Unprecedented flood situation: NIL

High Flood situation: 1

In Bihar, River Bagmati at Benibad in district Muzaffarpur is flowing within 0.50 m of its previous highest flood level (HFL) with steady trend.

Moderate Flood situation:

35 floods forecasting stations in the country reported moderated flood situation at 0800 hrs on 15-7-2003. These stations are as under:

  • 17 Flood forecasting Stations In Assam,
  • 16 Flood forecasting Stations In Bihar,
  • 01 Flood forecasting Station In Uttar Pradesh,
  • 01 Flood forecasting Station In West Bengal. These stations are flowing between danger level and within 0.50m of previous HFL or above warning level but below danger level.

The remaining 125 forecasting stations reported either below danger / warning level.

As per observations based on the analysis of IRS-1C WiFS data of 3rd & 4th July 2003 District wise flood inundation in Bihar was observed as follows:

In West Champaran (15836), Gopalganj (4047), Muzaffarpur (17060 ha.), Sitamarhi (20277 ha.) Madhubani (18906 ha.), Darbhanga (39954 ha.), Samastipur (6331), Araria (7077), Katihar(5662), Kishanganj (15814), Supaul (1726 ha.), Purnia (3173), Khagariya (5552 ha.), Sheohar (3178) and Saharsa (5303 ha.).

On the basis of data of 4th & 7th July 2003, District wise flood inundation in Assam were observed as follows:

In Barpeta (17015 ha.), Bongaigaon (1449 ha.), Cachar (21283 ha.), Darrang (6108 ha.) Dhemeji (21929 ha.), Dhubri (15459 ha.), Dibrugarh (34827ha.), Golaghat(5722), Golpara (9803 ha.) Hailakandi(5199), Jorhat(10846ha.), Kamrup (19760 ha.), Karbi Anglong (1070), Karimganj (13879 ha.), Lakhimpur (12113ha.), Marigaon (33110ha.), Nalbari (4967 ha.), Nowgong (27549), Sibsagar (39991 ha.), Sonitpur(10480 ha.) and Tinsukia (10405 ha.).

The concerned State Relief Commissioners were contacted on Telephone. It was informed that at present they do not require any assistance from GOI.

Details, as received from the State Governments, are as under:-

ARUNACHAL PRADESH
(As on 14-07- 2003):

9 districts have been affected in varying degrees due to floods/heavy rains and landslides since 15.6.2003. . State Government has instructed districts authorities to take necessary rescue & relief measures in the affected areas. Flood affected people evacuated to safe places. Roads communication disrupted. Petrol pump, play ground, water tanks & pipelines were also reported damaged due to floods and landslides. State Government will send a detailed report shortly.

ASSAM
(As on 16-07- 2003):

According to the report of the State Government 20 districts were affected by heavy rains and floods, these are Kamrup, Nalbari, Dhemaji, Karimganj, Hailkandi, Darrang, Dhubri, Golpara, Moigaon, Golaghat, Sonitpur, Jorhat, Sivasagar, Nagaon, Barpata, Karbi-Anglong, North lakhimpur,Dibrugarh, Bongaigaon and Tinsukia. Water levels of River Brahmaputra was flowing above danger level or water level was rising in the districts of Sibsagar, Morigaon, Golaghat, Goalpara, Sonitpur and Nalbari . in district Dhemaji situation is improving, Railway and Road communications over NH 52 is still remain disrupted. Roads communications at many places in the affected districts still remains disrupted. Districts authorities have shifted affected families to safer places like School/ Institutions buildings. Soil erosions are still continuing in several parts of the affected districts. Over all floods situation in the many districts of the State are remains unchanged. The worst affected districts of Dhemaji, Goalpara, Dhubri, Nalberi, Nagaon and Hailakandi have no let up in the flood situation since the last few days.

The State Government has distributed gratuitous relief viz; Rice 35,846 quintals, Dal 1264 quintals, salt 805 quintals, Chira 55 quintals and number of water purifying packets among the affected people. 421 relief camps have been opened. District authorities have deployed numbers of boats for rescue and relief operations.

BIHAR
(As on 16-07- 2003):

10 districts viz. Darbhanga, Madhubani, Muzaffarpur, Sitamarhi, Saharsa, Sheohar, Samastipur, Araria, East Champaran and Supaul have been affected in varying degrees due to flood/ heavy rains. State Government has issued instructions to Collectors of all flood prone districts for taking necessary measures to provide the safety and security of the affected people. Funds have been allotted to the district authorities under various sub-heads of CRF for undertaking rescue and relief measures in the affected areas including making ex-gratia payment to the kin of deceased. Sufficient numbers of boats have been deployed for rescue and relief operations in the affected areas. Meetings with Army officers and GM East-Central Railways have been held and emergency plans have been formulated to meet the situation.

HIMACHAL PRADESH
(As on 17-07- 2003):

The cloudburst occurred around 2.30 -- 3.00 AM at Shilagarh in Gursa area (near village kursu, Maniar about 3 Kms from inside the Kulu-Manali Road) of Kulu sub-Division on 16th July 2003, about 40-50 people are feared to buried/ washed away and property worth lakhs of rupees reported damaged. 19 human lives lost reported so far. About 35 people are admitted in the Hospital at Kulu and Bhuntar. 20 people are reported missing. They were working for Parwati Hydropower project. All communication links and power supply are affected in the area.

District administration, with essential commodities has reached the affected areas for organizing rescue & relief operation. ITBP rescue & relief team of 350 personnel have also reached at the spot and working, communication has been set up at the site and Control Room at Kulu to coordinate and monitor the operation. Further an Addl. DIG, ITBP has been moved to supervise rescue operation. ITBP has recovered 18 bodies. In addition to this, about 50 Home Guards have also reached the site to assist the operation.

KERALA
(As on 14-07- 2003):

As per information received from the State Government, 14 districts have been affected due to heavy rains/ floods. 461 families affected. 2 persons missing and 36 persons reported injured. 184 houses fully and 1336 houses partially damaged. The State Government has evacuated 222 families and opened 13 relief camps, for affected people.

MAHARASHTRA
(As on 11-07- 2003):

As per information received from the State Government 30 districts have been affected due to heavy rains/ floods. 1083 families affected. The State Government is providing relief to the affected people from Calamity Relief Fund norms.

Meghalaya
(As on 11.07.03)

Heavy rains on 7th to 9th July, 2003 has caused damaged to roads within Ranikor PWD Sub-Division. Further, the State Government will send report soon.

Rajasthan
(12.07.03)

There were media reports about damage caused due to heavy rains in some parts of the State. Secretary, Relief, Government of Rajasthan was contacted on telephone on 12.07.03. He informed that they have not received any report so far from the district authorities. .

WEST BENGAL
(As on 12-07- 2003):

As per the State Government during the early hours of the morning today (7th- 8th night) a major landslide was occurred at Sewak Road, which connects Sikkim to Darjeeling. According to the preliminary report, 17 persons have lost lives, 8 persons missing and 3 persons reported injured. Communication on NH 55 and NH 31 A were disrupted. NH 55 near Sukna on Panchnadi has been repaired and traffic system is restored for plying from Siliguri to Gangtok, Darjeeling & Kalimpong. The district authority (in association with Border Road Organization) is making efforts for early restoration of traffic.

Relief teams with essential commodities etc. have been sent to site. 8 Gruel Kitchens are in operation for 1052 affected persons at Gayabari. 3 Relief Shelters with 75 families are in operation in Siliguri.

In Cooch Behar 2 camps have been opened for 171 families. Boats and rescue teams have been kept in readiness in all the vulnerable areas.

As per the information obtained on telephone on 15th July 2003 from Secretary, Relief, the situation in the State in normal and under control.

32 out of 36 meteorological sub-divisions have received excess to normal rainfall. It has been deficient or scanty in 4 sub-divisions.

Rainfall was excess to normal in 25 out of 36 meteorological sub-divisions. It was deficient/ scanty in 11 sub-divisions.
