1. Summary of the Effects

  • The southwest monsoon rains triggered massive flooding / flashflood in various parts of Regions I, III, IV, CAR and Metro Manila.
  • Aside from flooding/flashflood, there were other emergency incidents monitored such as landslides, drowning incidents and spilling of Ambuklao, Binga and San Roque Dams

  • There is an increase on the number of evacuees in Region III due to the continuous flowing of floodwaters coming from San Roque Dam in Pangasinan, Angat and Pampanga Rivers

  • An additional evacuation center was opened at San Juan, Abra due to flooding incident

  • Seventeen (17) of the 25 death toll were due to drowning, 4 electrocution, 1 cardiac arrest and 3 covered by mudslide; the 8 missing persons were due to drowning while the 6 injured were due to landslide and hit by fallen tree

  • The additional casualty came from Boliney, Abra due to drowning

2 Actions Taken

  • The NDCC, through its RDCCs and local DCCs, is continuously monitoring the after-effects of southwest monsoon rains and the activities undertaken by concerned agencies , local government units and non government organizations involved in disaster operations

  • NOLCOM and 7th ID, AFP dispatched rubber boats and M35 trucks to Calumpit, Bulacan. In addition, the NDCC facilitated the request for additional three (3) rubber boats, 10-wheeler army truck and/or amphibian truck for rescue operations in Hagonoy and Calumpit, Bulacan.

  • To date, the estimated cost of assistance provided by NDCC, DSWD, LGUs and NGOs has amounted to P 13,978,950.75

5. Situation in Region III as of 30 August 2004

  • PDCC Pampanga conducted relief operations in the Municipalities of Masantol, Macabebe, San Luis, Guagua and Sasmuan.

  • The Municipalities of Candaba, San Luis, Macabebe and Masantol are still underwater. Two (2) M35, one (1) rubber boat and personnel of the 7thID and NOLCOM conducted rescue operations.

  • Six (6) M35, one (1) rubber boat and 50 personnel are on stand - by at PDCC Pampanga for search and rescue operations

  • Rescue teams from NOLCOM and CLAB Rescue arrived at Calumpit and Hagonoy, Bulacan to augment troops of 56thIB, PA

  • Sandbagging operation still on-going in San Vicente Dike in Macabebe, Pampanga.

  • Provincial Social Welfare Office in Pampanga conducted relief operation in towns of Guagua and Macabebe.

  • San Simon, Pampanga is now underwater, 6 - 7 ft. in height.
