DHA-GENEVA INFORMATION REPORT NO. 1

1. ON 12 JANUARY CYCLONE DAISY HIT EAST COAST MADAGASCAR, ABOUT 200 KM EAST OF CAPITAL ANTANANARIVO, WITH WIND GUSTS OF 150 KM/H AND HEAVY RAINS. MORE THAN 90 SCHOOLS, CLINICS AND GOVT OFFICES DESTROYED AND ROADS SEVERELY DAMAGED. NUMBER OF KILLED/INJURED NOT YET KNOWN BUT EXPECTED TO BE CONSIDERABLE.

2. ANTANANARIVO IS FLOODED AND OVER 6,000 PEOPLE DISPLACED. AUTHORITIES, ACTIVELY ASSESSING DAMAGE, FEAR OUTBREAK OF PLAGUE, MALARIA AND DIARRHEA.

3. RESIDENT COORDINATOR, IN COLLABORATION WITH GOVT AND UN AGENCIES, MONITORING SITUATION CLOSELY AND EXPECTS PROVIDE MORE INFORMATION SOON, INCLUDING LIKELY REQUEST FROM GOVT FOR INTERNATIONAL ASSISTANCE.

1. IT APPEARS THAT CYCLONE DAISY DAMAGE IS CONSIDERABLE. ALSO, UN RESIDENT COORDINATOR/ANTANANARIVO REPORTS THAT 200 KM/H WIND GUSTS REGISTERED THIS MORNING ON SANTA MARIA ISLAND (OFF EAST COAST OF MADAGASCAR) CAUSED MATERIAL DAMAGE. HUMAN CASUALTIES NOT YET REPORTED.

2. METEOROLOGICAL SERVICE STATES THAT EYE OF THIS NEW CYCLONE (CODENAMED GERALDA) WILL REACH TOAMASIMA TODAY, WHERE EMERGENCY PHASE 3 ('IMMEDIATE DANGER') HAS BEEN DECLARED. IF CYCLONE FOLLOWS PRESENT PATH, ANTANANARIVO COULD ALSO BE HIT LATER TODAY. THIS MORNING EMERGENCY PHASE 1 ('ALERT') WAS IN EFFECT IN THE CAPITAL.

3. RESIDENT COORDINATOR, IN CLOSE COLLABORATION WITH GOVT AND UN AGENCIES, CONTINUES TO MONITOR SITUATION CLOSELY AND EXPECTS PROVIDE MORE INFORMATION SOON. A PRELIMINARY MEETING OF DISASTER MANAGEMENT TEAM TOOK PLACE THIS AFTERNOON.

4. GOVT IS ASKING FOR INTERNATIONAL ASSISTANCE, PARTICULARLY FOOD (RICE, ETC.), MEDICINES AND OTHER RELIEF GOODS. MORE DETAILED INFORMATION ON NEEDS HAS BEEN REQUESTED.

5. DHA IS PREPARED TO SERVE AS CHANNEL FOR CASH CONTRIBUTIONS TO BE USED DURING IMMEDIATE RELIEF PHASE. FUNDS ARE SPENT IN COORDINATION WITH RELEVANT ORGANIZATIONS OF U.N. SYSTEM, AND DHA PROVIDES DONOR GOVERNMENTS WITH WRITTEN CONFIRMATION ON UTILIZATION OF FUNDS CONTRIBUTED.

SITUATION/IMPACT

1. GOVT HAS ANNOUNCED MAXIMUM ALERT FOR CYCLONE GERALDA, THE MOST POWERFUL TO STRIKE SINCE 1927. WINDSPEEDS WERE UP TO 350 KM/H, THE HIGHEST RECORDED WORLDWIDE FOR SEVERAL DECADES. UN RESIDENT COORDINATOR'S PRELIMINARY REPORT STATES THAT IN PORT CITY OF TAMATAVE (TOAMASINA) 95 PERCENT OF HOUSING, CHURCHES, SCHOOLS AND HOSPITALS SEVERELY DAMAGED/DESTROYED AND OVER 50,000 PEOPLE HOMELESS. 7 SHIPS SUNK IN HARBOUR. ROADS SEVERELY DAMAGED AND ELECTRICITY AND TELEPHONE LINES CUT. SO FAR 11 PEOPLE REPORTED KILLED, WITH MANY MORE INJURED.

2. OTHER AREAS HIT ARE FENERIVE, WHERE BRIDGES AND HOUSES DESTROYED, AND ISLAND OF SAINTE MARIE, WHERE 90 PERCENT OF PLANTATIONS AND ALL ELECTRICAL INSTALLATIONS WERE WIPED OUT. IN OTHER AREAS THERE IS HEAVY CROP DAMAGE. CYCLONE LARGELY BYPASSED CAPITAL ANTANANARIVO, ALTHOUGH 7 PEOPLE KILLED AND LOWER PARTS OF CITY FLOODED. A POTENTIAL DIKE BREAK COULD CAUSE MAJOR PROBLEMS IF ONGOING RAINS PERSIST. MEANWHILE, 100,000 PEOPLE REPORTED HOMELESS. FOR WHOLE OF MADAGASCAR, THE NUMBER OF PEOPLE AFFECTED COULD WELL RISE TO OVER 500,000.

NATIONAL/INTERNATIONAL RESPONSE

3. A STATE OF EMERGENCY IS IN EFFECT AND GOVT HAS REQUESTED INTERNATIONAL ASSISTANCE. ARMY UNITS BEING DEPLOYED. BECAUSE OF HEAVY DAMAGE TO ROADS, BRIDGES, ETC., DISTRIBUTION OF RELIEF GOODS AND FIRST NECESSITIES OF LIFE (E.G. RICE, SOAP, SUGAR) IS DIFFICULT.

4. RESIDENT COORDINATOR HAS PARTICIPATED IN GOVT/MULTIDONOR MISSION TO DISASTER AREA. ITS REPORT, INCLUDING FIRST ASSESSMENT OF RELIEF NEEDS, IS EXPECTED SHORTLY. DHA-GENEVA HAS MADE AVAILABLE AN EMERGENCY RELIEF GRANT OF USD 30,000 AND FRENCH GOVT HAS ORGANIZED AN AIRLIFT, ORIGINATING FROM REUNION WITH RELIEF GOODS AND PERSONNEL.

5. DHA IS PREPARED TO SERVE AS CHANNEL FOR CASH CONTRIBUTIONS TO BE USED DURING IMMEDIATE RELIEF PHASE. FUNDS ARE SPENT IN COORDINATION WITH RELEVANT ORGANIZATIONS OF U.N. SYSTEM, AND DHA PROVIDES DONOR GOVERNMENTS WITH WRITTEN CONFIRMATION ON UTILIZATION OF FUNDS CONTRIBUTED.

SITUATION

1. CYCLONE GERALDA, WHICH HIT MADAGASCAR 2-3 FEB, WAS ONE OF MOST SERIOUS IN DECADES. ENTIRE PROVINCE OF TOAMASINA (TAMATAVE) SERIOUSLY AFFECTED BY WINDS/TORRENTIAL RAIN. TOAMASINA HAS 1.9 MILLION POPULATION (ABOUT 16 PERCENT OF COUNTRY) AND CONTAINS MAIN PORT, ONLY REFINERY AND MAIN LINES OF ROAD AND RAIL COMMUNICATION FROM COAST TO CAPITAL, ANTANANARIVO, SITUATED AT 1,250-METRE ALTITUDE IN CENTRE OF ISLAND. PROVINCE AND CITY OF ANTANANARIVO WERE SPARED CYCLONE FORCE WINDS BUT HAVE BEEN SUBJECT TO CONTINUOUS HEAVY RAIN AND SUBSEQUENT
FLOODING. AFTER LEAVING CENTRAL PLATEAU (SITE OF ANTANANARIVO), CYCLONE MOVED WESTWARDS OVER MOZAMBIQUE CHANNEL BUT RETURNED TO TULEAR REGION. IT APPARENTLY LOST FORCE CROSSING ISLAND, BUT IT HAS NOT YET BEEN CONFIRMED THAT THERE IS NO DAMAGE ON WEST COAST OF COUNTRY.

IMPACT

2. COMMUNICATIONS, ROAD TRANSPORT AND PORT OF TAMATAVE (INCL. OIL REFINERY) SEVERELY DAMAGED. ALL BUT REFINERY (WHERE THERE ARE, HOWEVER, SOME STOCKS OF OIL PRODUCTS) EXPECTED TO BE PARTLY FUNCTIONAL THIS WEEK. INITIAL COST FOR IMMEDIATE PROVISIONAL REPAIR OF
INFRASTRUCTURE ESTIMATED TO EXCEED USD 6 MILLION. GOVT REPORTS 43 PERSONS KILLED AND CONFIRMS 500,000 PEOPLE SERIOUSLY AFFECTED. CROP DAMAGE CONSIDERABLE. GOVT ESTIMATES 70 PERCENT RICE FIELDS FLOODED AND PROBABLY DESTROYED. RICE PRICES (E.G. IN TAMATAVE) ALREADY REPORTED TO HAVE DOUBLED. MEDICAL PROBLEMS EXPECTED: MALARIA, DIARRHEA, MEASLES, ETC., MAY BECOME SERIOUS AND VACCINATION CAMPAIGNS
WILL BE REQUIRED.

NATIONAL/INTERNATIONAL RESPONSE

3. ON 4 FEB RESIDENT COORDINATOR AND UNICEF/WFP REPRESENTATIVES ACCOMPANIED A GOVT MISSION TO VISIT TAMATAVE. ON SAME DAY A JOINT USAID/UN SYSTEM/EEC MISSION FLEW OVER TAMATAVE PROVINCE. ON 5 FEB MINISTRY OF FOREIGN AFFAIRS ORGANIZED A COORDINATION MEETING WHICH LED TO A PRELIMINARY ASSESSMENT OF DAMAGE AND RELIEF NEEDS. AT NATIONAL LEVEL, PRIORITIES ARE TO REPAIR REFINERY AND ROAD/RAIL LINKS BETWEEN TAMATAVE AND ANTANANARIVO.

4. REQUIREMENTS FOR ASSISTANCE

A) FOOD

- GOVT REQUESTING FOOD AID IN TERMS OF RICE, FLOUR, EDIBLE OIL, MILK POWDER AND SUGAR. WFP ACTIVELY REVIEWING IMMEDIATE NEEDS WITH GOVT.

B) CLOTHING/SHELTER/OTHER

- CLOTHING AND BLANKETS FOR 500,000 PEOPLE, OF WHICH 60 PERCENT CHILDREN
- CORRUGATED IRON
- OTHER ITEMS, SUCH AS PORTABLE WATER FILTERS, COLLAPSIBLE WATER CONTAINERS, 24-PERSON TENTS, SMALL GENERATORS, WALKIE TALKIES AND OTHER EQUIPMENT COMMONLY USED IN CYCLONE/FLOOD
DISASTERS

C) MEDICINES

- DETAILED LIST RECEIVED FROM GOVT IS BEING PRIORITIZED BY WHO. MEANWHILE, IT IS RECOMMENDING WHO HEALTH KITS AND IS ALREADY SENDING MEDICAL SUPPLIES FOR 60,000 PEOPLE.

5. DHA IS PREPARED TO SERVE AS CHANNEL FOR CASH CONTRIBUTIONS TO BE USED DURING IMMEDIATE RELIEF PHASE. FUNDS ARE SPENT IN COORDINATION WITH RELEVANT ORGANIZATIONS OF U.N. SYSTEM, AND DHA PROVIDES DONOR GOVERNMENTS WITH WRITTEN CONFIRMATION ON UTILIZATION OF FUNDS CONTRIBUTED.

SITUATION/IMPACT

1. DEATH-TOLL (REPORTED EARLIER AS 43) STILL RISING, AND A LARGE NUMBER OF PEOPLE ARE WOUNDED. NUMBER OF PEOPLE AFFECTED REMAINS 500,000.

2. SITUATION AT TAMATAVE SLOWLY IMPROVING, ALTHOUGH THIS PORT CITY STILL HAS NO TELEPHONE, ROAD/RAIL COMMUNICATIONS WITH CAPITAL. RESUMPTION OF REFINERY PRODUCTION WILL TAKE 4-6 MONTHS, WHEREAS STOCKS WILL LAST ONLY 4 WEEKS. HENCE GOVT, IN CONSULTATION WITH DONORS, IS PREPARING FOR IMPORTS. ANTANANARIVO (MUCH OF WHICH IS SERIOUSLY FLOODED) IS COPING WITH FOOD SHORTAGES AND RAPIDLY INCREASING FOOD PRICES. SOCIAL PROBLEMS MAY ARISE IN NEXT FEW DAYS. ALSO, FUEL SHORTAGE BECOMING ACUTE, SINCE NO FOOD OR OTHER NECESSITIES CAN REACH CITY. RURAL AREAS STILL LARGELY INACCESSIBLE DUE TO FLOODING AND LACK OF COMMUNICATIONS. FOOD DROPS MAY BE NECESSARY.

INTERNATIONAL RESPONSE

3. DONOR COMMUNITY, CLOSELY COLLABORATING WITH GOVT, ORGANIZING FREQUENT MEETINGS TO ASSESS DAMAGE AND NEEDS FOR INTERNATIONAL ASSISTANCE. MAJOR MEMBERS OF GROUP ARE: UN (UNDP, WFP, WHO, FAO, UNESCO, UNICEF AND WORLD BANK), REGIONAL ORGANIZATIONS (EU), DONOR COUNTRIES (FRANCE, GERMANY, JAPAN, SWITZERLAND, UK, USA(USAID)) AND NGO'S (MSF(FRANCE), CRS, AICF, CARE AND IFRC). THEY HAVE ESTABLISHED WORKING GROUPS FOR FOLLOWING SECTORS: INFRASTRUCTURE, RURAL AREAS, FOOD, FUEL, WATER AND SANITATION. THEIR FINDINGS ARE EXPECTED TO RESPOND TO MOST URGENT NEEDS AND GOVT PRIORITIES IN EMERGENCY/REHABILITATION PROCESS. MORE DETAILED INFORMATION EXPECTED SHORTLY.

1. MADAGASCAR WAS HIT BY 2 CYCLONES, RESULTING IN MAJOR DAMAGE INCL. HEAVY FLOODS IN ANTANANARIVO AND RURAL AREAS:

DAISY: 13-17 JAN WITH WINDSPEEDS 160-250 KM/H
GERALDA: 2- 4 FEB WITH WINDSPEEDS 250-350 KM/H

2. REGIONS AFFECTED BY

DAISY: VATOMANDRY, ANOSIBE, AN'ALA, FANDRIANA, AMBATO-FINANDRAHANA, BEROROHA, ANKAZOABO, TOLIARA II, AMPANIHY, BELOHA

GERALDA: TOAMASINA, BRICKAVILLE, MORAMANGA, FENOARIVO BE, TSIROANOMANDIDY, MIANDRIVAZO, BELO SUR TSIRIBININA

SOME AREAS WERE HIT TWICE IN 2 WEEKS. A TOTAL 500,000 PERSONS ARE AFFECTED OUT OF 5.4 MILLION POPULATION IN CONCERNED REGION.

IMPACT

3. IN ANTANANARIVO 43 REPORTED DEAD AND 40,000 HOMELESS. ON 11 FEB PRESS REPORTED OVER 200 DEAD FOR TOTAL AFFECTED AREA, WITH SEVERAL INJURED/MISSING.

4. VAST DAMAGE TO ROADS/BRIDGES (20 NATIONAL AND NUMEROUS SECONDARY/TERTIARY ROADS INTERRUPTED). REPAIR COST ESTIMATED USD 10 MILLION. RAILROADS SEVERELY AFFECTED. PORT OF TAMATAVE HEAVILY DAMAGED AND COUNTRY'S ONLY OIL REFINERY WILL NOT BE FUNCTIONAL FOR 4-6 MONTHS. WATER AND ELECTRICITY SUPPLIES BEING RESTORED, ALTHOUGH THERE IS CONCERN ABOUT QUALITY DRINKING WATER. 40 PERCENT OF COMMUNICATIONS NETWORK NOT YET FUNCTIONING. HOUSING AND PUBLIC BUILDINGS, PARTICULARLY IN TAMATAVE, SERIOUSLY DAMAGED. CROPS (RICE, FRUIT TREES) AND LIVESTOCK SEVERELY AFFECTED. DUE TO DISTURBED COMMUNICATIONS/ROADS/RAILWAYS, PRICES OF FOOD/OTHER NECESSITIES HAVE RISEN TO ALARMING LEVELS, PARTICULARLY IN ANTANANARIVO.

NATIONAL RESPONSE

5. DURING DAISY'S PASSING AND BEFORE GERALDA HIT, NATIONAL NGO'S ORGANIZED RELIEF CENTRES FOR THOSE MOST AFFECTED. GOVT ORGANIZED 2 COMMITTEES, 1 FOR DONOR COORDINATION AND 1 FOR DAMAGE ASSESSMENT/RELIEF NEEDS. IT ALSO REQUESTED INTERNATIONAL ASSISTANCE.

INTERNATIONAL RESPONSE

6. UN RESIDENT COORDINATOR (WITH BILATERAL DONORS, EU AND NGO'S) ASSISTING GOVT WITH DAMAGE/NEEDS ASSESSMENT, USING LOCALLY AVAILABLE AID RESOURCES, AND GENERATING ADDITIONAL INTERNATIONAL CONTRIBUTIONS. SITUATION/IMPACT

1. ALTHOUGH ANOTHER TROPICAL DEPRESSION HIT EAST COAST 17 FEB, NO DAMAGE/CASUALTIES WERE REPORTED AND EMERGENCY PHASE IS OVER, BUT NEEDS FOR EMERGENCY ASSISTANCE WILL CONTINUE FOR SOME TIME. EMPHASIS NOW ON REHABILITATION.

2. NUMBER OF HOMELESS IN ANTANANARIVO HAS INCREASED TO 60,000 SINCE MORE HOUSES HAVE BEEN AFFECTED BY FLOODS.

3. A MAJOR CONCERN IS SERIOUS DETERIORATION OF MORAMANGA/BRICKAVILLE RAILWAY. REPAIR COSTS ESTIMATED AT USD 4 MILLION.

4. FOOD SITUATION STILL PROBLEMATIC. DUE TO CROP DAMAGE, FOOD SHORTAGES WILL CONTINUE FOR CONSIDERABLE TIME, PARTICULARLY IN BRICKAVILLE AREA.

NATIONAL/INTERNATIONAL RESPONSE

5. GOVT HAS ASKED DONORS TO CONTINUE ASSESSMENT/COORDINATION ACTIVITIES AND SUGGESTED DESIGNATING A SINGLE INTERNATIONAL COORDINATOR. WITH DONOR CONSENT, UN RESIDENT COORDINATOR (ALSO DHA REPRESENTATIVE) HAS ASSUMED THIS TASK.

6. DONOR COMMITTEES CONTINUE THEIR WORK. A MULTISECTORAL WORLD BANK MISSION VISITED MADAGASCAR 13-22 FEB AND HAS FORMULATED PROPOSALS FOR REHABILITATION/ASSISTANCE.

7. STILL NEEDED FOR EMERGENCY RELIEF ARE USD 400,000 FOR FOOD (MAINLY BRICKAVILLE REGION) AND FUEL FOR ANTANANARIVO.
