN ADDITION TO SUPPLYING AN EXPERT TO ASSIST IN THE ACCOUNTING AND DISTRIBUTION OF FOOD.

4. OTHER REPORTS BASED ON AUSTRALIAN SOURCES INDICATE SEVERE DAMAGE ON MALAITA AND MAKIRA AND EXTREME DAMAGE ON GUADALCANAL. DAMAGE TO THREE PRINCIPAL ACCESS BRIDGES FROM HONIARA TO THE PLAINS IS HAMPERING ALL MOVEMENT. WATER SUPPLIES ARE BECOMING CONTAMINATED AND POSING HEALTH PROBLEMS. AUSTRALIAN MILITARY AIRCRAFT (INCLUDING HELICOPTERS) ARE OPERATING IN AREA AND FUEL SUPPLIES FOR SAME HAVE BEEN ESTABLISHED.

5. IT APPEARS THAT MANY OF THE COUNTRY'S MAIN EXPORT INDUSTRIES SUCH AS COPRA, PALM OIL AND TIMBER AS WELL AS MAJOR FOOD CROPS HAVE BEEN DEVASTATED BY THE CYCLONE.

SITUATION

1. UNDRO FIELD DELEGATE ARRIVED HONIARA 25 MAY AND IS WORKING CLOSELY WITH NATIONAL DISASTER COUNCIL. FOLLOWING HIS FIELD SURVEY TO EASTERN GUADALCANAL A LIST OF IDENTIFIED UNMET NEEDS, INCLUDING FOOD AND SHELTER, WILL BE COMPLETED. THIS LIST WILL BE COMMUNICATED IN UNDRO SITREP NO. 5.

2. DEATH TOLL IS CONFIRMED AS OVER 100. RELIEF OPERATIONS PROCEEDING WELL, ALL BUT MOST ISOLATED AREAS HAVE RECEIVED SUPPLIES. STOCKS OF FISH AND RICE HELD AND PRODUCED IN SOLOMON ISLANDS HAVE BEEN REQUISITIONED BY NATIONAL DISASTER COUNCIL FOR DISTRIBUTION TO AFFECTED AREAS.

3. AUSTRALIAN NAVAL AND AIRBORNE EMERGENCY RELIEF ASSISTANCE CONTINUES AND LONG TERM RE-SUPPLY OPERATIONS ARE COMMENCING FOR GUADALCANAL AND MALAITA.

4. SOLOMON ISLANDS RED CROSS HAS BEEN DISTRIBUTING SUPPLIES OF BLANKETS, COOKING UTENSILS AND CLOTH. TWO RED CROSS FIELDOFFICERS (FROM AUSTRALIA AND PAPUA NEW GUINEA) HAVE BEEN DESPATCHED BY LRCS TO ASSIST.

5. THERE IS CONCERN ABOUT THE POSSIBILITY OF OUTBREAKS OF MALARIA, DIARRHOEA, CONJUNCTIVITIS AND INFLUENZA.

6. INTERNATIONAL AIR SERVICES HAVE BEEN RESUMED.

SITUATION

1. NATIONAL DISASTER COUNCIL CONTINUING TO HANDLE EMERGENCY PROVISION OF FOOD, SHELTER, WATER SUPPLIES AND MEDICAL ASSISTANCE WITH THE HELP OF BOTH NATIONAL AND INTERNATIONAL DONORS.

2. UNDRO FIELD DELEGATE REPORTS THAT FOLLOWING AN INSPECTION OF EASTERN GUADALCANAL THE RESTORATION/REHABILITATION OF BRIDGES, ROADS, HOUSING, SCHOOLS, HEALTH FACILITIES ALONG WITH AGRICULTURAL PRODUCTION REPRESENTS A NATIONAL PROBLEM. HEALTH AND NUTRITIONAL PROBLEMS, IN THE IMMEDIATE FUTURE, UNLESS ADEQUATE PRECAUTIONS ARE SWIFTLY TAKEN, MAY RESULT IN OUTBREAKS OF
RESPIRATORY AND BOWEL DISEASES AS WELL AS MALARIA.

3. INTERNATIONAL ASSISTANCE FOR THE MEDIUM AND LONG TERM NEEDS IS REQUIRED TO RESTORE INFRASTRUCTURE LOSSES. A GOVERNMENT TECHNICAL ADVISORY GROUP IS CURRENTLY ASSESSING THESE NEEDS.

4. EMERGENCY BRIDGING ON THE GUADALCANAL PLAINS IS UNDERWAY. LOCAL MARKETS HAVE BEGUN TO OPEN AND RESTRICTIONS ON THE PURCHASE OF CERTAIN FOODS HAVE BEEN LIFTED.

5. ROYAL AUSTRALIAN AIR FORCE UNITS WILL BE WITHDRAWN ON MONDAY 2 JUNE AS THE STATE OF NATIONAL DISASTER IS LIFTED AND DISASTER ENTERS REHABILITATION AND RECONSTRUCTION STAGE.

IMMEDIATE EMERGENCY NEEDS

6. SUFFICIENT QUANTITIES OF RICE AND CANNED FISH ARE NOW ASSURED FOR THE CONTINUED FEEDING PROGRAMME ESTIMATED TO LAST THREE MONTHS. HOWEVER UNDRO DELEGATE INFORMS THAT 15,000 CASES (ESTIMATING 48 CANS PER CASE AT 340 GRAMS EACH CAN) OF CANNED MEAT IS STILL URGENTLY REQUIRED.

7. MEDICAL SUPPLIES AND SHELTER MATERIALS EITHER IN STOCK OR PLEDGED ARE CONSIDERED ADEQUATE.

SITUATION

1. THE OFFICIAL STATE OF EMERGENCY HAS BEEN EXTENDED UNTIL 7 JUNE. DISTRIBUTION PROGRAMMES FOR BOTH FOOD AND MEDICINES HAVE MEANWHILE CONTINUED AS NECESSARY.

2. UNDRO FIELD DELEGATE REPORTS THAT NEEDS FOR RECONSTRUCTION ARE STILL UNDER REVIEW WITH AN OFFICIAL COMPLETION TARGET DATE OF 30 JUNE. PRELIMINARY RECONSTRUCTION ASSESSMENTS TO HAND ARE:

  • BRIDGES: 3.4 MILLION US DLRS
  • SCHOOLS: 2 MILLION US DLRS
  • OTHER GOVERNMENT BUILDINGS: 1.5 MILLION US DLRS

3. ESTIMATES FOR HOUSING, HEALTH SANITATION, RE-ESTABLISHING WATER SUPPLIES AND AGRICULTURAL INFRASTRUCTURE ARE STILL BEING ASSESSED.

4. LUMBER BLOWN DOWN BY THE CYCLONE AND JAMMING WATER AND DRAINAGE FACILITIES, PRESENTS A SERIOUS CLEARANCE PROBLEM IN THE GUADALCANAL PLAINS, (THE CENTRE OF PALM OIL PRODUCTION). MASSES OF LOGS AND SILT HAVE RESULTED IN NATURAL DAMS BEING FORMED.

5. UNDRO FIELD DELEGATE WORKING WITH OTHER UN AGENCIES AND GOVERNMENT TO ESTABLISH OVERALL REPORT. RECONSTRUCTION ASSISTANCE APPEARS TO BE SUBSTANTIAL AND LONG TERM.

SITUATION

1. UNDRO/UNDP RESIDENT REPRESENTATIVE HAS REPORTED FOLLOWING:

A) OFFICIAL STATE OF EMERGENCY PERIOD ENDED JUNE 6. WHILST FOOD DISTRIBUTION CONTINUES, WHOLE OPERATION PASSING INTO RECOVERY PHASE. RECOVERY PROGRAMME IS BEING FORMULATED WITH THE INVOLVEMENT OF UNDRO DELEGATE AND WILL BE COORDINATED BY MINISTRY OF ECONOMICK PLANNING.

B) GOVERNMENT ASSISTING IN THIS INTERIM PHASE BY PROVIDING:

(I) SAGO LEAVES FOR THE REBUILDING OF HOUSES.
(II) TOOLS (REHABILITATION OF FOOD GARDENS).
(III) FOOD ASSISTANCE.

2. AUSTRALIAN NAVAL UNITS WHO EXPENDED 3,500 MAN-HOURS ON ACTUAL RELIEF OPERATIONS IN ADDITION TO PLANNING, LOADING/UNLOADING TASKS, DISTRIBUTION OF MEALS MEALS AND HOSPITAL MEDICAL ASSISTANCE, HAVE NOW WITHDRAWN FROM THE AREA. USA AND UK TELECOMMUNICATIONS TEAMS CONTINUE TO ASSIST.

SITUATION

1. UNDRO RESIDENT COORDINATOR REPORTS FOOD SUPPLIES NOW ADEQUATE. SOLOMON ISLANDS GOVERNMENT ENGAGED IN MAJOR VEGETABLE REPLANTING SCHEME. NATIONAL DISASTER COUNCIL RELIEF DISTRIBUTION OPERATIONS EXPECTED TO CONTINUE UNTIL NOVEMBER HARVEST. UNOFFICIAL ESTIMATE OF TOTAL DAMAGE APPROX. 17 TO 20 MILLION US DLRS.

2. UNDRO FIELD DELEGATE LEFT SOLOMON ISLANDS 19 JUNE. WILL RETURN FOR REVISION OF DISASTER PREPAREDNESS PLAN IN AUGUST. DONOR MEETING ON REHABILITATION SCHEDULED FOR 15/16 JULY.

3. NEEDS

(A) DUE DAMAGED WATER PIPES RESULTING IN POLLUTION OF DRINKING WATER, INCLUDING WELLS, GOVERNMENT SEEKING APPROX. 200 TANKS OF 200-1,000 GALLONS CAPACITY. ESTIMATED COST US DLRS 35,000.
(B) SHELTER REQUIREMENTS. APPROXIMATELY 4,200 TENTS/TARPAULINS STILL NEEDED MAINLY FOR MALAITA.

(C) SUBSTANTIAL DEMAND STILL EVIDENT FOR HAND TOOLS - BUSH/CANE KNIVES, AXES, HAMMERS, NAILS.
