Statement by the Meeting of the Joint Misrata-Tawergha Dialogue Committee Convened on 25-26 April 2016 in Tunis

The select Committee established by the Joint Misrata-Tawergha Dialogue Committee met in Tunis on 25-26 April 2016 under the auspices of the Human Rights, Transitional Justice and Rule of Law Division of the United Nations Support Mission in Libya (UNSMIL).

The Committee discussed all steps taken by the Joint Dialogue Committee since its inception until a Road Map was reached on 17 December 2015.

The Committee addressed the reparations file and agreed on all points. The meeting developed the necessary criteria for categorizing affected persons and specifying the needed monetary amounts for reparations.

The meeting also affirmed the continuation of confidence building between the two parties on all pending files until the next meeting, as well as continuation of the joint action between both parties to develop clear solutions for all issues.

The discussions also specified the return requirements through developing a clear programme that can be implemented within a period of three to four months. The programme shall include rehabilitation of the area in terms of basic facilities such as electricity, water, opening up roads, identifying mine contaminated areas as well as maintenance and preparation of hospitals. Within this programme, the value of damages shall be paid and clear programmes shall be developed for beneficiaries of health reparations.

It was also agreed to establish a mechanism that guarantees the implementation of the mentioned programme in a manner that ensures full transparency and good management of resources so as to ensure that they achieve the targeted objective.

Finally, the meeting agreed to prepare these requirements within a maximum period of one month in the form of a project in which priorities, the implementation timetable and financial cost are specified. This project shall be submitted to the Libyan Government, United Nations and States that wish to assist. This meeting will convene in Libya to review the achievements of this programme and set the date of return to Tawergha.
