Japan slow to execute quake budget in 2011/12

TOKYO, June 29 (Reuters) - Japan failed to spend 40 percent of the money it allocated for the first year of reconstruction in the country's northeast, devastated by a massive earthquake and tsunami last March, the government said on Friday.
