Following the outbreak of hostilities in Juba from 8 to 11 July 2016 and the resulting violence perpetrated against civilians, on 23 August 2016, my predecessor, Ban Ki-moon, ordered an independent special investigation, led by Major General (retired) Patrick Cammaert, to examine the actions of the United Nations Mission in South Sudan (UNMISS) in response to the attacks on civilians that occurred, notably within or in the vicinity of the UNMISS compounds in Juba, including the Terrain Hotel and the adjacent protection of civilians sites.
