United Nations Inter-Agency Mission to Zlitan, Libya
1.) Mission Objectives
Food Security & Livelihoods: Conduct a food security rapid needs assessment and identify and coordinate with potential partners the immediate distribution of WFP food supplies (WFP).
Health: Assess the health situation and the effects of the conflict on health, including the capacity of Zlitan Central Hospital in terms of services being provided, supplies, and equipment (OCHA on behalf of WHO).
WASH: Assess water availability in Zlitan, particularly the capacity of the desalination plant (OCHA on behalf of UNICEF/WASH Cluster).
Protection: Determine if there are persons of concern to UNHCR in Zlitan (refugees, asylum seekers); assess urgent protection issues for children, including psychosocial distress, and child rights violations such as attacks on schools and hospitals and casualties amongst children; assess the presence of small arms/light weapons and contamination of unexploded ordnance (UXO) and explosive remnants of war (ERW), especially in schools; establish a focal point for future assistance in mine risk education (MRE), and required UXO/ERW clearance assistance from UNMAS (UNHCR).
Shelter/NFIs: Assess the extent of damages to housing and infrastructure in and on the way to Zlitan; undertake a rapid assessment on NFI needs and for the newly-arrived IDPs in Misrata (UNHCR).
Logistics: Determine the logistics capacity of Zlitan (port, roads and warehouses) and/or its dependency on Misrata; assess conditions of the road corridor between Misrata and Zlitan and if possible onwards towards Tripoli (WFP).
Coordination: Liaise with local authorities and NGO partners to assess humanitarian needs, including through collecting sectoral information and identifying humanitarian response capacities; conduct a Rapid Multi-Sectoral Assessment, including providing population figures, information on the situation before the crisis, and expected developments in the coming months (OCHA).
