1. GOVT OF MADAGASCAR HAS ISSUED OFFICIAL APPEAL FOR INTERNATIONAL ASSISTANCE AT END OF FEBRUARY, TO RESPOND TO NEEDS OF POPULATION AFFECTED BY CYCLONE BONITA WHICH HIT MADAGASCAR ON 10-11 JANUARY.

2. CYCLONE BONITA CAUSED SIGNIFICANT DAMAGE ALONG COUNTRY'S NORTHEASTERN COAST, ESPECIALLY IN FENERIVE, FOULPOINTE, AND MAHAMBO AREAS. 100,000-150,000 PEOPLE WERE AFFECTED, AND NINE WERE KILLED. DHA/UNDP RESIDENT REPRESENTATIVE IN ANTANANARIVO HAS BEEN CLOSELY COOPERATING WITH GOVT AND LOCAL DONOR COMMUNITY IN COORDINATING RELIEF EFFORTS.

3. THREE SURVEYS HAVE BEEN SO FAR CARRIED OUT ON CYCLONE'S IMPACT ON AGRICULTURAL PRODUCTION, FOOD STOCK, AND NUTRITIONAL SITUATION. THEY REVEALED RAPIDLY DETERIORATING NUTRITIONAL SITUATION, AS CYCLONE DESTROYED CROPS AND FOOD STOCK. IN THREE HARDEST-HIT COMMUNES OF ANDONDABE, AMPASIMBE, AND MAHAVELONA, 10-20 PERCENT OF CHILDREN UNDER FIVE SUFFER FROM GENERAL MALNUTRITION AND 5-10 PERCENT OF ALL CHILDREN SUFFER FROM SEVERE MALNUTRITION.

4. GOVT HAS ENDORSED THREE-MONTH ASSISTANCE PROGRAM FOR ABOVE THREE COMMUNES, WHICH HAS BEEN DEVELOPED BY LOCAL DONOR COMMUNITY WITH ACTIVE INVOLVEMENT OF NGO'S. IT INCLUDES FOLLOWING COMPONENTS: 1) GENERAL FOOD DISTRIBUTION FOR 40,000 PEOPLE, 2) SUPPLEMENTARY FOOD DISTRIBUTION FOR 1,500 MALNOURISHED CHILDREN UNDER FIVE, 3) ESTABLISHMENT OF CRENI (CENTRE DE RECUPERATION NUTRITIONELLE INTENSIVE) CAPABLE OF TREATING 100 SEVERELY MALNOURISHED CHILDREN, AND 4) ESTABLISHMENT OF SURVEILLANCE NETWORK TO MONITOR NUTRITIONAL SITUATION. TOTAL COST OF THIS PROGRAM IS ESTIMATED AT USD 1.2 MILLION.

5. DHA IMMEDIATELY RELEASED EMERGENCY GRANT OF USD 30,000 TO SUPPORT THIS ASSISTANCE PROGRAM.

6. GOVTS OF GERMANY AND FRANCE HAVE PROVIDED USD 100,000, AND RELIEF ITEMS WORTH USD 78,278 (FF 400,000), RESPECTIVELY.

7. DHA IS PREPARED TO SERVE AS A CHANNEL FOR CASH CONTRIBUTIONS TO BE USED DURING IMMEDIATE RELIEF PHASE. FUNDS ARE SPENT IN COORDINATION WITH RELEVANT ORGANIZATION OF THE UN SYSTEM. DHA PROVIDES DONOR GOVTS WITH WRITTEN CONFIRMATION OF UTILIZATION OF FUNDS CONTRIBUTED.

9. FOR COORDINATION PURPOSES, DONORS ARE REQUESTED TO INFORM DHA-GENEVA, AS INDICATED BELOW, OF BILATERAL RELIEF MISSION/PLEDGES/ CONTRIBUTIONS AND THEIR CORRESPONDING VALUE BY ITEM.
