Donors pledge US$360 million for East Timor development

Five days ahead of East Timor's independence, donor countries and multilateral agencies today pledged over US$360 million to support the fledgling nation over the next three years.

The support announced at the end of the Donor Conference on East Timor will complement the US$81 million already available through the Trust Fund for East Timor and the UNTAET successor mission, the United Nations Mission of Support in East Timor (UNMISET).

Donors' meeting on East Timor gets underway in Dili

UNDP development study calls for continued engagement

Government leaders call on donors to remain committed

Chief Minister Mari Alkatiri and Foreign Minister José Ramos-Horta today called on the international community to remain engaged in East Timor after it becomes independent on 20 May.

East Timor: Proposed budget released ahead of donor's conference

Dili, 10 May 2002 - The Government of East Timor today released the annual budget it will present at next week's Donor Meeting for East Timor in Dili.

Ministry of Finance officials say the budget delivers on the Government's commitment at the Oslo Donor's Conference in December 2001 to contain growth in medium-term expenditures and provide a plausible donor exit strategy from the provision of direct budget support.

East Timor: More than 1,000 refugees return since beginning of month

More than 1,000 refugees have returned to East Timor during the first 10 days of May, bringing the total repatriation figure to well over 205,000 refugees.

The United Nations High Commissioner for Refugees (UNHCR) believes that further large numbers of refugees may decide to return in the final days before East Timor's 20 May independence, and is taking various measures along the border to cope with another large-scale influx.

Ministers approve Timor becoming World Bank member

Dili, 7 May 2002 - The Council of Ministers today approved a Ministry of Finance proposal paving the way for East Timor to become a member of the World Bank, the International Monetary Fund and the Asian Development Bank.
The Council also approved a regulation on the new organizational structure of the Second Transitional Government following the 18 April appointment of a Secretary of State for Defence.

Dili, 6 May 2002 - UNHCR officials said today they are hopeful that East Timor's fast-approaching independence will be a catalyst for mass refugee returns from West Timor and elsewhere over the next two weeks.

East Timor: Border demarcation teams complete survey

Representatives of East Timor and Indonesia today completed a Joint Reconnaissance Survey (JRS) aimed at demarcating the countries' common land borders.
The joint survey team - which included surveyors, geographic engineers and geologists from Indonesia and East Timor - visited seven locations along the common border as they attempted to locate old border markers and study geological features and technical issues.

Dili, 25 April 2002 - The Council of Ministers has approved a Ministry of Health proposal to reconfigure the hospital system in East Timor over the next three years in order to best serve the population and maximise the health system's limited resources.

East Timor: Former political prisoners attend reconciliation meet

More than 50 former political prisoners gathered in Dili on Saturday to describe their experiences to members of the Commission on Reception, Truth and Reconciliation.
The political prisoners, who had been held on Ataúro Island off the coast of Dili between 1980 and 1983, voiced approval at the commission's plan to investigate their experiences, and urged the commission members to search nationwide for other former political prisoners who could add further to the commission's truth-seeking function.

East Timor, Indonesia to begin border marking process

Dili, 19 April 2002 - Representatives of East Timor and Indonesia are scheduled to begin a Joint Reconnaissance Survey (JRS) next week aimed at demarcating the countries’ common land borders.

JRS participants include surveyors from both countries’ mapping and surveying agencies and representatives from each side’s Ministry of Foreign Affairs. Logistical support will be provided by UNTAET’s peacekeeping force and the Indonesian military.

Gusmão wins 82.7% of vote in East Timor's UN-run election

Dili, 17 April 2002 - Independence leader Xanana Gusm=E3o emerged today as the President-elect of East Timor after capturing 82.7 per cent of the vote in the last United Nations-run ballot before the territory celebrates its independence next month.

UNTAET forensic team exhumes massacre victims from 1999

A forensic team from UNTAET's Serious Crimes Unit today completed the exhumation of remains of victims of a 1999 massacre in the capital Dili.
Today's exhumation of the remains of Manuelito Carrascalão from a private lot in Dili follows the 3 April exhumation of 11 other bodies in the town of Liquica, some 40 kilometers west of the capital.

The remains are known to be those of victims of a pro-Indonesia militia rampage on 17 April 1999 that included an attack on the home of Manuel Viegas Carrascalão, where dozens of pro-independence supporters were sheltering.

Refugee return figure from West Timor set to top 200,000

Dili, 9 April 2002
SRSG Sergio Vieira de Mello is scheduled to travel to the border town of Batugade tomorrow to celebrate the return of the 200,000th refugee from West Timor, Indonesia.

More than 3,000 refugees have returned to East Timor from refugee camps in West Timor since the beginning of this month alone. The East Timor office of the UN High Commissioner for Refugees (UNHCR) attributes the current upsurge in returns to East Timor's upcoming presidential elections and independence celebrations. Nearly 4,000 came back last month, the highest monthly total in two years.
