UNDRO INFORMATION REPORT NO. 1
08 NOVEMBER 1984

1. REPORTS RECEIVED BY UNDRO/UNDP REPRESENTATIVE FROM OFFICE CIVIL DEFENSE INDICATE TYPHOON UNDANG HIT CENTRAL REGIONS LEYTE, NEGROS, PANAY AND PALAWAN ISLANDS ON 3 NOVEMBER. PRELIMINARY ESTIMATE NUMBER OF AFFECTED: 240,000. 140 DEAD OF WHICH 100 IN CITY OF ROXAS, NORTHERN PANAY ALONE.

2. PRELIMINARY MATERIAL DAMAGE INCLUDES OVER 2,500 HOUSES TOTALLY AND 3,000 PARTIALLY DESTROYED. DAMAGE ASSESSMENT IS ONGOING. RESULTS WILL BE COMMUNICATED.

3. RELIEF OPERATIONS DIRECTED BY MINISTRY OF SOCIAL SERVICES AND DEVELOPMENT UNDERWAY.

SITUATION

1. OFFICIAL FIGURES FROM CIVIL DEFENCE RECEIVED ON 13 NOVEMBER INDICATE 462 CASUALTIES, MAINLY ON PANAY ISLAND, AND OVER 600 MISSING. TOTAL NUMBER OF AFFECTED OVER 600,000 AND APPROX 440, 000 RENDERED HOMELESS. DAMAGE TO PRIVATE AND PUBLIC PROPERTY ESTIMATED AT 400 MILLION PESOS (ABOUT US DLRS 20 MILLION).

NATIONAL RESPONSE

2. PRESIDENT DECLARED STATE EMERGENCY FOR PROVINCES OF CAPIZ, ILAILO, AKLAU, ANTIQUE, LEYTE AND EASTERN SAMAR AND CITIES ROXAS, TACLOBAN. RELIEF ASSISTANCE PROVIDED BY MINISTRIES OF HEALTH (MEDICAL TEAMS), AGRICULTURE (PROVISION OF MAIZE AND RICE SEEDS) AND NATIONAL RED CROSS WHICH COVERING IMMEDIATE NEEDS OF APPROX 170,000 FAMILIES.

INTERNATIONAL RESPONSE:

3. - UK: PDS STERLING 20,000 TO UNICEF

- USA: US DLRS 25,000 BY LOCAL EMBASSY

SITUATION

UNDRO/UNDP RESIDENT REPRESENTATIVE REPORTED FOLLOWING OFFICIAL UPDATE RECEIVED FROM NATIONAL AUTHORITIES:

DEATH TOLL RISEN TO 544. TOTAL NUMBER AFFECTED 756,500 AND APPROX. 500,000 HOMELESS. MATERIAL DAMAGE NOW ESTIM. AT 2,495 BILLION PESOS (ABOUT US DLRS 125 MILLION).

SITUATION

1. OFFICIAL CASUALTY FIGURE 777 PERSONS, NUMBER AFFECTED RISEN TO 1.3 MILLION AND TOTAL OF 760,000 RENDERED HOMELESS. MORE THAN 170,000 HOUSES TOTALLY AND 50,000 PARTIALLY DESTROYED. TOTAL PROPERTY DAMAGE ESTIMATED AT 2.6 MILLION PESOS (APPROX US DLRS 130 MILLION).

NATIONAL RESPONSE

2. GOVERNMENT HAS DECLARED WESTERN AND CENTRAL VISAYAS CALAMITY AREAS. RELIEF EFFORTS CONTINUING UNDER CO-ORDINATION OF MINISTRY SOCIAL SERVICES AND DEVELOPMENT.

- GERMANY, FED REP: 50,000 DM (APPROX US DLRS 18,000).

1. CIVIL DEFENSE AUTHORITIES INDICATE DEATH TOLL RISEN TO 860, TOTAL NUMBER AFFECTED TO APPROX 1.5 MILLION. 176,000 HOUSES TOTALLY AND 115,000 PARTIALLY DESTROYED.

RELIEF ACTIVITIES

2. UNDRO/UNDP RESIDENT REPRESENTATIVE REPORTS UN AGENCIES INVOLVEMENT IN RELIEF OPERATIONS AND CARE AND CRC ACTIVITIES UNDER OVERALL CO-ORDINATION MINISTRY SOCIAL SERVICES AND DEVELOPMENT.

1. FINAL REPORT OF CASUALTIES AND DAMAGE FROM TYPHOON UNDANG FROM UNDRO/UNDP RESIDENT REPRESENTATIVE AS RECEIVED FROM NATIONAL AUTHORITIES:

  • 862 DEAD, 197 INJURED AND 217 MISSING.
  • 1,495,738 PERSONS (293,998 FAMILIES) AFFECTED.
  • 765,965 PERSONS (126,996 FAMILIES) RENDERED HOMELESS.
  • 176,272 HOUSES TOTALLY DESTROYED, 115,296 PARTIALLY.
  • TOTAL DAMAGE PROPERTY, CROPS, LIVESTOCK, ROADS AND BRIDGE PESOS
  • 1,929.5 MILLION (APPROX US DLRS 96.6 MILLION).

NATIONAL/INTERNATIONAL RESPONSE

2. RELIEF OPERATION WAS CARRIED OUT BY NATIONAL RED CROSS AND OTHER AGENCIES UNDER CO-ORDINATION MINISTRY OF SOCIAL SERVICES AND DEVELOPMENT.

3. PLEDGES IN RESPONSE TO LRCS APPEAL OF S.FR. 1,653,750 (US DLRS 661,500) HAS SO FAR BEEN S.FR. 1.4 MILLION (US DLRS 560,000).
