Kenya: Civil Unrest appeal n°: MDRKE029 Operations Update n° 1

Summary: On 15 June 2014, heavily armed gunmen attacked Mpeketoni; a small town located about 40km off the Indian Ocean coastline in Lamu County in Kenya. The gunmen attacked business premises, setting on fire commercial premises including banks, hotels, a restaurant, and a petrol station. The gunmen also set on fire motor vehicles, tractors and residential houses well. During the first attack 49 lives were lost, and follow up attacks occurred on 16 June 2014 in Mporomoko village, 18km from the Mpeketoni town which left 9 more persons dead. In addition two more bodies were recovered on 19 June 2014 near Witu, bringing the death toll to 60. Moreover, 5 more people were killed on 23 June and 22 killed on 5 July, totalling to 97 lives lost after the series of attacks over three weeks’ time. This led to displacement of the households from the villages of which a total of 989 households were displaced, and a large population movement was experienced from both Lamu and Mpeketoni.

The security situation in Mpeketoni and neighbouring areas is still volatile with communities fearing for their safety. Security has now been increased through the deployment of the Kenya Defence Forces. However the security situation is still volatile, with the communities not willing to get back to their homes. Initial initiative by the authorities to close the camps has been met by reluctance from the community members who feel they are secure in the camps more than in their homes.
The affected population are living in designated camps at Hindi Prison, Kengen sub-station, Kwa kamenya, Kanisani, Kitale Mavuno in Mpeketoni.

Due to the continuing humanitarian situation, there is a need to continue the water, sanitation and hygiene promotion and health activities for two additional months. By mid-September, all planned activities in these two sectors will be completed and targeted beneficiaries will be reached per the initial Emergency Plan of Action.

This operations update seeks a second DREF allocation of CHF 49,194 and an extension on the operation timeframe for two additional months until 16 September 2014. The Final Report will be made available on 16 December, 2014 (3 months after the end of the operation).
