The flood of July 1997 caused by incessant downpour and onrush of water from Assam, India devastated almost one fourth of the country. Further catastrophies in the form of land/mudslides, a tornado and two mild tremors added to the misery and suffering of the people.

Seventy - seven people were reported dead and many missing. At least 300,000 acres of crops were destroyed, more than 100,000 homes were washed away and a million people were marooned for days as towns and villages were innundated under several feet of swirling waters. Educational institutions, bridges, roads and other infrastructure were severely damaged and destroyed. More than 3.5 million people were affected in 22 districts of north-eastern and south-eastern parts of Bangladesh.

As road, train and air communications between the capital and several parts of the country were disrupted, the government called out the armed forces in aid of the civil administration to undertake emergency rescue and relief operations in the affected areas.

The Rapid Response Funds sent by the Coordinating Office enabled ACT members, Social Health and Education Development (SHED) Board and Bangladesh Auxiliary Services for Social Advancement (BASSA) to respond to some of the immediate needs of the flood affected people. The two ACT members and KOINONIA, a third member have since requested additional support to complete the relief and rehabilitation efforts initiated in August, details of which are contained in the following pages.

General Note on Coordination: The three ACT members - SHED, BASSA & KOINONIA are coordinating the program among themselves for purposes of information sharing as well as to avoid duplication. CCDB as the ACT liaison agency for Bangladesh is being kept informed. Furthermore, as a rule all such activities are also coordinated with and through the local government offices and the NGO Bureau of Bangladesh.

ACT/Social Health Education Development (SHED) Board:

SHED is the service arm of the Bangladesh Baptist Sangha (BBS) which is a member-body of the National Council of Churches in Bangladesh (NCCB).

In response to SHED’s request for assistance to implement an emergency flood relief & rehabilitation program, the Coordinating Office sent USD 25,000 from its Rapid Response Fund for immediate emergency relief.

The program benefitted 13,500 persons (2,200 families) in Kotwali Thana of Bandarban district, 363 km from the capital city of Dhaka. While 1,700 families received mosquito nets as protection against malaria, which assumes epidemic proportions during times of such disasters, 500 families who lost their houses were given assistanceto rebuild homes.

Stated Needs: In view of the large scale damage caused by the floods, ACT/SHED requests additional support to conclude the relief & rehabilitation operations initiated in August. The current phase will be implemented in 79 villages of 6 districts benefitting nearly 13,000 flood affected families as follows:

The House assistance program will target the most vulnerable and poor families. These beneficiary families will contribute approximately USD 45 per family by way of labour in the form of earth cutting and providing bamboo platforms for the floors.

The Cash for Work program will be used to raise the compounds of Educational Institutions affected by the floods as well as to repair community roads. The program will create temporary employment for jobless people from vulnerable families who otherwise would have no other avenues of income.

Implementation Period: The program is expected to be completed within 6 months of commencement.

Procurement: All materials will be procured locally.

ACT/KOINONIA:

Koinonia is the service organ of the National Christian Fellowship of Bangladesh (NCFB). NCFB is an ecumenical organization of 16 Member Denominations, 16 Associate Para-Church members and 7 Fraternal Mission Societies.

The Lama area in Bandarban district experienced severe flooding as a result of which many people lost their houses and other property. ACT/KOINONIA therefore proposes to assist 77 poor Muslim families to rebuild their houses which were almost totally destroyed by the recent flood.

Stated Needs: In view of the prevailing monsoon the most urgent need is for people to have a roof over their heads. Therefore each of the 77 families will receive house building materials consisting of Corrugated Iron sheets, Ridging and Taka 500 as cash grant. The beneficiaries will contribute the rest of the building materials as well as the labour for construction.

Implementation Period: The project for which permission has already been received from the NGO Affairs Bureau will be completed within three months of commencement .

Procurement: ACT/KOINONIA will purchase the CI Sheets and Ridging from Chittagong (Division town) on the basis of quotations from wholesale traders.

Additional Note on Coordination: The Association of Baptist (ABWE) and the Bangladesh Tribal Association of Baptist Churches will coordinate and implement the activities on the ground.

ACT/Bangladesh Auxiliary Services for Social Advancement (BASSA):

BASSA a local Christian humanitarian organization established in 1990 has been actively involved in relief operations, the most recent being the Bangladesh cyclone - ASBD71. As in the case of SHED, the ACT Coordinating Office also responded with Rapid Response Fund (RRF) of USD 15,000 to BASSA’s request for emergency assistance. In view of the urgent needs of a large number of flood affected families, BASSA supplemented the RRF with USD 21,097 from its ongoing development activities. Consequently 1,500 families in 36 villages of Chakoria Thana in Cox’s Bazar district were assisted with emergency distributions of food, clothing, medicines including oral re-hydration solution and mosquito nets.
Stated Needs: Based on a survey and needs assessment, ACT/BASSA proposes to help rehabilitate 800 poor families whose houses were severely damaged by the sudden flooding in Chakoria Thana. These 800 families will receive cash grants of Taka 1,000 (approximately USD 22) each as house repair costs.

Number and type of Beneficiaries targeted: First priority will be given to widows, divorced women, orphans and old people while second priority will be accorded to other poor segments according to the extent of damage to their houses.

Implementation Period: The program is expected to be completed within one month of the starting date.
BASSA field staff will finalize lists of beneficiaries according to the criteria enumerated and thereafter distribute the cash grants to the beneficiaries with the assistance of government authorities and local leaders. A final report together with audited statement of accounts as well as an evaluation report will be sent to the ACT Office upon the completion of the program.
