TYPHOON 'DAN' - PHILIPPINES
UNDRO INFORMATION REPORT NO. 1
12 OCTOBER 1989

1. ON 9 OCTOBER, TYPHOON 'DAN' (LOCAL NAME SALING) HIT SOUTHERN LUZON ISLAND AND PASSED ACROSS CENTRAL PHILIPPINES INCLUDING CAPITAL REGION.

2. AFFECTED AREAS ARE ALBAY, BATAAN, BATANGAS, BULACAN, CAVITE, LAGUNA, MARINDUQUE, NUEVA ECIJA, PAMPANGA, QUEZON, SORSOGON AND ZAMBALES PROVINCES.

3. INITIAL ASSESSMENT OF DAMAGE PROVIDED BY OFFICE OF CIVIL DEFENSE AS OF 12 OCTOBER AS FOLLOWS:

  • 28 DEAD, 32 INJURED, 142,000 PEOPLE AFFECTED
  • OVER 1,500 HOUSES DAMAGED, TOTAL LOSS ESTIMATED SO FAR AT US DLRS 762,000.

4. TOTAL OF 57 EVACUATION CENTERS HAS BEEN SET UP AND 40,000 PEOPLE EVACUATED. BOTH DEPARTMENT SOCIAL WELFARE/DEVELOPMENT AND NATIONAL RED CROSS SOCIETY AS WELL AS VARIOUS NGOS ACTIVE IN PROVIDING AFFECTED PEOPLE WITH FOOD ASSISSTANCE.

5. MONITORING/ASSESSMENT OF DAMAGE STILL ONGOING BY AGENCIES CONCERNED.

1. MOST AFFECTED AREAS ARE BATAAN AND ZAMBALES PROVINCES.

2. OFFICE OF CIVIL DEFENCE UPDATED DAMAGE ASSESSMENT AS FOLLOWS:

  • 36 DEAD, 57 INJURED, 3 MISSING, 243,000 PEOPLE AFFECTED
  • 7,000 HOUSES DESTROYED, TOTAL LOSS ESTIMATED AT US DLRS 7.9 MILLION.

3. DEPARTMENT HEALTH, ARMED FORCES AND METRO MANILA COMMISSION HELPING IN RESCUE AND RELIEF OPERATIONS.

4. UNDRO HAS NOT RECEIVED OFFICIAL REQUEST TO LAUNCH AN APPEAL FOR INTERNATIONAL ASSISTANCE.

1. GOVT DECLARED STATE OF PUBLIC CALAMITY IN 12 PROVINCES AND METRO MANILA AREA.

2. TYPHOON CAUSED FLOODS AND LANDSLIDES. POWER LINES AND COMMUNICATIONS CUT OFF, DOMESTIC FLIGHTS AND TRAIN SERVICE STILL NOT RESTORED.

3. ACCORDING TO OFFICE OF CIVIL DEFENCE, ESTIMATES ON TOTAL ECONOMIC LOSSES HAVE DOUBLED SINCE LAST INFORMATION REPORT TO US DLRS 14 MILLION. DEATH TOLL RISES UP TO 52 AND POPULATION AFFECTED 625,000.

4. DEPARTMENT HEALTH PROVIDING MEDICAL ASSISTANCE TO EVACUEES IN TEMPORARY SHELTERS PARTICULARLY IN METRO MANILA. ARMED FORCES PROVIDING TRANSPORTATION FOR RESCUE/RELIEF OPERATIONS. METRO MANILA COMMISSION STARTED CLEARING ROADS BY REMOVING TREES.

1. ACCORDING TO STATISTICS PROVIDED BY OFFICE OF CIVIL DEFENCE, AFFECTED AREAS ARE WIDESPREAD NAMELY IN PROVINCES OF ALBAY, BATAAN, BATANGAS, BULACAN, CAMARINES NORTE, CAMARINES SUR, CAVITE, EASTERN SAMAR, LAGUNA, MARINDUQUE, MASBATE, NORTHERN LEYTE, NORTHERN SAMAR, NUEVA ECIJA, PAMPANGA, QUEZON, RIZAL, SAMAR, SORSOGON, SOUTHERN LEYTE, ZAMBALES AND NATIONAL CAPITAL REGION.

2. DEATH TOLL REPORTED 58 AS OF 19 OCTOBER AND 105 INJURED, 14 MISSING, 660,000 PEOPLE AFFECTED, 76,500 RENDERED HOMELESS. 57,300 HOUSES COLLAPSED/DAMAGED AND TOTAL ECONOMIC LOSSES ESTIMATED AT US DLRS 17 MILLION.

3. RELIEF OPERATIONS ARE HANDLED BY MEMBER OF DISASTER COORDINATING COUNCILS (ARMED FORCES, HEALTH DEPARTMENT, DEPARTMENT OF SOCIAL WELFARE AND DEVELOPMENT, METRO MANILA COMMISSION AND NATIONAL RED CROSS SOCIETY). DONATIONS FROM NGOS AND PRIVATE CITIZENS ALSO DISTRIBUTED TO AFFECTED POPULATION.

4. UNDRO HAS NOT RECEIVED OFFICIAL REQUEST TO LAUNCH AN INTERNATIONAL APPEAL.

1. SINCE SEPTEMBER, LUZON ISLAND AND CENTRAL PHILIPPINES INCLUDING NATIONAL CAPITAL REGION WERE HIT BY TYPHOONS, WHICH CAUSED EXTENSIVE DAMAGE. GOVT SO FAR WELL MANAGING RELIEF OPERATIONS IN COOPERATION WITH LOCAL AUTHORITIES, AGENCIES CONCERNED AND NON GOVERNMENTAL ORGANIZATIONS.

TYPHOON 'DAN'

1. UNDP/UNDRO RESIDENT REPRESENTATIVE REPORTS THAT ECONOMIC LOSS OF DAMAGE TOTALLED TO US DLRS 59.2 MILLION, THE HIGHEST FOLLOWING RECENTTYPHOONS IN LUZON AND CENTRAL PHILIPPINES.

2. ARMED FORCES SERVING TRANSPORTATION IN RESCUE/EVACUATION OPERATIONS. DEPARTMENT OF SOCIAL WELFARE AND DEVELOPMENT PROVIDED FOOD ASSISTANCE WORTH US DLRS 300,000 FOR 500,000 PERSONS IN EVACUATION CENTERS. DEPARTMENT HEALTH DISPATCHED MEDICAL TEAMS AND MEDICINES.

3. NATIONAL RED CROSS, LOCAL DISASTER COORDINATING COUNCILS AND NGOS PROVIDED CLOTHING, SHELTER, FOOD AND OTHER RELIEF SUPPLIES. METRO MANILA COMMISSION DOING UTMOST TO CLEAR ROADS BY REMOVING DEBRIS.

TYPHOON 'ELSIE'

4. TOTAL ECONOMIC LOSS MUCH HIGHER THAN PREVIOUS REPORT, AND ESTIMATED AT US DLRS 35.4 MILLION ACCORDING TO UPDATED REPORT 32 DEAD, 279 INJURED, 458,400 PEOPLE AFFECTED AND 61,300 HOUSES TOTALLY/PARTIALLY DESTROYED.

5. AMONG 56,650 PEOPLE RENDERED HOMELESS, 46,560 WERE PROVIDED WITH RELIEF SUPPLIES. NATIONAL RED CROSS, LOCAL GOVERNMENTS AND NGOS ALSO DISTRIBUTED FOOD, CLOTHING, CASH AND SERVICES IN MASS FEEDING CENTERS.

6. CONTRIBUTIONS REPORTED TO UNDRO SO FAR TOTAL US DLRS 461,000 (EXCLUDING DONATIONS IN KIND AND SERVICES WITHOUT INDICATION OF VALUE).
