Humanitarian Fund in CAR allocates 12 million dollars to cover urgent humanitarian needs

Bangui, 10 November 2016 – Under the authority of the Humanitarian Coordinator in the Central African Republic (CAR), Fabrizio Hochschild, the Humanitarian Fund in CAR (HF CAR) has approved funding for 26 projects at US$12 million for national and international Non-Governmental Organisations and UN Agencies.

This timely allocation arrives at a time where there is an increase in hot spots and upsurge of violence in the CAR, creating new humanitarian needs for which funding was not originally planned in the 2016 Humanitarian Response Plan. This second allocation within this year will enable rapid response to meet the urgent and critical humanitarian needs, within the framework of humanitarian underfunding, whereby the majority of needs remain unmet. This $12 million will fund projects covering various needs: health, the fight against malnutrition, education, water sanitation and hygiene (WASH), protection and logistics support to restore humanitarian access. This allocation will enable response to the needs of internally displaced persons, host vulnerable communities and to support the initial IDP return phase. As of today, only a third of the Humanitarian Response Plan requesting US$532 million has been funded. This allocation will support continued response to critical needs.

With two standard allocations per year, the Humanitarian Fund is a CAR-based mechanism with the flexibility to organize the allocation of resources when humanitarian response is most needed and when funding becomes scarce as is currently the case.

The Humanitarian Coordinator thanked donors for their commitment to the CAR and the Humanitarian Fund. “It is through their support that the CAR Humanitarian Fund was able to quickly allocate US$1,5 million in August, through its emergency funding mechanism, to support the response plan for the cholera epidemic. He also seized the occasion to call on donors to further mobilize for the funding of the 2017 Humanitarian Response Plan which will be launched soon.

Few weeks before the Brussels Donor Conference for the CAR on 17 November, organized in support of efforts towards recovery and peace consolidation, he urged the international community to continue supporting humanitarian activities in the CAR. “A lot has already been done but big challenges are still ahead of us. We need to continue with the mobilization so that our efforts will not be jeopardized and to ensure early recovery can take over from humanitarian issues” he added.

Since the beginning of the year, the Humanitarian Fund CAR has allocated US$11,6 million to fund 43 projects thanks to the contributions of Belgium, Canada, Germany, Ireland, Luxembourg, the Netherlands, Sweden, Switzerland and the United Kingdom. To continue to respond to new emergencies and prepare for the next standard allocation in early 2017, resource mobilization efforts have been initiated to mobilize new funding.
