1. SITUATION

VERY HEAVY RAINS FELL OVER ALL THE CAPE VERDE ISLANDS ON 16-17 SEPT. 1984 ACCOMPANIED BY UNUSUALLY STRONG WINDS. 32 PEOPLE ARE REPORTED DEAD AND SEVERAL THOUSAND FAMILIES HOMELESS. SERIOUS DAMAGE CAUSED TO HOUSES, CROPS AND ROADS. CAPE VERDE GOVERNMENT LAUNCHED OFFICIAL APPEAL ON 10 OCTOBER 1984 FOR ASSISTANCE.

2. EMERGENCY RELIEF REQUIREMENTS: (COSTS ESTIMATED IN US DLRS)

(A) ASSISTANCE TO DISTRESSED FAMILIES AND PUBLIC HEALTH NEEDS:

(1) FOODSTUFFS FOR 1,124 FAMILIES AND PUBLIC FOR TWO MONTHS (28,197)

(2) 1,064 MATTRESSES (41,447)

(3) 532 KEROSENE STOVES, PREFERABLY 'PRIMUS' (6,987)

(4) 2,128 DINNER PLATES AND SPOONS (1,398)

(5) 2,128 MUGS (710)

(6) 1,064 PANS/COOKING POTS (7,105)

(7) 532 WATER BUCKETS (1,155)

(8) 2,128 BED SHEETS (9,474)

(9) 1,064 BLANKETS (6,513)

(10) 2,660 ARTICLES OF CLOTHING, UNSPECIFIED (NOT COSTED)

(11) SUPPLY OF BUILDING MATERIALS WITH CEMENT, STONES, TILES, WOOD ETC, FOR REPAIR OF 656 HOUSES WITH VOLUNTARY LABOUR (511,074)

(12) SAME FOR RECONSTRUCTION OF 438 HOUSES (584,975)

(13) IMMEDIATE NEEDS OF ADDITIONAL MEDICAL SUPPLIES (33,389) AND REPLENISHMENT OF STOCKS (NOT YET COSTED)

3. NATIONAL AND INTERNATIONAL RESPONSE:

(A) GOVERNMENT ESTABLISHED AD HOC NATIONAL COMMITTEE TO SUPERVISE RELIEF OPERATIONS.

(B) UNDRO/UNDP REPRESENTATIVE FORMED LOCAL U.N. COUNTRY EMERGENCY TEAM (UNICEF, WFP, FAO, WHO) TO ASSIST IN APPRAISING SITUATION AND IDENTIFYING AREAS FOR ACTION.

(C) UNDRO GRANTED US DLRS 20,000 FOR PURCHASE EMERGENCY RELIEF SUPPLIES.

(D) UNDP GRANTED US DLRS 30,000.

(E) FOODSTUFFS COVERED BY WFP LOCALLY AVAILABLE (SEE 2. (A)(1)).

(F) ITEMS (A) (4) (5) (6) (7) AND (9) UNDER 2. ABOVE BEING PROVIDED BY UNDP THROUGH GOOD OFFICES OF UNICEF.

(G) FRENCH GOVT IS GRANTING CASH CONTRIBUTION OF US DLRS 10,753.

(H) 200,000 ECU CASH OFFERED BY EEC.

(I) (1) 3,000,000 ESCUDOS (33,389) PROVIDED BY NGO 'MEDICO INTERNATIONAL' FOR IMMEDIATE PURCHASE OF MEDICAL SUPPLIES.

4. DONORS ARE INVITED TO CONTACT UNDRO SHOULD THEY WISH TO RECEIVE ASSISTANCE IN ARRANGING SURFACE OR AIR TRANSPORT TO CAPE VERDE.

DONORS ARE REQUESTED TO KEEP UNDRO INFORMED OF THEIR CONTRIBUTIONS AND VALUE.

1. SITUATION

THE NATIONAL COMMITTEE, SET UP BY GOVERNMENT TO SUPERVISE RELIEF OPERATIONS AFTER TORRENTIAL RAINS OF 16 AND 17 SEPTEMBER 1984, HAS ANNOUNCED THAT THE MOST URGENT NEEDS HAVE BEEN MET. HOWEVER, THESE FLOODS HAVE CAUSED SEVERE DAMAGE TO THE COUNTRY'S INFRASTRUCTURE WHICH STILL NEEDS INTERNATIONAL HELP.

2. DESTRUCTION OF HYDRAULIC INFRASTRUCTURE (ISLANDS OF S. ANTAO,SANTIAGO, S. NICOLAU, VICENTE, FOGO AND MAIO)

- MATERIAL NEEDED (CEMENT AND STONE DIKES, IRRIGATION CANALS AND PIPES, RESERVOIRS AND GALLERIES) - US DLRS 1,061,437

3. AGRICULTURAL DAMAGE (ISLANDS OF S. ANTAO, S. NICOLAU, SANTIAGO)

US DLRS 1,841,814

THIS AMOUNT SHOULD HELP FARMERS AFFECTED TO REHABILITATE THEIR LAND AND BUY BASIC EQUIPMENT.

4. ROAD DAMAGE

GOVERNMENT HAS MADE REPAIRS TO SOME LOCAL ROADS, BUT REPAIRS OF MAIN ROADS ARE STILL INCOMPLETE.
