Recalling the Statement of its President of 21 April 2012 (S/PRST/2012/15) and the press statements of 12 April and 8 May on the situation in Guinea-Bissau,

Reiterating its strong condemnation of the military coup on 12 April by the military leadership, which undermined the conclusion of the democratic electoral process in Guinea-Bissau, and of the establishment by the coup perpetrators of a “Military Command”,

Demanding that Sudan and South Sudan demilitarize the disputed Abyei region and resolve a deadlock in putting in place previously agreed administrative arrangements, the Security Council this morning extended the mandate of the United Nations Interim Security Force for the area, known as UNISFA, for six months.

Top Envoy in Libya Urges International Community to Be ‘Frank’ With Itself, Interim Government in Identifying Challenges, Gaps

Given the “terrible legacy” confronting the transitional authorities in Libya, their efforts in establishing a functioning State based on the rule of law and democracy deserve praise and support, but serious problems in governance, security, human rights and other areas should be faced squarely, the Secretary-General’s Special Representative told the Security Council this afternoon.

I. Introduction and Mission priorities

  1. The present report is submitted pursuant to Security Council resolution 1244 (1999), by which the Council decided to establish the United Nations Interim Administration Mission in Kosovo (UNMIK) and requested that I report at regular intervals on the implementation of its mandate. It covers the activities of UNMIK, and developments related thereto, from 16 January to 15 April 2012.

I. Introduction

  1. The present report provides a comprehensive assessment of the implementation of Security Council resolution 1701 (2006) since the last report of the Secretary-General (S/2011/715) was issued on 14 November 2011.

Au cours d’une réunion d’information tenue ce matin, le Conseil de sécurité a entendu les propositions de la Commission économique des États de l’Afrique de l’Ouest (CEDEAO) pour sortir la Guinée-Bissau de la crise, dont l’instauration d’une période de transition de 12 mois. Ce dernier point a été rejeté par le Ministre des affaires étrangères, de la coopération internationale et des communautés de la Guinée-Bissau, au motif qu’il légitime le coup d’État du 12 avril dernier.

Guinea-Bissau’s Foreign Minister, Peace-building Configuration Chair, Angola’s Foreign Minister, Commissioner from West African States Also Speak

Following the 12 April military coup in Guinea-Bissau, it was critical for all international partners of the troubled West African country to agree on a joint international response to facilitate a peaceful restoration of constitutional order there, the Secretary-General’s Special Representative told the Security Council this morning.

Summary

The present report has been prepared pursuant to Security Council resolution 1612 (2005). It is the second report on the situation of children and armed conflict in Colombia and follows my first report (S/2009/434) and the subsequent conclusions and recommendations of the Working Group on Children and Armed Conflict (S/AC.51/2010/3).
