Reports from Monitoring Agencies

IMD's forecast & report:

The year 2003 to be the below normal monsoon year. The monsoon advanced to Kerala and parts of Tamilnadu on 8th June with a delay of about a week. As per the new 8-Parameter Probabilistic Model indicates that quantitatively, the rainfall over the country during the South-West- Monsoon-2003 season is likely to be 96 per cent (below normal) of its Long Period Average (LPA) on the estimated model error of + 5 per cent.

Seasonal Weather Report:

Cumulative seasonal rainfall (June 1 to June 18, 2003):

12 out of 36 meteorological sub-divisions have received excess to normal rainfall. It has been deficient or scanty in 24 sub-divisions.

Rainfall (mm) (During the week ending on June 18, 2003)

Rainfall was excess to normal in 20 out of 36 meteorological sub-divisions. It was deficient in 10 and scanty in 6 sub-divisions.

Central Water Commission
(As on 23.6.2003)

The Central Water Commission is monitoring flood situations at 161 flood-forecasting stations which includes 134 stage forecasting and 27 inflow forecasting stations located on 8 major interstate river systems covering 14 flood prone states, one Union Territory and the National capital.

Out of 134 stage-forecasting stations, the degree of flood situations at various sites.

Unprecedented flood situation: NIL
High Flood situation: NIL
Moderate Flood situation: 7

The remaining stage forecasting stations are either below their respective danger or warning levels.

In Assam, River Brahmaputra at Dibrugarh, Jiabharali at Road Crossing in Sonitpur and Puthimari at N.H.Crossing in Kamrup district are flowing at or below danger level with steady trend.

River Sankosh at Golakganj in Dhubri and River Beki at Road Bridge in Barpeta district are flowing at or below warning level with falling trend.

In UP, River Gandak at Khadda is flowing at or below warning level with falling trend.

In Bihar, River Kosi at Basua is flowing at or below warning level with falling trend.

National Remote Sensing Agency
(As on 23.6.2003)

The National Remote Sensing Agency(NRSA) sends regular flood maps along with data obtained through Radar satellite / microwave satellite for assessing the intensity of flood situation in various States. As per observations based on the analysis of IRS-1D WiFS data of 16-6-03 the floods inundation were observed in Nalbari (10,878 ha.) and Barpeta (35, 337 ha.) districts.

The National Disaster Management Division of MHA at the centre level is now coordinating the relief measures in the event of natural calamities(other than drought or epidemic) and man-made disasters, excluding specific items of business allocated other Ministries/ Departments.

Conference of Relief Commissioners of the States is to be held on 2nd July 2003 to review the status of preparedness in view of the South- West monsoon 2003.

States/ UTs requested to gear up relief machinery at States and District level to meet any eventuality created.

The NDM Control Room is monitoring the flood situation.

Reports from States/UTs.:

ASSAM
(As on 23-06- 2003):

According to the report of the State Government 7 districts were affected by heavy rains and floods, these are Kamrup, Nalbari, Dhemaji, Karimganj, Hailkandi, Darrang and Dhubri. In Kamrup district road communication in a few places still remaing disrupted. Affected families were shifted to safer places. The State Government has distributed gratuitous relief viz; Rice 298 quintals, Dal 42 quintals, salt 12 quintals and number of water purifying packets among the affected people.

KERALA
(As on 23-06- 2003):

As per information received from the State Government 11 districts have been affected due to heavy rains/ floods. 402 families affected. 8 human lives lost, 1 persons missing and 19 persons reported injured. 21 houses fully and 86 houses partially damaged. The State Government has evacuated 21 families and opened 2 camps for affected persons.

DELHI
(As on 17-06- 2032)

The Flood Control Department, Government of Delhi has set up a Flood Control Room in Room No. 422, 4th floor I.S.B.T. Bldg. Kashmere Gate, Delhi and functioning round the clock since 15.6.2003

Main functions of the Control Room will be to collect the information regarding the drainage congestion, Gauge & discharge data at various points alongwith river Yamuna, important drainages in U.T. of Delhi.
