UNDRO INFORMATION REPORT NO. 1
7 NOVEMBER 1991

1. HEAVY RAINS CAUSED BY TROPICAL STORM URING WHICH STRUCK CENTRAL PHILIPPINES ON 5 NOVEMBER 1991 RESULTED IN DEVASTATING FLASH FLOODS IN ISLANDS OF NEGROS AND LEYTE.

2. ASSESSMENT OF DAMAGE AND NEEDS BY LOCAL AUTHORITIES IS STILL UNDERWAY. ELECTRICITY AND COMMUNICATIONS NOT OPERATIONAL IN AFFECTED AREAS. INITIAL REPORTS PROVIDED BY CENTRAL OFFICE OF CIVIL DEFENSE (OCD) YIELD FOLLOWING DATA:

  1. CASUALTIES: DEAD 2,155, INJURED 37, MISSING 312 (AN ADDITIONAL 1,800 PERSONS ARE UNCONFIRMED MISSING)
  2. POPULATION AFFECTED: 177,786
  3. DAMAGE: 12 BRIDGES TOTALLY OR PARTIALLY DESTROYED.

3. LOCAL DISASTER COORDINATING COUNCILS (LDCC) IN LEYTE AND NEGROS ARE MOUNTING SEARCH AND RESCUE AND EVACUATION OPERATIONS. FIRST RELIEF SUPPLIES DISTRIBUTED CONSISTED OF EMERGENCY FOOD RATIONS, RICE, SARDINES, USED CLOTHING.

4. ACCORDING TO LRCS, PHILIPPINES NATIONAL RED CROSS ORGANIZED SHIP WITH RELIEF SUPPLIES DUE TO LEAVE FROM NEIGHBOURING CEBU TOWARD ORMOC CITY TODAY.

5. SO FAR GOVERNMENT HAS NOT REQUESTED INTERNATIONAL ASSSISTANCE.

1. ACCORDING TO LOCAL AUTHORITIES, THE EFFECTS OF STORM 'URING' (INTERNATIONAL CODE 'THELMA') WERE FURTHER COMPOUNDED BY EXTENSIVE DENUDATION OF HILLSIDES WHICH CAUSED FLOODS AND LANDSLIDES. WORST HIT WAS ORMOC PORT (120,000 INHABITANTS) ON WEST COAST OF LEYRE ISLAND, SOME 560 KM (340 MILES) SOUTHEAST OF MANILA, WHICH WAS RAVAGED BY WATER-BORNE DEBRIS AND MUD.

2. RETRIEVAL OF HUNDREDS OF BODIES UNDERWAY.

3. UN AMATEUR RADIO STATION RELAYS REPORTS THAT WATER CONTAMINATION IS SEVERE PROBLEM. WATER PURIFICATION TABLETS AS WELL AS BLANKETS, CLOTHING, FOOD AND MEDICINES ARE IMMEDIATE NEEDS.

4. NO INTERNATIONAL APPEAL REQUESTED BY GOVERNMENT AT THIS STAGE.

2. NEGROS OCCIDENTAL: FOUR MUNICIPALITIES AND THREE CITIES (BAGO, LA CARIOTA AND BACOLOD) SEVERELY AFFECTED. TWELVE BRIDGES DESTROYED.

LEYTE: URING (THELMA) DUMPED 148.2 MM OF RAIN IN 24 HOURS OVER LEYTE ON 5 NOV. STATE OF CALAMITY DECLARED IN PROVINCE OF LEYTE. POWER FAILURE IN EIGHT MUNICIPALITIES AND IN TWO CITIES (ORMOC AND TACLOBAN). DESPITE INTENSIVE RESTORATION EFFORT, POWER FAILURE WILL LAST A FEW DAYS. TWO BRIDGES TOTALLY DESTROYED, ONE BRIDGE PARTIALLY DESTROYED.

NATIONAL RESPONSE

3. RELIEF AND RESCUE OPERATION MOUNTED BY PHILIPPINE GOVERNMENT JOINTLY WITH LOCAL DISASTER CO-ORDINATING COUNCILS AND NATIONAL NGOS. FOOD AND OTHER RELIEF SUPPLIES BEING DISTRIBUTED TO SURVIVORS. NAVY SHIP TO BRING HEAVY EARTH-MOVING EQUIPMENT AND MILITARY AIRCRAFT DEPLOYED FROM CEBU TO ASSIST IN RELIEF EFFORTS.

4. OPERATIONS, PARTICULARLY IN ORMOC CITY, HAMPERED BY LACK OF TRANSPORTATION/FUEL AND DAMAGED ROADS AND BRIDGES. ACCORDING TO UN AMATEUR RADIO STATION, AIR FORCE C-130 MANAGED TO LAND AT ORMOC AIRPORT BUT ROAD TO TOWN STILL BLOCKED DUE TO MUD, AND HELICOPTERS NEED TO BE USED TO TRANSPORT SUPPLIES TO ORMOC.

INTERNATIONAL APPEAL

5. GOVERNMENT OF PHILIPPINES REQUESTED UNDRO TO LAUNCH INTERNATIONAL APPEAL.

6. FOLLOWING PRELIMINARY NEEDS IDENTIFIED:
  • FOOD SUPPLIES, ESPECIALLY PREPACKED FOOD RATIONS
  • BLANKETS AND PLASTIC SHEETING
  • MEDICINES AND DISINFECTANT (INCLUDING ANTIBIOTICS AND ANTI-TETANUS DRUGS. FORMALIN IS URGENTLY REQUIRED TO PRESERVE BODIES FOR BURIAL)
  • WATER PURIFICATION TABLETS
  • GENERATORS AND FUEL
  • HEAVY EQUIPMENT TO EXTRACT BODIES AND REMOVE DEBRIS
  • RESTORATION OF DAMAGED INFRASTRUCTURE

7. AT REQUEST OF GOVT, UNDRO DISPATCHING EMERGENCY TEAM, WITH EXPERIENCE IN RELIEF CO-ORDINATION AND FLOOD MANAGEMENT IN ORDER TO ASSIST WITH APPRAISAL OF NEEDS AND CO-ORDINATION OF RESPONSE.

8. UNDRO IS PREPARED TO CHANNEL CASH CONTRIBUTION TO PHILIPPINES. DONATIONS THROUGH UNDRO SHOULD BE TRANSFERRED TO SWISS BANK CORPORATION, ACCOUNT NO. CO - 590.160.1, CASE POSTALE 435, CH-1211 GENEVA 11 SWITZERLAND.

9. LRCS APPEALED FOR USD 418,000 TO SUPPORT RELIEF EFFORTS OF PHILIPPINE NATIONAL RED CROSS ON BEHALF OF 15,000 FAMILIES FOR A ONE-MONTH PERIOD.

INTERNATIONAL RESPONSE - PLEDGES AND CONTRIBUTIONS

10. UNDP/UNDRO RESIDENT REPRESENTATIVE CONVENED THE LOCAL DISASTER MANAGEMENT TEAM ON 8 NOVEMBER TO REVIEW UN RESPONSE. UNICEF AND WFP INDICATED READINESS TO SUPPORT RELIEF ACTIVITIES.

11. UN INTER-AGENCY MEETING WITH LICROSS AND NGO REPRESENTATIVES BEING CONVENED BY UNDRO IN GENEVA.

12. IN ADDITION TO CONTRIBUTIONS FROM FRANCE AND USA REPORTED IN INFO. REPORT NO. 2, UK NOW GRANTED CONTRIBUTION OF USD 17,300. UNDRO RELEASING EMERGENCY GRANT OF USD 40,000 FOR LOCAL PURCHASES.

2. DEATH TOLL INCREASING AS MORE BODIES RETRIEVED, MANY OF WHICH FROM FLOOD-SWEPT ISLANDS OFF ORMOC. EXACT NUMBER TO BE VERIFIED, SINCE PEOPLE BURIED RELATIVES WITHOUT INFORMING AUTHORITIES. FOLLOWING IS UPDATE OF CASUALTIES/PEOPLE AFFECTED:

3. IN LEYTE, 12 MUNICIPALITIES ARE AFFECTED AND STILL WITHOUT ELECTRICITY. ROADS AND DAMS ARE HEAVILY DAMAGED, 12 BRIDGES ARE DESTROYED. IN NEGROS OCCIDENTAL, SIX MUNICIPALITIES AND THREE CITIES ARE AFFECTED, TWO BRIDGES ARE DESTROYED, ONE BRIDGE DAMAGED.

NATIONAL RESPONSE

4. SEARCH AND RESCUE OPERATIONS PERMITTED THE RESCUE OF 8,300 FAMILIES AND THE EVACUATION OF 7,521 FAMILIES SO FAR. CLEARING OF MUD ONGOING IN ORMOC, WHERE FOOD IS NOW AVAILABLE, EITHER SHIPPED FROM CEBU OR AIRLIFTED. WITH ASSISTANCE REDCROSS AND LOCAL NGOS', DISTRIBUTION OF RELIEF SUPPLIES (FOOD, CLOTHING, BLANKETS, WATER CONTAINERS AND MEDICINES) BEING ORGANIZED ON DAYLIGHT ONLY, WITH DIFFICULTIES DUE TO SHORTAGE OF TRANSPOR- TATION AND FUEL, DAMAGED ROADS AND BRIDGES AND MUD. EVACUATION CENTRES SET UP IN SCHOOLS AND OTHER PUBLIC BUILDINGS. MEDICAL TEAMS FROM NEARBY PROVINCES OPERATING IN AFFECTED AREAS, AS SANITATION REMAINS SERIOUS PROBLEM. NEED FOR ADDITIONAL RELIEF AND MEDICAL PERSONNEL HIGHLIGHTED.

5. IN VISIT TO AFFECTED AREAS ON 10 NOVEMBER, PRESIDENT AQUINO ANNOUNCED CASH DONATIONS AND MONITORED FOOD DISTRIBUTION.

SITUATION

1. ON RETURN FROM FIELD MISSION ON 11 NOVEMBER TO MOST AFFECTED AREA (ORMOC) WITH UNDP/UNDRO REPRESENTATIVE, UNDRO DELEGATES REPORT THAT MOST OF THE CASUALTIES AND DAMAGE CONFINED TO HIGHLY POPULATED LOW-INCOME SETTLEMENTS IN AN AREA OF APPROXIMATELY 25 SQUARE KM OUTSIDE TOWN CENTER.

2. ORMOC NOW ACCESSIBLE BY ROAD. TOWN STILL WITHOUT ELECTRICITY. RIVER DYKES HAVE BEEN DESTROYED AND REHABILITATION NEEDS ATTENTION IN CASE OF FUTURE EVENTS.

3. APPROPRIATE DISTRIBUTION SYSTEM HAS NOW BEEN ESTABLISHED UNDER AUTHORITY OF CITY CO-ORDINATING COUNCIL, IN CO-OPERATION WITH DEPARTMENT FOR SOCIAL WELFARE AND DEVELOPMENT, REDCROSS AND MILITARY.FOOD EMERGENCY RATIONS DONATED BY USAID BEING DISTRIBUTED TO VICTIMS. WATER IS TRANSPORTED IN LIMITED QUANTITIES FROM CEBU AND DISTRIBUTED BY WATER TANKS.

4. ORMOC HOSPITAL WORKING TO FULL CAPACITY, JAPANESE MEDICAL TEAM OPERATIONAL IN ORMOC SINCE 12 NOVEMBER.

5. ASSESSMENT MISSIONS TO LEYTE INDICATE THAT ELECTRICITY HAS BEEN/IS BEING BEING RESTORED IN OTHER AFFECTED AREAS (LOSS WAS DUE TO DAMAGE TO HYDRO-ELECTRIC POWER PLANT IN CENTRAL LEYTE). SIGNIFICANT AGRICULTURAL DAMAGE HAS OCCURRED (SUGARCANE AND RICE CROPS), PARTICULARLY NEAR ORMOC.

REQUIREMENTS FOR INTERNATIONAL ASSISTANCE

6. PRIORITY NEEDS AS A RESULT OF SHORTAGE/CONTAMINATION OF DRINKING WATER AND SANITATION SITUATION: WATER CONTAINERS, SUBSTITUTES FOR DRINKING WATER, PURIFICATION TABLETS AND EQUIPMENT, DISINFECTANTS, QUICK LIME, FORMALIN.

7. CASH IS URGENTLY REQUIRED TO MEET EXPEDITIOUSLY THE ABOVE MENTIONED NEEDS AND FOR FOOD/SHELTER AS WELL AS FOR RESTORATION OF WATER SYSTEM AND INFRASTRUCTURE.

SITUATION

1. ON RETURN FROM MISSION TO ORMOC, UNDRO DELEGATE REPORTED THAT WITH FINANCIAL SUPPORT FROM PRESIDENCY, LOCAL AUTHORITIES REPAIRED 70 PERCENT OF ELECTRICITY AND, WITH ASSISTANCE FROM TECHNICAL TEAM DISPATCHED BY JICA (JAPAN INTERNATIONAL CO-OPERATION AGENCY), 60 PERCENT OF WATER SUPPLY SYSTEM. FOOD AND MEDICAL CARE ARE REGULARLY PROVIDED (ONE SUSPECTED CASE OF CHOLERA UNDER STRICT SURVEILLANCE). JICA'S MEDICAL TEAM COMPLETED TWO-WEEK OPERATIONS.9 OUT OF 45 DAMAGED BRIDGES NOW PASSABLE AND IT IS HOPED THAT ALL DAMAGED INFRASTRUCTURE IN ORMOC WILL BE RESTORED BY EARLY 1992.

2. FOLLOWING VERIFICATION, TOLL OF DEATHS OFFICIALLY RECORDED IS NOW AT 3,840 (PLUS 2,000 MISSING). 3,050 PEOPLE ARE INJURED.

3. PHILIPPINE REDCROSS EXTENDING RELIEF OPERATIONS FOR ONE/TWO MONTHS.

4. TEAM FROM PHILIPPINE DEPARTMENT OF SCIENCE AND TECHNOLOGY INVESTIGATING IN ORMOC CAUSES OF DISASTER AND WAYS TO PREVENT RECURRENCE.


REQUIREMENTS FOR INTERNATIONAL ASSISTANCE

5. CRUCIAL ISSUE AT THIS STAGE IS THAT OF 3,500 HOMELESS, WHO, DUE TO THE NEED TO EVACUATE SCHOOLS, ARE BEING SHELTERED IN TENTED TRANSIT CAMP. SUITABLE 5 HECTARES PIECE OF LAND HAS BEEN IDENTIFIED AND ALLOCATED BY AUTHORITIES FOR EMERGENCY RESETTLEMENT PROJECT. THIS PROJECT, WHICH IS EXPECTED TO PROVIDE SHELTER THROUGH LOCALLY AVAILABLE BUILDING MATERIALS TO ABOUT 700 FAMILIES AT AN ESTIMATED COST OF USD ONE MILLION, NEEDS URGENT DONORS' SUPPORT.

INTERNATIONAL RESPONSE

6. INTERNATIONAL AID REPORTED TO UNDRO SO FAR AMOUNTS TO OVER USD 5 MILLION (EXCLUDING CONTRIBUTIONS IN KIND FOR WHICH NO VALUE WAS REPORTED). LRCS APPEAL FULLY COVERED (USD 680,000).

SITUATION

1. EMERGENCY PHASE NOW OVER AND UNDRO RELIEF CO-ORDINATION TEAM RETURNED TO GENEVA. ROAD AND AIR TRAFFIC RESUMED. HOMELESS BEING TEMPORARILY SHELTERED IN TENTS. 70 PERCENT WATER SUPPLY RESTORED: PRESIDENTIAL ALLOCATION OF USD 639,000 GRANTED AND JICA (JAPAN INTERNATIONAL CO-OPERATION AGENCY) DISPATCHING FURTHER TECHNICAL TEAM FOR THIS PURPOSE.

2. DEATH TOLL NOW AT 3,956 (ADDITIONAL NUMBER OF 2,000 MISSING OF DIFFICULT VERIFICATION AT THIS STAGE).

3. NATIONAL SOLIDARITY MANIFESTED ITSELF IN PROVISION OF RELIEF PERSONNEL FROM NEARBY TOWNS AND ISLANDS AND IN THE GRANTING OF DONATIONS UPTO APPROXIMATELY USD 0.5 MILLION (MORE FUNDS ON THE WAY).

4. PHILIPPINE DEPARTMENT OF SCIENCE AND TECHNOLOGY COMPLETED SCIENTIFIC ASSESSMENT REPORT ON DISASTER (AVAILABLE WITH UNDRO). IT SHOULD BE RECALLED THAT FLASH FLOODS/MUDFLOWS WERE CAUSED BY SOME 140 MM OF TORRENTIAL RAIN WITHIN FEW HOURS ON 5 NOVEMBER 1991.

REQUIREMENTS FOR INTERNATIONAL ASSISTANCE

5. PROVISION OF HOUSING TO HOMELESS CONTINUES TO CAUSE CONCERN. ADDITIONAL FUNDING IS TO BE MADE AVAILABLE TO ORMOC AUTHORITIES FOR RESETTLEMENT PROJECT (UNDRO SITREP NO. 7 OF 22 NOVEMBER 1991 REFERS).

6. DISASTER HIGHLIGHTED DEVASTATING IMPACT OF DEFORESTATION AND ENVIRONMENTAL DAMAGE AND THE NEED TO ADDRESS THESE ISSUES IMMEDIATELY FOR DISASTER MITIGATION. DONORS' SUPPORT REQUIRED IN THIS FIELD.
