Flooding 2012: Early Recovery Plan

EXECUTIVE SUMMARY

From 20 – 25 April 2012, the three islands of the Union of Comoros – Grande-Comore, Anjouan and Moheli - were hit by extremely high levels of torrential rains: 1,738 mm - almost seven times the average of 267 mm for the same month from 1971 to 2000 and representing 72 % of the total annual average of 1971-2000. On 25 April, a “State of National Disaster” was declared by the President of the Union of Comoros, followed by a request for international assistance.

Entre le 20 et le 25 avril 2012, trois îles de l'Union des Comores – Grande-Comore, Anjouan et Mohéli - ont été touchées par des niveaux extrêmement élevés de pluies torrentielles: 1,738 mm. Il s’agit de près de sept fois la moyenne mensuelle (pour le même mois d’avril) de 267 mm pour la période allant de 1971 à 2000. Ces précipitations représentent également 72% du total annuel moyen entre les années 1971 et 2000. Le 25 avril, un «État de catastrophe nationale" a été déclaré par le Président de l'Union des Comores, suivie d'un appel à l’aide internationale.

HIGHLIGHTS / KEY PRIORITIES

  • The water supply in Moroni and surroundings is being restored; however, some 50% of water is lost due to leaks.

  • Water, Sanitation and Hygiene promotion is a priority.

  • Surveillance is in place in all three islands and malaria cases are now under control.

  • Activities in the agriculture sector have been intensified. There is a fear among the population of insufficient food supplies – in particular domestic - during the forthcoming Ramadan.

Comoros Flash Floods Situation Report # 6

This report is produced by the Resident Coordinator’s Office in collaboration with humanitarian partners. It covers the period from 20 to 25 May 2012. The next report will be issued on or around 1 June 2012.

• 64,987 people (8% of total population) have been directly affected by the floods.

• 80,000 people in Moroni and 3,900 in Mitsoudje were indirectly affected by broken water pumps.

HIGHLIGHTS/KEY PRIORITIES

• 64,987 people (8% of total population) have been directly affected by the floods.

• 80,000 people in Moroni and 3,900 in Mitsoudje were indirectly affected by broken water pumps.

• 1,318 households continue to be displaced and are being hosted by friends and relatives.

• The water supply issues in Moroni and surroundings have still not been resolved. There is a high risk of cholera outbreaks due to the lack of potable water and sewage services.

Comoros Flash Floods Situation Report # 4

HIGHLIGHTS/KEY PRIORITIES

  • Flash floods that affected the Union of Comoros left 4 people dead and an estimated 150 injured.

  • On 08 May, the Comoros experienced further heavy rains that led to flash flooding in the same regions that had been affected. People were temporarily displaced and were hosted by friends and family. Some families have returned home. No major damages reported.

  • 57,232 people have been affected and around 1,318 households (10,000 people) are still displaced and being hosted by friends and family.

· Flash floods on the Union of Comoros left 3 people dead and an estimated 150 injured.

· 57,232 people are being affected (according to the UNDAC Assessment) and around 1,800 household (14,400 people) are still displaced and being hosted by relatives or the community.

· National Government and the humanitarian community (including the Red Crescent) are continuing to respond to the immediate needs of those affected.

· The flash floods in the Islands of Comoros have left 3 people dead and an estimated 100 injured.

· According to the Government, the number of affected people remains unchanged at 46,139 people. Around 10,000 internally displaced persons have been displaced in Grande Comore, and are being hosted by local communities.

Comoros Flash Floods Situation Report # 1 – 28 April 2012

I. HIGHLIGHTS/KEY PRIORITIES

• Since April 20 April, the Islands of Comoros have been battered by torrential rains. Grande Comore, Anjouan and Moheli islands are significantly affected with water supply, electricity and telecommunications services cut off as well as the market functionality disrupted.

• Some villages are inaccessible because roads and other communication infrastructure have been cut off.

• According to the Comoros meteorological services, more rainfall is expected for the next few days.

General Situation Update

Military operations on the island of Anjouan which started on 25 March continued with sporadic fighting reported in the north-east of the Island on the hills over Mutsamudu-Ouani and between Mirontsi and Barracani. The capital Mutsamudu was taken over by the national army and the coalition forces, without meeting major resistance of the gendarmerie forces of Anjouan -FGA. The port and airport are also controlled by the national army and the coalition, and only military personnel can access the area at present. There are no official reports of casualties,

General Situation Update

The Union Government of Comoros backed by AU troops from Sudan, Tanzania and Senegal and with logistical support from Libya, launched a military attack on the Island of Anjouan at 3h15 in the morning of 25 March, to forcibly remove the renegade President of the Island of Anjouan, Colonel Mohamed Bacar.
