Situation Overview

The humanitarian crisis in Iraq is one of the largest, most complex and highly volatile in the world. More than 10 million Iraqis are estimated to require some form of humanitarian assistance, including 3.2 million civilians who are internally displaced, many for the second or third time. By year’s end, depending on the scale and duration of the Mosul military operation, 11 million Iraqis are expected to require humanitarian assistance. Despite robust prioritization of the humanitarian appeal, full funding has not been forthcoming. The 2016 Iraq Humanitarian Response Plan launched in January 2016 seeks US$ 861 million to support 7.3 million vulnerable Iraqis. As of the end of October, the Plan was funded at 62 per cent of these requirements.

Humanitarian partners continue to respond to needs of vulnerable Iraqis despite the funding gaps and an extremely complex operational environment, and during the month of October have reached about 3.8 million people with some form of humanitarian assistance across the country. Over 2.4 million people were reached with food assistance and cash-based transfers in the reporting period; more than 838,000 people in at-risk communities received safe, sustained, equitable access to a sufficient quantity of water through water trucking, maintenance of water and sanitation systems and facilities; 471,600 people received health consultations and 40,676 vaccinations have been administered throughout the country.

People fleeing conflict areas in Anbar, Erbil, Kirkuk, Ninewa, Salah al-Din, and Sulaymaniyah were supported with emergency supplies and 106,228 kits containing bottled water, ready-to eat food and hygiene items were distributed through the Rapid Response Mechanism, managed by UNICEF and WFP and supported by UNFPA in collaboration with a consortium of NGO implementing partners. Almost 47,780 people have been provided with protection assistance through community-level and household assessments, awareness-raising sessions, and referral for cash assistance. With colder temperatures fast approaching, over 15,790 people received shelter or household items or beneted from replenishment and upgrades to their current dwellings. Education partners have reached more than 65,200 people with emergency education, including in hot spot locations, and have established or rehabilitated 57 schools and learning spaces.

Underpinning efforts by humanitarian organizations, logistics partners are working to receive, handle and store humanitarian commodities in Erbil, Dahuk, and Baghdad warehouses, and to establish inter-agency storage space at district level, while ensuring coordination with recipient agencies and organizing timely dispatches according to priorities and needs.
