That's according to Lieutenant Colonel Inia Seruiratu the Interim Minister for National Disaster Management.

He says Fiji is putting less emphasis on recovering from disasters, and more on making sure the damage from them is minimised.

Cyclone Evan hit both Fiji and Samoa, but did much more damage in Samoa, where advance warnings of the storm were not given the same urgency as they were in Fiji.

Lieutenant Colonel Seruiratu says it's not just luck that saw Fiji escape with less damage than Samoa.

Presenter: Bruce Hill
